In short: For Cyprus, "where do I go" is the wrong first question. The decision is taken in Nicosia, by the Civil Registry and Migration Department, on an entry permit application your institution submits for you — before any consular step exists. The mission accredited to Bangladesh is the High Commission of the Republic of Cyprus in New Delhi, and we could not confirm a Cyprus visa application centre in Dhaka from any Cypriot government source. So the question worth asking is not where you queue. It is who files, when, and where they will submit — in writing, from your institution, before you pay anyone.
The answer, before the explanation
On almost every other European route the sequence is familiar. You assemble a file, you book an appointment, you hand the file across a counter in Dhaka or in New Delhi, and an officer decides. The first question a Bangladeshi applicant asks — Dhaka or Delhi? — has a real answer with a real price attached, and our map of which files are handled where exists because that answer can cost several hundred thousand taka.
Cyprus does not work like that, and the difference is not a detail. The stage that decides whether you study this year happens before any counter is involved, in an office you will never visit, on an application submitted by somebody who is not you. By the time the venue question becomes relevant, the difficult part is already over — or already lost.
That single inversion explains most of what students find confusing here, and it is why this page spends its first half on who decides rather than on where to go.
Four places, and what each one can actually do
Students arrive at this route expecting one address. There are four, they are in three countries, and only one of them decides anything.

Read the second row again, because it is the one nobody explains. Cyprus's own Migration Department states the principle plainly: a third-country national accepted by a recognised higher education institution may enter with an entry permit issued by that department, provided the application is submitted by the institution. Your leverage on this route is with an admissions officer, not with a consulate.

The order, and who is responsible at each step

Steps 3 and 4 are the long ones, and they are the two where you have no standing at all. There is no reference number in your hand, no tracker to refresh, and no counter to visit. What you control completely is step 2 — and on this route step 2 is the whole game, because a file that reaches the institution late or incomplete does not get refused. It simply never starts.

The distinction nobody explains: a centre is not a decision-maker
This applies to every route, and it is worth stating once properly.
A visa application centre is an outsourced counter. It confirms a form is filled and a fee is paid, collects your documents and your biometrics, and forwards the package. It does not assess your file, its staff are not consular officers, they cannot see an officer's notes and they have no channel to move anything up a queue. What a centre can report is custody — the file arrived, the file left, the passport is back — and nothing about assessment.
Once you know that, you stop expecting the wrong things from it and you stop paying for services that claim to influence it. On the Cyprus permit stage none of this applies, because there is no counter. That is a genuine saving — no appointment, no biometrics queue, nothing to travel to — and the price of it is visibility. You cannot see your own file.

Both of those sentences are ours, and they are not the same claim. The first reflects what institutions and applicants report. The second is what a government source will actually confirm. We are showing you the gap instead of quietly choosing the more comfortable half, because the cost of being wrong here is not a wasted afternoon — a plan built on a route that does not exist costs an intake.
So the rule for this route is a single email, and it is worth more than any checklist on this site: ask your institution to state in writing who files your entry permit application, on what date, and at which office and city your consular step takes place. What the venue costs, in money
This is where the Dhaka-or-Delhi question stops being administrative. Across the nine destinations we cover, a Bangladesh-side application runs roughly BDT 2–4 lakh, and rises to about BDT 3–5 lakh when the file is decided in New Delhi, because an Indian visa, flights and a hotel are added on top, and a single missing document becomes another trip. None of it is refundable if the file is refused.

One piece of genuinely good news for that first line: Bangladesh joined the Apostille Convention with effect from 30 March 2025, and Cyprus accepts an apostille, so your file skips the full consular legalisation chain that Denmark, Greece and Finland still require, because those three objected. We are not quoting an amount in any of those rows, and that is deliberate. They are set by different bodies, they differ by institution, and they change. A figure printed in an article outlives its accuracy and then misleads with our name on it. Read the official page, and ask your institution for its own list in writing. How long, honestly
No Cypriot authority publishes a service standard for this route, so any specific date you are handed is somebody's guess. What is real is a ceiling: European law requires a decision on a complete student application within 90 days. The load-bearing word is complete — the clock starts on completeness, not on the day your institution sends the package, and nothing tells you when that moment arrives. Who this route is wrong for
If you want a process you can drive yourself and watch, Cyprus is the wrong choice among our nine. It asks the least of you and tells you the least, and for some people that trade is intolerable regardless of the price.

- 1Write the email. Five questions: the document list, the submission date, the repatriation guarantee amount and format, the consular office and city, and a promise to forward any request from the department on the day it arrives.

Cyprus removes the hardest thing about a European application and replaces it with a different hard thing: trusting an institution to file well, and on time, in your name. Is a Cyprus student visa a Schengen visa?+
No. Cyprus is a European Union member state and is not in the Schengen area, so you receive a national category D visa that carries no Schengen travel rights, and a Schengen visa does not admit you to Cyprus.
