What "no embassy in Dhaka" actually means
Every country decides which of its missions handles which territory. That assignment is called consular jurisdiction, and it does not follow geography or convenience. When a country has no embassy in Bangladesh, its mission in another capital — for European countries, usually New Delhi — is formally responsible for Bangladeshi applicants.
That is a legal allocation, not a suggestion. You cannot apply somewhere more convenient because the Delhi trip is expensive, and a mission outside your jurisdiction will not accept your file.

The honorary consul trap
Several European countries maintain an honorary consul in Dhaka. The title sounds official because it is official — and it is also, for your purposes, almost entirely irrelevant.
An honorary consul is typically a local businessperson appointed to assist with limited matters: helping a distressed citizen, attesting certain documents, representing the country at events. An honorary consulate is not a visa section. It generally cannot accept a student visa application, cannot take biometrics, cannot issue a visa and cannot influence a decision made elsewhere.
Students lose weeks discovering this, usually after an agent has implied otherwise. If someone tells you a Dhaka office can "process" a visa for a country whose visa section is in Delhi, ask them to name the mission and check it on the country's foreign ministry website.

The discipline that matters is one trip. A second journey doubles the cost and, more importantly, can push you past the intake. That means carrying every original, every photocopy, the fee in the accepted form, and the appointment confirmation, and it means resolving any document doubt before you fly rather than at the counter.
Building it into the timeline
For Finland and Bulgaria you are effectively running two visa processes at once: India's and your destination's. Add to that the fact that appointment availability, not processing, is usually the binding constraint.
Practically:
- 1Decide the country early enough that the Delhi requirement is a known cost, not a surprise. The country guides state the route for each.
- 2Start the Indian visa as soon as your offer is confirmed.
- 3Book the destination appointment, then the flight, then everything else.
- 4Work the whole thing backwards from your intake date using the offer to boarding pass timeline.

Is a Delhi country worth it?
Sometimes, clearly. Finland's tuition-waiver landscape and Bulgaria's low total cost are real advantages, and one journey to Delhi is a modest price for either. What is not sensible is discovering the requirement in July with an September intake and no Indian visa. The trip is a planning problem, not an obstacle — as long as it is planned.

Which of the nine countries require a trip to New Delhi?+
Finland and Bulgaria. Finland is applied for online and then needs one visit to its mission in Delhi for identity checks and biometrics; Bulgaria requires the D-visa application and an in-person interview in Delhi because it has no mission in Bangladesh. Greece is submitted and biometrically captured in Dhaka but decided in Delhi.
Can an honorary consulate in Dhaka process my student visa?+
No. An honorary consul assists with limited consular matters and is not a visa section, so it cannot accept a student visa application, take biometrics or issue a visa. If an agent suggests otherwise, ask them to name the mission and verify it on the country's own foreign ministry website.
What does a Delhi trip cost?+
Budget roughly BDT 40,000 to 60,000 for travel and two or three nights, plus the Indian visa, which takes about two to four weeks and should be started as soon as your offer is confirmed. The bigger cost of getting it wrong is a second trip, which is why every original document should travel with you.
