What a conditional offer really is

A conditional offer says: *we will admit you, provided you produce X by date Y.* It is a real offer, and universities plan their intake around it. It is also fragile in one specific way — if you miss the condition or its deadline, the place is gone, and it usually goes to someone on a waiting list rather than being held over.

Finnish universities are explicit about this. Conditional acceptance is granted where the decision rested on an unofficial copy or on predicted grades, the conditions are listed personally in your Studyinfo account, and failing to meet any of them by the deadline means losing the offered study place. The deadlines cluster in early to mid July, before results in Bangladesh are always in hand.

That is the real risk here, and it is not the university's fault. It is the gap between a Bangladeshi board's publication and certification timetable and a European July deadline.

The Italy exception

Italy does not work like the others. Enrolment for a non-EU applicant runs through a pre-enrolment procedure on the national portal, and it requires the completed school-leaving qualification along with either a Declaration of Value from the Italian mission or a CIMEA statement of comparability. You cannot pre-enrol on a promise.

In practice this means an Italian application is an application for the intake *after* your result, not the one during it. The four things to do while you wait

1. 1Get the certificate chain started the day results are out. Board verification, then attestation or apostille, then translation, in that order. Nothing can start until the marksheet exists, so every day of delay after that is a day you chose. See collecting transcripts and certificates in Bangladesh.
2. 2Know which countries accept an apostille and which do not. Bangladesh joined the Apostille Convention with effect from 30 March 2025 — but Denmark, Greece and Finland objected, so for those three the full consular legalisation chain still applies while Italy, Cyprus, Hungary, Malta, Sweden and Bulgaria accept the apostille. Both halves are true at once: which countries refuse the Bangladesh apostille.
3. 3Sit the English test now. A pending HSC result is not a reason to delay IELTS, and a pending IELTS result is a second condition on the same offer.
4. 4Apply to more than one country. The whole point of applying during the wait is optionality. Two or three applications across different systems costs application fees and time, and it removes the single-point failure of one conditional offer.

Working backwards from the certificate deadline

The only planning tool that matters here is a countdown built the wrong way round — from the university's deadline back to today, with a real number of working days against each step.

Add those up. If the total lands past the university's deadline, you have found that out in September rather than in July, and you can either target the next intake or pick a country whose deadline you can meet. One more thing worth doing while you wait: register for the application portal each country uses and read its help pages properly, before the pressure is on. A portal learned calmly in April is not the same experience as a portal learned in the last week of a deadline.

The mistake that costs a year

Applying early, getting a conditional offer, and then treating the certificate deadline as a formality. It is not. Build your timeline backwards from that date: the certificate must be published, verified, attested or apostilled, translated, and uploaded — and every one of those steps has a queue.
