Attestation for private and National University graduates

The route depends on who issued the certificate

Almost every guide to attestation describes the public university route, because it is the simplest. It is also, for a large share of Bangladeshi graduates, the wrong one.

National University graduates

If you studied at an affiliated college — which covers a very large proportion of honours and master's graduates in Bangladesh — your certificate carries National University's name, not the college's. That is the whole point: the college taught you, the university examined and certified you.

So verification is done by National University at Gazipur, through its certificate and verification branch. The college can confirm your attendance and issue testimonials, and none of that is what the Ministry of Education needs.

Practical notes:

  • National University publishes its own process and fee, and parts of it have moved online. Check the university's site before travelling, because the trip is not short.
  • The result-sheet and certificate details must match. A transcript issued by the college is not a substitute for the university's own transcript.
  • Build in more time than for a public university. The office serves an enormous number of graduates.

Private university graduates

Your university's registrar attests your certificate and transcript. That is the first step, not the last. In practice the Ministry of Education commonly wants the University Grants Commission to have verified the university's attestation before it will add its own, and skipping that is the standard reason a private university file bounces at Shikkha Bhaban.

Two details that decide how smoothly this goes:

  1. 1Your university must be on the commission's approved list. Approval is public and published; check it rather than assuming.
  2. 2Approval is not always university-wide. A university can be approved while a particular outer campus, study centre or programme is not. Distance, evening and weekend variants have been a recurring problem area. If your degree came from a campus or programme outside the approved scope, there is no office that can verify it, and no attestation route exists.

⚠️ If the programme cannot be verified

This is the unflattering part, and it is better heard now than after you have paid application fees.

If the awarding body, campus or programme is outside the approved list, no amount of persistence produces an attested certificate, because there is no authority willing to sign. A European university that cannot verify a qualification will not admit on it, and an embassy that cannot verify an admission will not issue a visa on it.

There are honest routes forward — a second qualification from a recognised institution, a professional pathway, or a different country whose universities will assess the qualification themselves — but none of them starts with paying somebody in Dhaka who says they can arrange the stamps. That offer is the subject of fake documents and agency fraud, and it ends with a permanent refusal on your record rather than a visa.

After the university step

From there the chain is the same for everyone: Ministry of Education, then Ministry of Foreign Affairs, then legalisation at the destination mission. What to do this week

  1. 1Look at the certificate itself and read whose name is on it. That is your verifying authority, not the institution you attended.
  2. 2If it says National University, plan a Gazipur trip and check the current process on the university's site first.
  3. 3If it is a private university, confirm the university, the campus and the programme against the University Grants Commission's published list before anything else.
  4. 4Only once the first verification is booked should you think about the ministries.

Common questions

My college is affiliated to National University. Who attests my certificate?+

National University at Gazipur, through its certificate and verification branch — not your college. The certificate was issued by the university, so only the university can verify it against its own register. Going to the college first is the most common way this route loses two or three weeks.

Do private university documents need University Grants Commission verification?+

Commonly, yes. The university's registrar attests first, and the Ministry of Education generally expects the commission to have verified that attestation before adding its own. Confirm the current requirement with the ministry before you queue, because it is the usual reason a private university file is returned.

What if my programme is not on the approved list?+

Then no office can verify it, and there is no attestation route. A European university will not admit on a qualification it cannot verify. The honest options are a further qualification from a recognised institution or a different plan entirely — not an agent who offers to arrange stamps, which produces a fraudulent document and a permanent refusal.

Is attestation the same as recognition in Europe?+

No. Attestation proves the document is genuine. Whether a European university treats your three-year or four-year degree as equivalent to its own entry requirement is a separate assessment, and a degree can be perfectly attestable and still fall short of a particular programme's entry rule.
