In short: Italy tests five things — a qualification with at least 12 years of schooling behind it, a recognition document for it, language at B2 across all four skills, evidence of EUR 10,179.85 for the year from lawful and traceable sources, and a pre-enrolment on Universitaly your institution has validated before 30 November 2026. No blocked account. No national IELTS score. No agent.
Ask what the requirements are to study in Italy and you are handed a list of documents. That list is the output, not the requirement. Italy tests five things, and every paper in every checklist evidences one of them — so when you cannot produce one exact document, the only useful question is which of the five it was proving.

1. The qualification: twelve years, and what a CGPA really does
For a first-cycle degree the rule is a final secondary qualification obtained after at least 12 years of schooling. SSC followed by HSC is twelve years, so an ordinary Bangladeshi HSC clears it — worth saying plainly, because much local advice treats a foundation or pathway year as compulsory. It is not, where the qualification already carries twelve years: studying in Italy after HSC.
Clearing the floor is not being admitted. Courses add subject requirements, grade thresholds, sometimes an entrance test: English-taught medicine and dentistry run through IMAT, 60 questions in 100 minutes marked at plus 1.5 correct, minus 0.4 wrong, zero blank, out of 90 — medicine, dentistry.
For a master's, the test is a recognised bachelor, and the filter is credits rather than years. A three-year bachelor is roughly 180 ECTS and a four-year roughly 240, and most European master's require at least 180 — which is why a Bangladeshi four-year honours degree is accepted almost everywhere and a three-year pass degree usually is not, evaluators placing it below honours. The safest fix is a one-year Bangladeshi master's on top: pass versus honours, National University and private degrees.
On CGPA there is no official universal conversion, and anyone showing a precise table is showing their own arithmetic. Our working rule: 3.0 out of 4.0 is a common threshold, 3.5 and above competitive for scholarships, 2.5 to 3.0 means choosing programmes carefully rather than being shut out — CGPA to European grades, low CGPA in Europe. A master's application usually wants course descriptions and syllabi too, not just a transcript.
2. Recognition: CIMEA or a Declaration of Value, and start it first
Italy does not take a foreign certificate at face value. It wants a document stating what your qualification is worth inside the Italian system, and accepts either of two: a CIMEA statement of comparability or a Declaration of Value issued by the Italian Embassy in Dhaka. They are alternatives and the institution decides which, so ask before you pay for either — the wrong one is a month gone. CIMEA is obtained online for a fee and usually takes about a month; some universities accept the Declaration of Value application receipt while the document itself is produced: Declaration of Value or CIMEA.
This is the slowest thread in the Italian timeline, and slow for a compounding reason: it consumes documents you do not yet have. Good news specific to Italy: Bangladesh joined the Apostille Convention, in force 30 March 2025, and Italy accepts an apostille — though three European countries objected and still need the full consular chain, so check each destination in Bangladesh's apostille. Neither CIMEA nor the Embassy publishes a fee we will quote: both are set by the issuing body and change, so read cimea.it and the Embassy's page on the day, and budget for both being non-refundable.
3. Language: B2 across four skills, not a band score
The circular requires institutions to verify language at a minimum of B2 CEFR, and where the course is taught in a foreign language the certification must cover all four skills — listening, reading, speaking and writing. A foundation course needs at least B1.
There is no national "IELTS 6.0" rule. The number is repeated because it is the typical requirement on the programmes we track, some accepting 5.5 — university admission policy, not Italian law. Two consequences follow. An overall 6.0 built on one weak skill can satisfy a university reading only the overall band while failing the four-skills test behind the visa. And because the rule is a level rather than a brand, universities may accept other evidence of B2, which is why the route without IELTS exists: Italy's language requirement, studying in Italy without IELTS, IELTS requirements by country.
The other half is which language the course is in. A degree taught in Italian needs Italian at B2, and no English certificate substitutes for it — the entire question for pharmacy in Italy, and why people are surprised late.
4. Money: EUR 10,179.85, lawful and traceable
The means of subsistence for 2026/2027 is EUR 10,179.85, raised from EUR 6,947.33. It is one annual sum, and the circular publishes no monthly equivalent — any monthly figure you have read was produced by the site you read it on, not by Italy.
The conditions attached to it fail more files than the amount does. Funds must come from lawful and traceable sources, with accounts in the student's own name expressly preferred; from the family, the circular allows the family unit up to a relative of the fourth degree, which reaches a first cousin and does not reach a family friend, an employer, or an acquaintance willing to lend a balance for a month. The consulate must check the origin against the family's income and assets, which is why a sudden large deposit in an ordinary account reads as a problem rather than as evidence. Italy requires no blocked account. That is a German mechanism, and applying it to Italy is the most common single error in this market: you evidence the money, you do not surrender control of it. See blocked accounts across our nine and Italy versus Germany.
A scholarship you have only applied for is not money. Merely applying for, or being eligible for, a regional right-to-study (DSU) scholarship cannot count without an explicit attestation that it was awarded. That traps Bangladeshi files, because DSU runs region by region on its own calendar through the ISEE parificato, so the application is often still open when the consulate looks at the money. Apply on its merits — Italy's DSU scholarship, ISEE parificato — but do not spend it before it exists.
The subsistence figure is not the tuition. Public tuition is income-assessed and runs EUR 0 to 4,000 a year — a low assessed band means roughly EUR 150 to 200, filing nothing puts you in the top band, commonly EUR 2,500 to 4,000 — and living costs run EUR 450 to 800 a month: is university really free in Italy, what Italy really costs.
5. The process gates: Universitaly, the cap and the deadline
Pre-enrolment happens only through Universitaly, the ministry's single free official portal. No other website, agent portal or fast-track link performs this step — see Universitaly step by step and the Study in Italy portal it gets confused with.
New for academic year 2026/2027, an institution may validate no more than its allocated international places plus a maximum of 20 percent. At that ceiling a monitoring tool inside Universitaly alerts the institution and suspends further validations. Each visa refusal immediately frees one more, continuing until visas issued equal the reserved places, and an institution may request extra by formal resolution of its academic bodies. The cap is on validations, not visas, and no per-university allocation is published, so anyone quoting places left at a named university is guessing. It changes one thing for you: pre-enrolling late is now a risk of its own, separate from your file's quality — Italy's 20 percent validation cap. Validation does not guarantee a visa; the consulate decides, exclusively.
The visa deadline is 30 November 2026 for 2026/2027 and 31 October 2027 for 2027/2028, binding Laurea, Laurea Magistrale and Diploma accademico courses, single-cycle included. A Master, a PhD, an Erasmus mobility, a single course or a foundation course has no national deadline, only the rule that the application cannot arrive after teaching starts — watch the word, because an Italian Master is a professional qualification and is not the Laurea Magistrale. Institutions may publish their own earlier dates per course, and where they do, that date is your real one: Italy's visa deadline.
Italy runs two intakes, September as the main one and February. The file goes in at VFS Global Dhaka and is decided by the Italian Embassy in Dhaka, with no trip to Delhi: the Embassy and VFS. The money row surprises people: it does not scale with the level, because it is a subsistence rule, not a tuition one. See applying while you wait for your HSC result.
What is not a requirement, whatever you have been told
A blocked account. Italy does not use one. Anyone telling you to lock a year of living costs away has copied the wrong country's rule.
A specific IELTS band, as a national rule. The requirement is a level, B2, in four skills. A band is one university's policy, and universities differ.
A monthly bank figure. The circular gives one annual sum and no monthly equivalent. Any monthly number, anywhere, was invented.
An agent. Pre-enrolment is on a free government portal and applications go to universities directly. Paying for guidance is reasonable — an agency versus doing it yourself — but paying for access to a step with no gatekeeper is a different thing.
A success rate you can rely on. Nobody produces one, and anyone quoting a percentage is quoting their own marketing: the success rate nobody can give you.
Who this route is wrong for
If your real plan is to earn rather than to study, Italy is a poor fit and the requirements say so. Student work is capped at 20 hours a week, bankable across 52 weeks to a hard annual ceiling of 1,040 hours — a supplement to a budget, not a way to fund one (work rules, not a work permit) — and time on a study permit does not count toward Italy's five-year long-term residence route. The money test settles it honestly: if the EUR 10,179.85 exists but cannot be traced to a lawful source held by you or a relative within the fourth degree, the file is not ready, and no document polishing fixes that. Build a provable position over a cycle rather than submit and hope. What Italy is actually good for sets out both sides.
The order to start in
Recognition first, because it is slowest and depends on documents you must collect. Language next, because a test date is a queue you do not control. Money third, because traceable history takes time to exist. Then the application, then Universitaly the day your offer arrives, then the consulate. The circular asks for a final secondary qualification obtained after at least 12 years of schooling, and SSC followed by HSC is twelve years, so an ordinary Bangladeshi HSC meets the rule. That is not the same as being admitted: individual courses set their own subject requirements, grade thresholds and, in some faculties, an admission test. The twelve-year rule is a floor you clear before the university looks at the rest of your file.
Does Italy require IELTS 6.0?+
There is no national IELTS rule in Italy, and any page that states one is describing a university's own admission policy as if it were law. No. Italy requires no blocked account. You evidence the means of subsistence rather than lock it away, which is the single biggest practical difference between the two countries for a Bangladeshi applicant. It also means the evidence is about provenance instead of a deposit: the consulate wants to see where the money came from, that it belongs to you or to a relative within the fourth degree, and that its size is consistent with the family's income.
Do I need CIMEA or a Declaration of Value?+
They are alternatives, and the institution decides which one it wants, so ask before you pay for either. A CIMEA statement of comparability is obtained online for a fee and usually takes about a month. A Declaration of Value is issued by the Italian Embassy in Dhaka, and some universities accept the application receipt while the document itself is being produced. Whichever route applies, it is the slowest thread in the Italian timeline and should be the first thing you start.
Can I apply while I am still waiting for my HSC result?+
Yes. Where the student is in the final year of secondary school and about to sit the final examinations, or where the university notes on the pre-enrolment application that admission depends on further conditions, the application counts as conditionally accepted by that institution while it waits for validation on Universitaly. Conditionally accepted is not the same as validated, and only a validated pre-enrolment lets you apply for the visa, so the gap between your result and your paperwork is time other applicants are using.
Does the 30 November deadline apply to every course?+
No. It binds Laurea, Laurea Magistrale and Diploma accademico courses, single-cycle degrees included. A Master, a PhD, an Erasmus mobility, a single course or a foundation course has no national deadline at all, only the rule that the application cannot arrive after teaching has started. Note the wording trap: an Italian Master is a professional qualification and is not the Laurea Magistrale, so the two words point at different rules. Your institution may also publish an earlier date of its own, per course, and where it does, that date is the one that governs you.
Does a validated pre-enrolment mean my visa is approved?+
No, and the circular says so directly. Validation only makes you eligible to apply. The decision belongs exclusively to the Italian diplomatic and consular representative, who assesses your funds, your accommodation, your insurance and the coherence of the whole file separately from anything the university has done. That is also why nobody can quote you a success rate: no authority publishes one for Italian student visas.
Can I count a DSU scholarship as part of my means of subsistence?+
Only if it has actually been awarded and you hold an explicit attestation saying so. Applying for a regional right-to-study scholarship, or being eligible for one, cannot count toward the means of subsistence on its own. This catches a lot of Bangladeshi files, because DSU runs region by region on its own calendar and its eligibility is assessed through the ISEE parificato, so the application is often still open when the consulate looks at the money.
Do I need an agent to apply to an Italian university?+
No. Pre-enrolment happens only through Universitaly, which is the ministry's single official portal and is free to use, and applications go directly to the universities. An adviser can save you time and catch mistakes, and that is a legitimate service to pay for, but nobody outside the institution can validate a pre-enrolment, reserve a place, or influence a consular decision. If someone offers to do any of those three, they are selling something they do not control.
