Universitaly pre-enrolment: the mandatory step before an Italian student visa

Italy is one of the most popular European destinations for Bangladeshi students, and its application process contains a step that exists nowhere else. Misunderstanding it costs students entire intakes.

What Universitaly is

It is the Italian Ministry of University and Research's portal where visa-seeking international students submit a "pre-enrolment" application for their chosen programme. It is:

• Not the university admission application — you make that separately on the university's own system
• A prerequisite for the visa — the consulate and VFS read your details from here
• Normally for one programme per academic year (rules change; follow the portal's guidance)

The whole process

⚠️ Step 4 is where everyone stalls. Submitting the form feels like finishing, but until the university confirms your application on the portal you are not ready for the visa. If confirmation is slow, email the university's international office — it is your job to chase, not theirs.

Step by step

1. Create the account. Register your name exactly as it appears in your passport. Corrections later are painful and cause problems at the visa stage.

2. Complete the pre-enrolment form. You will need your passport (with adequate validity), a passport photo, the exact university and programme names, your previous qualifications, and you must select the Italian Embassy in Dhaka as your consulate.

3. Attach your qualification evidence. This is the second big obstacle. Bangladeshi applicants normally need a Declaration of Value (DoV) from the Italian Embassy in Dhaka, or a CIMEA Statement of Comparability, or the receipt of a DoV application. Which one, how, and how long: the separate guide.

4. Submit and wait for university confirmation. Status is visible on the portal. Once confirmed, VFS normally contacts you by email about an appointment.

5. Submit at VFS. Italian visa applications are lodged at the VFS Global centre in Dhaka — see the VFS guide.

The deadline that costs intakes

The cut-off is not an embassy notice, it is in the MUR/MAECI circular governing academic years 2026/2027 and 2027/2028: a study visa application must reach the competent consulate by 30 November 2026 for AY 2026/27, and by 31 October 2027 for AY 2027/28. That binds Laurea, Laurea Magistrale and Diploma accademico, single-cycle degrees included. Master, PhD, Erasmus, single-course and foundation-course applicants have no national deadline — only that the application cannot come after teaching starts.

The same circular lets each institution publish its own earlier dates, per course, tied to when teaching begins. In practice that earlier date, not November, is the one that binds you.

The queue with a ceiling — new from 2026/27

This is the change that makes "pre-enrol early" a different instruction than it was last year. From academic year 2026/2027 an institution may validate no more than the places it has allocated to international students, plus a maximum of 20 percent. When that ceiling is reached, a monitoring tool inside Universitaly alerts the institution and suspends further validations.

Pre-enrolment used to be a formality after an offer. It is now a queue: a fully qualified applicant can be left unvalidated because the allocation is exhausted, not because anything is wrong with the file — and without a validated pre-enrolment there is no visa appointment.

It is a turnstile, not a locked door. Each time a study visa is refused, one further validation immediately becomes available to that institution, and this continues until the visas issued match the places it reserved; an institution may also request more through a formal resolution of its academic bodies. But the cap is on validations by the institution, not on visas, and no per-university allocation is published — so nobody can tell you how much room is left. The cap explained in full.

Verify the date yourself. The national dates are in the circular; your course's date is on your university's own pages. Check the Italian Embassy Dhaka notices page and the VFS student-visa notice once a month too. Do not rely on a date an agency quotes.

If Italy is your plan: check your passport validity (renew now if under six months remain), and start the DoV or CIMEA process, because it is the slowest step in the whole chain and starting it early makes everything else easier.
