Romania is in the EU and has been a full Schengen member since 1 January 2025. Public universities publish their fees for non-EU students, and non-medical degrees often fall between about €2,000 and €4,500 a year (an indicative range); we estimate living costs at €425–965 a month depending on the city. The study visa is the long-stay D/SD visa, the fee is €300, and proof that at least one academic year of tuition has been paid is on the official document list. Funds are measured against Romania's minimum guaranteed gross salary, monthly, for the period on the visa, and no blocked account is involved. Romania has no embassy in Dhaka. According to a Bangladesh Ministry of Foreign Affairs press release of 8 December 2025, study visa files are lodged in person at the Embassy of Romania in New Delhi, or at Romania's missions in Kuala Lumpur, Hanoi or Bangkok. The academic year usually begins on 1 October.

About Romania

Why Romania?

Romania comes up more and more often when Bangladeshi students ask us about Europe, and the reasons are easy to see. Public universities publish what they charge non-EU students, the figures for engineering, IT and business are lower than in much of Western Europe, and the country has been inside the Schengen area since 1 January 2025.

The route itself asks for more planning than most students expect. There is no Romanian embassy in Dhaka. The first year of tuition is paid before the visa, not after arrival. The long-stay visa fee rose from €120 to €300 for applications lodged from 27 April 2026, and a good deal of what circulates on Facebook predates that.

Every rule on this page was read on a Romanian authority's own page on 6 October 2026, and where the visa file is lodged comes from a Bangladesh Ministry of Foreign Affairs press release. Where we could not confirm a point on an official page, the page says so and tells you who to ask.

What we would tell you honestly

  • Where the file is lodged was read in a Bangladesh Ministry of Foreign Affairs press release of 8 December 2025, not on the Romanian embassy's own site, which does not open from Bangladesh: New Delhi, and now also Kuala Lumpur, Hanoi and Bangkok. The release names no further conditions, so check the current arrangement with the mission you choose before you book travel.
  • There is an honorary consulate in Dhaka (Cosmos Centre, 69/1 New Circular Road, Malibagh). It is not known to accept study visa applications.
  • An embassy notice asked for a bank statement in the applicant's own name showing the equivalent of USD 4,000, sent by the bank by email, with documents legalised by the Ministry of Foreign Affairs, and said that MOI letters and Booking.com reservations were not accepted. We could not re-read that notice. Confirm each point with the embassy. The notice was New Delhi's; the other missions may ask differently.
  • Romanian press reports put the minimum gross salary at 4,325 lei a month from 1 July 2026. We did not find that figure on a government page, which is why this guide gives no euro amount for proof of funds.
  • The tuition ranges (€2,000–4,500, and €7,000–10,000 for medicine) are indicative, and the living cost of €425–965 a month is our estimate.
  • A year of tuition is paid before the visa decision, and a refused applicant does not always get all of it back. Each university sets its own refund rule.
  • Do not plan to pay tuition from part-time work. The visa file has to show that you can support yourself without it.
  • We have not published a consultancy fee for Romania yet. Ask for it in writing before you pay anything.

Why Bangladeshi students consider Romania

Published, comparatively low tuition

Universities post their non-EU fees. The Technical University of Cluj-Napoca lists €2,700 a year for technical fields; the West University of Timișoara lists €2,430 for Computer Science in English.

English-taught degrees

Bachelor's and Master's programmes in English exist in engineering, computer science, business and medicine. Check that the programme you want is open to non-EU applicants this year.

EU and Schengen member

In the EU, and fully in Schengen since 1 January 2025. A Romanian residence permit allows short visits to other Schengen countries. It does not allow you to live, study or work in them.

A familiar degree structure

Bachelor, Master and ECTS credits within the Bologna framework used across most of Europe.

Nine months after graduation

Residence can be extended for nine months after you graduate to look for work or start a business.

No blocked account

Proof of funds for the visa

First-year estimate

Tuition €2,000–4,500 plus living costs of about €5,100–11,580 a year gives a first-year total of roughly €7,100–16,080.

The tuition range is indicative and covers non-medical degrees at public universities. Medicine, dentistry and pharmacy in English cost far more, commonly quoted at €7,000–10,000 a year (also indicative). Living costs are our estimate; they vary by city and housing, and day-to-day spending is in lei. Check the exact fee on the faculty's page for your intake.

Who can apply

Academic
HSC or equivalent for a Bachelor's; a recognised Bachelor's degree for a Master's. Each university and faculty sets its own entry grade. There is no Romania-wide minimum GPA or CGPA.
Study gap
We found no maximum gap in the official visa conditions. Be ready to explain a gap with documents such as employment records or other study.
Age
We found no age limit in the official visa conditions. A university may set its own rule.
Finances
Tuition for at least one academic year paid before the visa, plus evidence of means at the level of Romania's minimum gross salary, monthly, for the period on the visa.

English requirement

There is no Romania-wide IELTS rule. Three separate requirements apply. Each university decides what language evidence it accepts for each programme. The official visa document list asks for proof that you know the language of your programme, except for the preparatory year. A Romanian-taught programme needs Romanian, normally through a one-year preparatory course first. A recognised English test is the safest evidence. An MOI letter that a university accepts should not be assumed to satisfy the embassy.

Work and staying on

During your studies
Holders of a residence permit for studies can work without a work permit only on a part-time contract of no more than 6 hours a day (IGI). That income will not pay a year of tuition; treat it as a help with living costs.
After graduation
Residence can be extended for 9 months after graduation to look for work or start a business (IGI). It does not come with a job or a work permit.
Long-term residence
Long-term residence needs five years of continuous stay, and time spent studying counts at half (IGI). A three-year Bachelor's therefore counts as a year and a half.

Applying to Romania, step by step

    Check the profile honestly

    Results, language evidence, budget and any study gap. If you cannot pay a full year of tuition before the visa, Romania is the wrong route.

    8–10 months before

    Language test and documents

    Sit a recognised English test and start translation and legalisation. Confirm the accepted form with the university and the embassy first, because a wrongly legalised document usually cannot be reused.

    April–September

    Apply to the university

    Windows differ by university. The university evaluates the file and forwards it to the Ministry of Education, which issues the Letter of Acceptance.

    After acceptance

    Pay tuition, then the eVisa file

    Pay at least one academic year, then complete the form and upload documents on eviza.mae.ro, choosing the mission where you will lodge: New Delhi, Kuala Lumpur, Hanoi or Bangkok. An appointment can be booked only after that mission validates the file.

    Present yourself with originals on the scheduled date. The visa is granted for 90 days; travel and enrol within that time.

Common questions about Romania

Is there a Romanian embassy in Dhaka?+

No. There is an honorary consulate in Malibagh, Dhaka, and we have found no official statement that it accepts study visa applications. According to a Bangladesh Ministry of Foreign Affairs press release of 8 December 2025, Bangladeshi applicants usually lodge study visa files at the Embassy of Romania in New Delhi, and can now also lodge them at Romania's missions in Kuala Lumpur, Hanoi and Bangkok. You attend in person wherever you lodge, so that country's entry visa and the trip are yours to arrange. The eVisa portal has you send the file to the mission of your choice; check that mission's current arrangement before you book travel.

How much is the Romanian student visa fee?+

€300. The eVisa portal states that long-stay visa applications submitted from 27 April 2026 are charged €300, and those submitted before that date were charged €120. Many websites still show €120. The fee is not refunded if the visa is refused.

Do I have to pay tuition before the visa?+

Yes. Proof of payment of tuition for at least one academic year is on the official visa document list. What you get back after a refusal depends on your university: Politehnica University of Timișoara, for example, retains 5%. Read the refund rule before you transfer the money.

Is IELTS required for Romania?+

There is no single national band. The university sets its own language requirement for each programme, and separately the visa requires proof that you know the language of your programme. A recognised test such as IELTS or TOEFL is the safest evidence for both.

Will an MOI letter work?+

It may satisfy a particular university. That does not mean it satisfies the embassy. A notice from the Embassy of Romania in New Delhi said MOI certificates were not acceptable; we could not reopen it on 6 October 2026 to check its current wording. Ask the embassy for its current written rule before relying on one.

How much money do I need to show?+

The official rule is means of support at the level of Romania's minimum guaranteed gross salary, monthly, for the whole period on the visa, and at least six months of it for the residence permit. An embassy notice asked for the equivalent of USD 4,000 in the applicant's own name, but that figure follows the salary and may be higher now. Confirm the current amount with the embassy. No blocked account is required.

Can I work while studying?+

Yes, within limits: a part-time contract of no more than 6 hours a day, without a work permit, according to IGI. Older articles say 4 hours. Many student jobs need some Romanian, and the income will not cover annual tuition.

Can I live or work in another Schengen country on a Romanian permit?+

No. A valid residence permit generally allows short visits of up to 90 days in any 180 days. Living, studying or working in Germany, France or Italy needs that country's own visa or permit. If moving on is the real aim, a Romanian study permit is the wrong tool.

Can I stay after I graduate?+

Residence can be extended for 9 months to look for work or start a business. Long-term residence requires five years of continuous stay, with study time counted at half.

Is there a Romanian government scholarship?+

Yes, through the Ministry of Foreign Affairs, for non-EU citizens. It excludes Medicine, Dental Medicine and Pharmacy, and Bachelor's and Master's holders study in Romanian after a preparatory year. The last call ran from 16 February to 31 March 2026. Places are limited, so do not build your plan on receiving it.
