What Hungary actually tests: the five gates between you and a Hungarian student permit

Hungary tests five things, and only two of them are documents you already own. The qualification you finished. Whether Hungary recognises it. Your English. Your money. And then the process gates: the application itself, which on many programmes includes an entrance examination, and the residence permit file afterwards.

There is no single Hungarian checklist, and looking for one is the first mistake: the university decides admission, the immigration authority decides the permit, and the two ask for different things at different moments. What follows is the order in which the five gates actually bite.

What each level needs

Hungary has a September intake and a smaller February one. The gates below are the same for both.

You are applying forThe qualification Hungary weighsEnglish, as we observe itWhat usually decides it
A bachelor's after HSCHSC or an accepted equivalent with good results, normally at age 18 or overTypically IELTS 5.5 overall, sometimes 5.0Results, plus an entrance test or interview on many programmes
A master's after a four-year honoursRoughly 240 ECTS, which European master's programmes accept almost everywhereTypically 6.0 overall, sometimes 6.5Subject match, plus the department's own assessment
A master's after a three-year pass degreeRoughly 180 ECTS. This is the problem case, and a one-year Bangladeshi master's on top is the usual fixTypically 6.0 overallWhether that department accepts 180 ECTS at all, which you must ask before applying
Stipendium Hungaricum, any levelThe same qualification, judged competitively against a far larger fieldThe programme's band, plus the scholarship's own screeningA nomination on the Bangladesh side, then a written or online entrance test and an interview

Those English bands are our observation across the programmes we work with, not a Hungarian national rule. No Hungarian authority publishes one, and a single department can ask for more than the university's own page suggests. Read the course page, not the country page — including ours.

Gate one: the qualification itself

For a bachelor's, Hungary wants HSC or an accepted equivalent with good results, and applicants are normally 18 or over (is there an age limit, a bachelor's straight after HSC). A short study gap is accepted with an explanation, which means a written one, with evidence, not a sentence in your motivation letter (does a gap stop you, writing the letter).

For a master's, the question is credits rather than years. A Bangladeshi four-year honours is roughly 240 ECTS and is accepted almost everywhere; a three-year pass degree is roughly 180 ECTS, which is the minimum most European master's programmes will look at and therefore the case that gets refused quietly (three-year pass versus four-year honours, a second bachelor's or a master's).

On grades, there is no official universal conversion from a Bangladeshi CGPA to a European one. The working rule across our nine countries is that 3.0 out of 4.0 is a common threshold, 3.5 and above is competitive for scholarships, and 2.5 to 3.0 means choosing programmes carefully rather than giving up (CGPA to European grades, low CGPA and Europe, the best of the nine with a low CGPA). A madrasah stream has its own equivalence questions and they are answerable (Dakhil and Alim).

Gate two: recognition, and the part that genuinely got easier

Hungary does not take your certificates on trust. It takes them authenticated, and this is where a Bangladeshi family usually over-prepares, because the advice in circulation is years out of date.

Bangladesh joined the Apostille Convention and it came into force on 30 March 2025. Hungary accepts an apostille. That replaces the old consular legalisation chain with a single certificate, and it matters here because three of our nine countries — Denmark, Greece and Finland — objected under Article 12 and still require the full chain. Hungary, along with Italy, Cyprus, Malta, Sweden and Bulgaria, does not (Bangladesh's apostille and who refuses it, attestation and apostille in order).

The order still matters, and skipping a step sends the file back: collect the originals, get education board verification, then attestation, then the apostille, then certified translation (collecting transcripts, board verification first, notary, magistrate or MOFA, private and National University graduates, certified translation in Dhaka). Attestation, translation and legalisation together run about BDT 10,000 to 30,000, and courier to Europe BDT 4,000 to 9,000.

Two silent killers live in this gate. A name that does not match across your NID, passport and certificates stops a file dead, and fixing it takes longer than any other repair (fixing a name mismatch). A passport renewed mid-application breaks the links to everything already submitted (renewing mid-application, getting an e-passport).

Gate three: English

The bands in the table are what we see: 5.5 overall for a bachelor's, sometimes 5.0; 6.0 for a master's, sometimes 6.5. Treat them as a planning floor, never as a promise, and never as a national rule, because Hungary has not published one.

Hungary is unusually open about alternatives. Some programmes accept a Medium of Instruction letter, and many run their own English test or an online interview instead of asking for a certificate at all (studying in Hungary without IELTS, the online English interview, what an MOI letter looks like, which universities accept one). That is a real door, but it is a door a department opens, not a national entitlement, and you have to find the programme that opens it before you build a plan on it (IELTS requirements by country, the best of the nine without IELTS).

If you do sit the test, IELTS on computer was listed in Bangladesh at BDT 29,600 in September 2026, with One Skill Retake at BDT 18,600; paper IELTS ended after 31 January 2026 (fees and dates, a three-month plan with no coaching fees).

Gate four: money

WhatThe figure our country guide publishes
Public university tuitionEUR 0 to 5,000 a year, by programme
Living costs, all inEUR 400 to 600 a month
Accommodation, a hostel placeEUR 120 to 300 a month
FoodEUR 120 to 200 a month
TransportEUR 15 to 35 a month
Everything elseEUR 50 to 100 a month
Funds to evidence, self-fundedRoughly EUR 6,000 for the year, about HUF 200,000 a month, near EUR 500
Blocked accountNot used in Hungary

Two honest qualifications on that table. First, Hungary's immigration authority publishes no fixed amount. It applies a sufficient-means test, and EUR 6,000 a year is the working figure our guide uses; the practical range families are asked to show sits closer to EUR 6,000 to 8,000. Second, the country's currency is the forint, so every euro figure above is an approximate conversion that moves with the exchange rate (your budget is not in euros).

Proof of funds is not a fee. It is money that must exist, be traceable to a lawful source, and stay put — it is not collected, spent or lost (proof of funds explained, what the officer is reading, sponsors and affidavits, why an inflated statement gets caught). Hungary uses no blocked account, unlike the version of Europe most people have read about (blocked accounts and our nine).

Stipendium Hungaricum changes this gate completely: tuition free and a monthly stipend, which is why the competition for it is what it is (what it covers and how to win it, why applications fail, scholarships beyond Stipendium). But a scholarship you have applied for is not money. Until it is awarded in writing, your funds evidence has to stand on its own.

Budapest against the regional towns is a real difference, not a preference. The capital sets the top of every range above, while Debrecen, Szeged and Pécs sit lower on rent and on daily costs, with the same public university system and in several cases the older medical faculties (Budapest, Debrecen, Szeged, Pécs, the cheapest universities, what Hungary costs from Bangladesh).

Gate five: the application, and the exam nobody warned you about

This is the Hungary-specific part, and it is why a student who prepared for a documents-only decision is caught out.

Entrance examinations are normal in Hungary. Many programmes, and Stipendium Hungaricum in particular, assess applicants with a written or online test, an interview, or both, rather than reading transcripts and deciding. Medical and technical faculties are the most consistent about it (University of Debrecen, University of Szeged, University of Pécs, Budapest University of Technology). We are not going to print a subject list, a pass mark or a test date here, because those are set per programme per year and an invented one is worse than none. Ask your department for its published format the day you shortlist it, and budget for a quiet room and a stable connection on the day (preparing for a scholarship interview, writing a scholarship motivation letter, SOP, motivation letter or personal statement, recommendation letters).

Applications for Hungary and much of eastern Europe run through a shared portal, which is its own small skill (the DreamApply guide).

Then the permit file. Hungary is in Schengen, and the student route is a national type D visa and residence permit, applied for at VFS in Dhaka. You do not travel to Delhi for it, which is why Hungary's Bangladesh-side spend sits in the BDT 2 to 4 lakh band rather than the 3 to 5 lakh band of countries decided in India (where Bangladeshi students apply, the permit process after admission, type D versus Schengen type C). EU law gives a complete student application a maximum of 90 days for a decision, and the clock starts when the file is complete, not when you hand it in (tracking an application, your first 90 days, photo specifications, the one-page checklist by country).

What is not a requirement, despite what you have been told

Widely believedWhat is actually true
You need a blocked accountHungary does not use one. You evidence funds you control
IELTS 6.5 is the Hungarian ruleThere is no national band at all. We observe 5.5 for a bachelor's and 6.0 for a master's, set by the programme
The immigration authority publishes the exact amountIt does not. It applies a sufficient-means test; roughly EUR 6,000 a year is the working figure, in practice EUR 6,000 to 8,000
You must fly to Delhi for the visaNo. The application is made at VFS in Dhaka
Every certificate needs consular legalisationNot since 30 March 2025. Hungary accepts an apostille
Somebody can tell you Hungary's visa success rateNo authority produces one. Any figure you are quoted was invented
You need Hungarian for an English-taught degreeNot for admission. It matters for daily life and part-time work, which is a different argument
A paid agent is a requirementIt is not. It is a service you may or may not want; the gates above are the same either way

Add one more that is not a belief but an arithmetic error: part-time earnings are not proof of funds. Work in Hungary covers part of your costs, never tuition plus living, and money you have not earned yet cannot appear in a file (student work rules in Hungary, a student visa is not a work permit, education loans and show money).

Who Hungary is the wrong country for

Hungary is wrong for anyone whose plan depends on earning the tuition after arrival, because the numbers above do not close that way. It is wrong for anyone whose real goal is permanent residence on a fast clock: student years are not counted toward the three years behind national permanent residence, and they count only half toward EU long-term residence and citizenship, so the degree is the return here, not the passport (the nine ranked for staying after study, from student to work permit). It is wrong for anyone who cannot sit an entrance test or a live interview reliably, because that gate is not optional on the programmes that use it. And it is wrong for anyone whose funds appeared in an account last month, in any of our nine.

Hungary is right for a student with modest, real money, decent but not spectacular results, and the nerve to be examined (what Hungary is actually good for, Italy versus Hungary, Italy, Hungary or Bulgaria on a tight budget, is education free in Hungary, the monthly budget compared). Start from the Hungary country guide and the application timeline; if your result is not out yet, you can still move (applying while you wait).

Common questions

What IELTS score do I need for a Hungarian university?+

There is no national band, because no Hungarian authority publishes one. Across the programmes we work with we typically see 5.5 overall for a bachelor's, sometimes 5.0, and 6.0 for a master's, sometimes 6.5. The number that binds you is the one on your specific course page, and a department can ask for more than the university's general page suggests. Some programmes accept a Medium of Instruction letter or run their own English test or online interview instead.

How much money do I have to show for a Hungarian student permit?+

Hungary's immigration authority does not publish a fixed figure. It applies a sufficient-means test, and the working number our country guide uses is roughly EUR 6,000 for the year, which is about HUF 200,000 a month or near EUR 500. In practice families are asked to evidence something in the EUR 6,000 to 8,000 range for a self-funded year. There is no blocked account in Hungary, and the funds are evidence rather than a fee: they are not collected or spent.

Do Hungarian universities really make you sit an entrance exam?+

Yes, and this is the single most common surprise for Bangladeshi applicants. Many Hungarian programmes, and Stipendium Hungaricum in particular, assess candidates with a written or online entrance test, an interview, or both, rather than deciding on transcripts alone. Medical and technical faculties are the most consistent about it. The format, the subjects and the dates are set per programme per year, so ask your department for its published format rather than trusting any list you find online, including ours.

Is an apostille enough for Hungary, or do I need consular legalisation?+

An apostille is enough. Bangladesh joined the Apostille Convention and it came into force on 30 March 2025, and Hungary accepts one, which replaces the old consular legalisation chain with a single certificate. This is worth checking per country rather than assuming, because Denmark, Greece and Finland objected under Article 12 and still require the full chain. The rest of the order does not change: originals, education board verification, attestation, apostille, then certified translation.

Can I apply for Hungary with a three-year pass degree?+

Sometimes, but treat it as the case to check first rather than last. A three-year Bangladeshi bachelor's is roughly 180 ECTS, which is the bare minimum most European master's programmes consider, while a four-year honours is roughly 240 and is accepted almost everywhere. The usual fix is a one-year Bangladeshi master's on top, which lifts the total comfortably. Ask the specific department whether it accepts 180 ECTS before you pay any application fee.

Do I have to travel to India for a Hungarian student visa?+

No. Hungary is in Schengen and the student route is a national type D visa and residence permit applied for at VFS in Dhaka. That is one of the practical reasons Hungary is cheaper to apply to than the countries whose files are decided in Delhi: a single-country application from Bangladesh runs roughly BDT 2 to 4 lakh in total before any decision, against BDT 3 to 5 lakh where the file goes to India.

What is Hungary's student visa success rate?+

Nobody can tell you, because no authority produces that figure. Any percentage you are quoted for Hungary, or for any of our nine countries, was invented or lifted from an unrelated statistic. What you can control is whether the file is complete: EU law gives a complete student application a maximum of 90 days for a decision, and that clock only starts once the file is complete, which is a strong argument for submitting a finished application rather than a fast one.

Is Budapest much more expensive than Debrecen, Szeged or Pécs?+

The difference is real rather than cosmetic. Our country guide puts living costs at EUR 400 to 600 a month across Hungary, and the capital sits at the top of that band while the regional university towns sit lower, mainly on accommodation. The universities are the same public system, and several of the older medical faculties are outside Budapest. If your budget is tight, the regional towns are the honest answer, not a compromise.

Can I work part-time to cover my Hungarian tuition?+

No, and you should not plan the file that way. Part-time work in Hungary covers a portion of living costs, not tuition plus living, and money you have not earned yet cannot be used as proof of funds in the application. The permit you hold is a student permit, not a work permit. If your plan only works when the part-time income is included, the plan needs changing before the application does.

Does studying in Hungary lead to permanent residence?+

Not quickly, and it is better to know that before choosing. Student years are not counted toward the three years behind national permanent residence, and they count only half toward EU long-term residence and citizenship. There is a nine-month job-seeking residence permit after graduation, which is the realistic bridge from study to work. Treat the degree and the nine months as the return, and anything beyond that as a separate application you will make later on different grounds.
