Study in Romania from Bangladesh: Complete Student Visa and University Guide

Romania comes up more and more often when Bangladeshi students talk to us about Europe. The reasons are easy to see. Tuition at public universities is lower than in much of Western Europe, there are degree programmes taught in English, and Romania has been a full member of the Schengen area since 1 January 2025.

The route itself needs more planning than most students expect. Romania has no embassy in Dhaka, the first year's tuition is paid before the visa, and the long-stay visa fee went up in April 2026. Several things that agents repeat on Facebook are out of date.

This guide explains how the process works for a Bangladeshi applicant. Where a rule comes from a Romanian authority, we say which one. Where we could not confirm something from an official page on 6 October 2026, we say that too. The short version, with the figures and their sources in one place, is our Romania country guide.

Why Are Bangladeshi Students Considering Romania?

Four things come up in almost every conversation.

Cost. Public universities publish their fees for non-EU students, and for engineering, IT and business they are often between about EUR 2,000 and EUR 3,500 a year. Medicine costs much more.

English-taught programmes. Many universities run Bachelor's and Master's programmes in English, mainly in engineering, computer science, business and medicine.

A familiar degree structure. Romanian universities follow the Bologna system, so you study within the same Bachelor, Master and ECTS credit framework used across most of Europe.

Schengen membership. Romania joined the Schengen area fully on 1 January 2025. This matters for travel, though less than many adverts suggest. We come back to it below.

Romania is not the right choice for everyone. If you cannot pay a full year of tuition before the visa, cannot show a real language certificate, or are counting on part-time work to fund your studies, another country may suit you better. Is Romania in the Schengen Area?

Yes. The European Commission lists Romania among the 29 Schengen countries, and names Bulgaria and Romania as the last two to join, on 1 January 2025. Air and sea border checks had already been lifted on 31 March 2024.

Romania is also a member of the European Union. EU membership and Schengen membership are two separate facts, and it helps to keep them apart. Cyprus, for example, is in the EU and not in Schengen.

Is There a Romanian Embassy in Bangladesh?

No. Romania does not have an embassy in Dhaka. Four different things tend to get confused here.

The Honorary Consulate in Dhaka. Romania has an honorary consulate at Cosmos Centre, 69/1 New Circular Road, Malibagh, Dhaka 1217. An honorary consul is usually a local businessperson who represents the country and helps with limited consular matters. We have found no official statement that this office accepts long-stay study visa applications, and you should not assume it does. Its current contact details are in the Romanian Ministry of Foreign Affairs directory of missions.

The Embassy of Romania in New Delhi. This is the embassy that publishes study visa instructions for applicants from Bangladesh. In the normal route, your application goes to this embassy. Bangladesh's Ministry of Foreign Affairs said the same in a press release on 8 December 2025: Bangladeshi citizens usually submit study visa applications at the Romanian Embassy in New Delhi.

Kuala Lumpur, Hanoi and Bangkok. That press release also reports a diplomatic note from the embassy: Bangladeshi citizens can now submit study visa and family reunification visa applications at Romania's diplomatic missions in Kuala Lumpur, Hanoi and Bangkok as well as in New Delhi. The release names no further conditions, so check with the mission you choose before you book travel.

Temporary consular visits. Bangladeshi newspapers have, more than once, reported the embassy sending a consular team to Dhaka for a limited period to receive applications. Such a visit is announced by the embassy, is limited in time, and does not replace the normal route. If one is announced, read the embassy's own notice for the dates and the conditions before you make any plan around it.

Romania Student Visa from Bangladesh

A Bangladeshi citizen needs a visa to enter Romania, and a student needs a long-stay visa. The application has two halves that depend on each other:

  1. 1Admission, which ends with an official acceptance issued by the Romanian Ministry of Education.
  2. 2The visa, which you can only apply for once you hold that acceptance and have paid the tuition.

Most problems we see in files from other agencies come from treating the second half as a formality.

What Is the Romanian Type D/SD Student Visa?

The long-stay visa for studies is marked D/SD. According to the Romanian Ministry of Foreign Affairs eVisa portal, it is granted to non-EU nationals accepted for full-time study at a state or accredited private institution, at Bachelor's, Master's, PhD or postdoctoral level.

A few points from the same official source:

  • The visa is granted for 90 days, with one or more entries. It gets you into Romania. It is not your permission to stay for the whole degree.
  • Your longer stay is granted inside Romania, as a residence permit issued by the General Inspectorate for Immigration (IGI).
  • The portal states that a long-stay visa application is settled no later than 30 days from the day it is presented at the mission. IGI adds that its own opinion on the file is issued within 30 days and can be extended by 15 days. Plan for longer than the minimum.

Visa fee

The long-stay visa fee is EUR 300. The eVisa portal states that applications submitted through the portal from 27 April 2026 are charged EUR 300, and those submitted before that date were charged EUR 120. Many websites still show EUR 120.

The fee is not refundable if the visa is refused. Students are not on the list of categories exempt from the long-stay fee. Holders of a Romanian state scholarship are exempt from consular fees, according to IGI.

How the Romanian Student Visa Process Works

Universities differ in the details, so treat this as the general order of events.

The eVisa portal describes steps 8 to 11 in this order: you apply online and attach documents, consular staff either request additional information or validate the file, you then schedule an appointment, and you lodge the application in person on the scheduled date.

Two practical consequences follow. You cannot book an appointment first and prepare documents later. And a file that is weak on upload may never reach the appointment stage.

Do Bangladeshi Students Need to Travel to India?

Not necessarily, but you do have to travel. The application is lodged in person at a Romanian mission, and none in Bangladesh takes study visa files.

Bangladeshi applicants usually lodge at the Embassy of Romania in New Delhi, which means an Indian visa and a trip to Delhi. Since December 2025 the file can also be lodged at Romania's missions in Kuala Lumpur, Hanoi or Bangkok, according to Bangladesh's Ministry of Foreign Affairs. Whichever you choose, you need that country's entry visa and enough time for both.

The eVisa portal has you send your file to the mission of your choice, so decide where you will lodge before you upload.

The only way to lodge without leaving Bangladesh is a temporary consular visit to Dhaka, when the embassy announces one. Do not delay your travel visa in the hope that a visit will be announced.

What Documents Are Required?

For the visa (official list)

The eVisa portal lists these supporting documents for a student applying for the D/SD visa:

  • Passport valid for at least three months beyond the visa you apply for, and issued within the last ten years
  • Two recent colour photographs, 3 x 4 cm
  • Proof of acceptance for studies from the Romanian Ministry of Education, for a full-time programme
  • Proof of payment of the tuition fee for at least one academic year
  • Proof of means of support at the level of the minimum guaranteed gross salary, monthly, for the entire period specified in the visa
  • Criminal record certificate or a document of equivalent legal value (for Bangladeshis, the Police Clearance Certificate)
  • Travel medical insurance for the validity of the visa, with minimum cover of EUR 30,000
  • Proof of accommodation
  • Proof of knowledge of the language of the study programme, except for students entering the Romanian preparatory year
  • Consent of parents or legal guardian if the applicant is a minor

For the university

Each university sets its own list. It usually includes your SSC and HSC certificates and transcripts (and your Bachelor's documents for a Master's), passport copy, language certificate, a medical certificate, photographs, the application form and proof that you paid the file processing fee.

Translation and legalisation

Documents in Bangla need a certified translation. Romanian authorities also expect foreign documents to be legalised or apostilled, and the embassy in New Delhi has asked applicants from Bangladesh to have study papers legalised by the Ministry of Foreign Affairs in Dhaka. Confirm the current form with the university and the embassy before you pay for it, because a wrongly legalised document usually cannot be reused.

Is IELTS Required for Romania?

There is no single Romania-wide IELTS rule. Three separate requirements apply, and you have to meet all of them.

  1. 1The university's requirement. Each university decides which language evidence it accepts for each programme. The Politehnica University of Timișoara, for example, accepts recognised certificates such as IELTS, TOEFL or Cambridge, or its own language test.
  2. 2The visa requirement. The official visa document list includes proof that you know the language of your study programme. This applies to every D/SD applicant except those entering the preparatory year.
  3. 3The programme. An English-taught programme needs English. A Romanian-taught programme needs Romanian, usually through a one-year preparatory course first.

So the honest answer is this: a recognised English test is the safest evidence, and a student who plans the whole application around avoiding one is taking a risk at two separate stages.

Is MOI Accepted for Romanian Student Visa?

Be careful with this one. A Medium of Instruction letter may satisfy a particular university. That does not mean it satisfies the embassy.

A notice published by the Embassy of Romania in New Delhi for student visa applicants stated that MOI certificates were not acceptable as proof of language knowledge. We could not reopen that notice on 6 October 2026 to confirm its current wording, so check the embassy's website yourself before relying on an MOI letter.

Our advice is simple. If an agency tells you "Romania without IELTS", ask them to show you the embassy's current written rule. Our language guide explains which tests are widely accepted.

How Much Tuition Fee Is Required?

Tuition depends on the university, the level, the subject and the academic year. These are published figures we read on the universities' own websites:

As a rough guide, non-medical programmes at public universities often fall between about EUR 2,000 and EUR 4,500 a year. Medicine, dentistry and pharmacy in English are in a different range, commonly quoted at about EUR 7,000 to EUR 10,000 a year at public universities and more at private ones. Treat both ranges as indicative and check the exact fee on the faculty's page for your intake.

Three points matter more than the number itself:

  • You pay before the visa. The official visa list asks for proof of payment of tuition for at least one academic year.
  • Universities charge a file processing fee. Both Cluj and Timișoara technical universities publish EUR 100, non-refundable.
  • Refunds after a visa refusal are set by each university. Politehnica Timișoara's 2025/26 page says a partial refund is available and 5% is retained. Read the refund rule of your own university before you transfer the money.

How Much Bank Balance Is Required?

This is where the most confusion exists, so we separate three things.

A. The official requirement

The eVisa portal asks for proof of means of support at the level of the minimum guaranteed gross salary, monthly, for the entire period specified in the visa. IGI uses the same measure.

Later, for the residence permit, IGI asks for proof of means of support of at least the minimum gross salary for a period of at least six months.

Romania's minimum gross salary rose to 4,325 lei a month from 1 July 2026, according to Romanian press reports of Government Decision 146/2026. Six months at that level is 25,950 lei, which is a little over EUR 5,000 at mid-2026 exchange rates. Convert at the rate on the day you prepare your file.

B. What the embassy has asked for

An embassy notice for student visa applicants asked for a recent bank statement in the applicant's own name showing at least the equivalent of USD 4,000, described as six months of minimum gross salary, signed and stamped by the bank. It also asked the bank to email a scanned copy directly to the consular section from the bank's official email address.

That dollar figure was calculated when the Romanian minimum salary was lower. Because the rule is tied to the salary, the amount expected today may be higher. Confirm the current figure and the current bank verification procedure with the embassy before you apply.

C. Practical preparation

The official amount is a minimum. In practice you also need money for the first weeks in Romania, a deposit for housing, and the trip to submit your visa. A balance that sits well above the minimum and has built up over several months is easier to explain than one that appeared last week.

Who Can Sponsor a Romanian Student?

The official visa list says what you must prove. It does not list which relatives may sponsor you.

The embassy's notice asked for the bank statement to be in the applicant's own name. For that reason the cleanest file is one where the money is in your account and the papers show where it came from, usually a parent's income or savings, with proof of the relationship.

If your funds come from someone other than a parent, ask the embassy in writing whether that is acceptable before you apply. Do not rely on an agent's assurance.

How Much Does It Cost to Study in Romania?

Living costs vary by city and by how you live. The figures below are our estimates for a student budget in 2026. They are not legal requirements.

A student in a dormitory in a smaller city can live on noticeably less than a student renting privately in Bucharest or Cluj-Napoca.

The official Study in Romania portal lists programmes by university and language of teaching.

Engineering. Technical universities in Timișoara, Cluj-Napoca, Iași and Bucharest offer programmes in English in fields such as civil, mechanical, electrical and automotive engineering. A science background at HSC is normally expected.

IT and Computer Science. Offered at both technical and general universities. This is also the field where English is most often enough for work after graduation.

Business and Economics. Programmes in management, finance and economics, including at ASE in Bucharest and the West University of Timișoara. Open to a wider range of academic backgrounds.

Medicine, Dentistry and Pharmacy. Six-year medicine and dentistry programmes and five-year pharmacy programmes are taught in English at several medical universities. Fees are higher, places are limited, and selection is competitive. If you plan to practise in Bangladesh later, check recognition with the Bangladesh Medical and Dental Council before you apply.

Social sciences and humanities. Available in English at some universities, with more choice in Romanian.

Romanian-taught programmes. If you choose one, you first complete a preparatory year of Romanian language.

Entry grades are set by each university and faculty. We do not publish a single minimum GPA or CGPA for Romania because none exists.

Romania Government Scholarship

The Romanian Government offers scholarships to citizens of non-EU countries through the Ministry of Foreign Affairs. The facts below are from the official scholarship portal.

  • Fields: all fields except Medicine, Dental Medicine and Pharmacy.
  • Language: Bachelor's and Master's scholarship holders study only in Romanian. A preparatory year of Romanian is granted first for those who do not speak it. PhD candidates may choose a programme in English or another foreign language.
  • What it covers: tuition, a monthly scholarship, and accommodation in student dormitories within the available subsidy and places. Registration and application processing fees are waived.
  • Academic standard: an average of at least 7, or the equivalent of "Good", in the last school graduated.
  • How to apply: only online, on the scholarship portal.
  • Last call: applications were open from 16 February to 31 March 2026, with results around 15 July 2026.

The scholarship is competitive and the number of places is limited. Do not build your plan on receiving it, and check the next call on the portal for its dates. Other options across Europe are on our scholarships page.

Can International Students Work in Romania?

Yes, within limits. IGI states that foreigners holding a temporary right of residence for studies can be employed without a work permit only with an individual employment contract for part-time work of no more than 6 hours per day.

Older articles quote 4 hours a day. The IGI page we read on 6 October 2026 says 6.

Keep expectations realistic. Many student jobs need some Romanian, the work must be on a proper contract, and part-time income will not pay a year's tuition. Treat work as a help with living costs and never as your funding plan. The visa file must show that you can support yourself without it.

Residence Permit After Arrival

The D/SD visa gives you 90 days. To stay beyond that, you apply to IGI for a residence permit.

According to IGI:

  • You apply in person, or through IGI's online portal, at least 30 days before the stay granted by your visa expires.
  • You apply at the IGI office for the county where you live.
  • The documents are: application form, passport, the letter of acceptance (first time only), a certificate from the university confirming enrolment in a full-time programme, proof of means of support of at least the minimum gross salary for at least six months, proof of your right to the living space, a medical certificate, and the fees.
  • The application is decided within 30 days, which can be extended by up to 15 days.
  • The permit is renewed at least 30 days before it expires.
  • Students who have turned 26 need social health insurance for the extension.

Missing the 30-day deadline is the most common post-arrival mistake. Put the date in your calendar on the day you land.

Can Romanian Students Travel to Other Schengen Countries?

A valid Romanian residence permit may allow short visits to other Schengen countries, generally up to 90 days in any 180-day period, subject to the Schengen rules and the entry conditions of the country you visit.

It does not give you the right to live, study or work in Germany, France, Italy or any other country. For that you would need that country's own visa or permit. Carry your passport and your residence permit whenever you cross a border, because checks can still happen.

If moving to another country is your real aim, a Romanian study permit is the wrong tool, and using it that way can damage your immigration record.

Can Students Stay in Romania After Graduation?

IGI states that the right of temporary residence for studies may be extended for 9 months after graduation for job search, employment formalities or opening a business, on submission of documents proving completion of studies.

This is time to look for work. It does not promise a job, a work permit or long-term residence.

For long-term residence, IGI requires continuous stay in Romania during the last five years, and states that time spent in Romania for study purposes is counted at half. A three-year Bachelor's therefore counts as a year and a half.

Germany is not one of the countries we process, so we give no figures here. In general, public universities there charge little or no tuition, and a student must usually show a full year of living costs in a blocked account. Check the German embassy's current figure.

Common Romania Student Visa Mistakes

  1. 1Budgeting EUR 120 for the visa. The fee has been EUR 300 since 27 April 2026.
  2. 2Planning around "no IELTS". Proof of the language of study is on the official visa list.
  3. 3Expecting to pay tuition after arrival. Proof of payment for at least one year is required for the visa.
  4. 4Using an old proof of funds figure. The amount follows the Romanian minimum salary, which changed on 1 July 2026.
  5. 5A bank balance with no history. Large recent deposits without a documented source raise questions.
  6. 6Assuming a hotel or platform booking is enough. Do not assume that a temporary hotel or platform booking will satisfy the long-stay visa requirement. The exact accommodation evidence should be confirmed with the embassy. A dormitory confirmation from the university is the safest route.
  7. 7Leaving the travel visa too late. You lodge the file in person in New Delhi, Kuala Lumpur, Hanoi or Bangkok, and each needs its own entry visa.
  8. 8Booking travel before the eVisa file is validated. The appointment comes after validation.
  9. 9Not being able to explain your own plan. You should be able to say, in English, what you will study, where, why, and who is paying.
  10. 10Missing the residence permit deadline after arrival.
  11. 11Trusting a "guarantee". Nobody outside the Romanian authorities decides a visa. Our agency checklist lists questions to ask any consultant, including us.

Why Proper Document Preparation Matters

The Romanian process checks your file twice before anyone meets you: once by the university and the Ministry, and once when the consulate validates your online upload. A missing legalisation, a name spelled two ways, or a bank statement nobody can trace can stop the file at either point, after you have already paid a year of tuition.

Common questions

Can I study in Romania from Bangladesh?+

Yes. Romanian universities admit non-EU students, and Bangladeshi citizens can apply for the D/SD study visa once they hold the Ministry of Education's acceptance.

Do I need IELTS to apply for Romania from Bangladesh?+

It depends on the university and programme. Separately, the visa requires proof that you know the language of your programme. A recognised test such as IELTS or TOEFL is the safest evidence.

Is the Duolingo English Test accepted?+

Some universities may accept it for admission. We have not confirmed that the embassy accepts it for the visa, so ask the embassy before relying on it.

What GPA do I need?+

Each university and faculty sets its own minimum. There is no national figure. Check the admission page of the programme you want.

Will a study gap be a problem?+

Romanian rules do not set a maximum gap. You should be able to explain the gap with documents, such as employment records or other study.

Is there an age limit?+

We found no age limit in the official visa conditions. Individual universities may set their own rules.

Can I study Medicine in English in Romania?+

Yes, several medical universities teach Medicine in English. Fees are higher and selection is competitive.

Is a Romanian medical degree recognised in Bangladesh?+

Recognition for practice in Bangladesh is decided by the Bangladesh Medical and Dental Council. Confirm with BMDC before you apply.

Do I have to learn Romanian?+

Not for an English-taught programme. For daily life, part-time work and dealing with offices, basic Romanian helps a great deal.

What is the preparatory year?+

A one-year Romanian language course for students who will then study a degree taught in Romanian.

When are the intakes?+

The academic year starts in the autumn. Application windows differ by university. Politehnica Timișoara, for example, accepted non-EU applications from 15 April to 15 September for 2025/26.

Who issues the Letter of Acceptance?+

The Romanian Ministry of Education, after your university has evaluated and forwarded your file.

Do I have to pay tuition before the visa?+

Yes. The official visa list requires proof of payment of tuition for at least one academic year.

That depends on your university's refund rule. Some keep a percentage. Read it before you pay.

The universities we checked describe their file processing fee as non-refundable.

How much bank balance is needed for a Romania student visa?+

The official rule is the Romanian minimum gross salary per month for the period on the visa, and six months of it for the residence permit. The minimum gross salary is 4,325 lei a month from 1 July 2026. Confirm the amount the embassy currently expects.

Does the bank statement have to be in my name?+

The embassy's notice asked for a statement in the applicant's own name. Confirm the current rule with the embassy.

Can my parents sponsor me?+

Parents are the usual source of funds. Show the relationship and the source of the money, and follow the embassy's current rule on whose account the funds must be in.

Can I pay my tuition from part-time work?+

No. Part-time income may help with living costs. It will not cover annual tuition.

How much does the Romanian student visa cost?+

EUR 300 for a long-stay visa submitted through the eVisa portal from 27 April 2026.

Is the visa fee refunded if I am refused?+

No, except in the limited cases listed on the eVisa portal, such as payment made at a mission that was not competent to process the application.

Is there a Romanian embassy in Dhaka?+

No. There is an honorary consulate in Dhaka, and the embassy that usually handles Bangladeshi study visa applicants is in New Delhi. Since December 2025 the file can also be lodged at Romania's missions in Kuala Lumpur, Hanoi or Bangkok.

Can the Honorary Consulate in Dhaka take my student visa application?+

We have found no official statement that it does. Plan to lodge at a Romanian mission abroad unless the embassy tells you otherwise.

Where do I start the visa application?+

On the Romanian Ministry of Foreign Affairs portal, eviza.mae.ro.

Can an agent submit the application for me?+

No. The eVisa portal says you lodge the application by presenting yourself in person on the scheduled date.

How long does the visa take?+

The eVisa portal states no later than 30 days from presentation, and IGI's opinion can be extended by 15 days. Allow extra time for document checks.

Will there be an interview?+

You should be ready for one. Be able to explain your programme, your university and your funding in English.

Do I need a Police Clearance Certificate?+

Yes. A criminal record certificate or equivalent is on the official list.

What insurance do I need?+

Travel medical insurance for the validity of the visa, with minimum cover of EUR 30,000.

What can I do if my visa is refused?+

The eVisa portal describes a preliminary complaint that must be lodged within 30 days of receiving the refusal. You can also apply again with a stronger file.

Can I travel to other Schengen countries as a student in Romania?+

With a valid residence permit you may generally make short visits of up to 90 days in any 180 days. You may not live or work there.

How many hours can I work?+

Part-time, no more than 6 hours a day, on an individual employment contract, according to IGI.

Can I stay after I graduate?+

Your residence can be extended for 9 months after graduation to look for work or start a business.

Can I get permanent residence?+

Long-term residence requires five years of continuous stay, and study time counts at half. Nothing about it is automatic.

Can I bring my spouse?+

Romanian law allows family reunification only under specific conditions. Do not plan your studies around bringing family in the first year.

What happens if I fail my courses?+

Your residence permit depends on your student status. IGI may grant up to one extra year to complete your studies if you have not graduated in the initial period.
