Document attestation and apostille for Bangladeshi students: the order that matters

Attestation is the least interesting part of a European application and one of the most common reasons a student misses an intake. It is slow, it is sequential, and it cannot be rushed at the end.

The chain, and why order is not optional

Each office in the chain is verifying the signature of the office before it — not your document. That is the whole logic, and it is why the sequence is fixed.

Step 1 — Education board or university verification. Your certificates and transcripts are verified by the issuing authority: the education board for SSC and HSC, your university for a Bachelor's degree.

*Typical time:* 1–3 weeks, and the least predictable step.

Step 2 — Ministry of Education. Verifies the board's or university's attestation.

*Typical time:* 3–7 working days.

Step 3 — Ministry of Foreign Affairs. Verifies the Ministry of Education's stamp. This is the step people mean when they say "MOFA attestation".

*Typical time:* 2–5 working days.

Step 4 — The destination country's embassy. Legalises the MOFA attestation for use in that country. Some embassies handle this through VFS rather than directly.

*Typical time:* 1–3 weeks, varying widely by country and season.

Take a document to MOFA without the Ministry of Education stamp and it comes back. Not delayed — returned, with the queue to rejoin.

Which documents

Usually:

  • SSC certificate and transcript
  • HSC certificate and transcript
  • Bachelor's degree certificate and transcript, for a Master's application
  • Birth certificate, in some countries
  • Police clearance certificate, where required
  • Marriage certificate, if a dependant is involved

Attest more than the minimum. The marginal cost of adding your SSC documents while the rest are in the chain is small; going back for one document later costs weeks.

Translation: when and by whom

Several countries need documents in the local language or in English by a certified translator.

The order matters here too: in most cases attestation comes first, then translation, then the translation is itself attested. Translating first often means paying for a second translation once the stamps arrive.

Ask the destination embassy which translators they accept. Some maintain a list; a translation from outside it may be rejected regardless of quality.

Country-specific steps

Italy — the Declaration of Value. After your other attestations, the Italian embassy issues a *Dichiarazione di Valore*, describing your qualification and its standing in the Bangladeshi system. It is a prerequisite for enrolment and it takes weeks; it must sit inside your timeline rather than at the end of it. Some universities accept a CIMEA statement as an alternative — confirm which your university wants before you start.

Cyprus processes everything from Dhaka, which makes correcting a queried document faster than for countries requiring a Delhi appointment.

Hungary requires attested documents for the Stipendium Hungaricum application, and that deadline is in January. Working backwards from a January deadline puts the start of attestation in October at the latest.

The Nordics generally want documents sent directly from the issuing institution where possible, in addition to attested copies.

The timeline that actually works

For a September intake:

  • October–November: start board and university verification.
  • December: Ministry of Education and MOFA.
  • January: translations, plus Stipendium Hungaricum if applying.
  • February–April: embassy legalisation and the Declaration of Value if Italy.
  • May–July: visa file assembled and submitted.

Students who begin attestation in June for a September start are usually already too late, and it is the step that most often turns a good application into a next-year application.

Practical advice

  • Keep both. Originals and attested copies, plus a scan of everything before it leaves your hands.
  • Multiple sets. If you are applying to several countries, you may need parallel legalisations.
  • Names must match. Your passport, certificates and bank documents must carry the same spelling. A mismatch between "Md." and "Mohammad" is a real and frequent problem, and correcting it takes longer than the attestation itself.
  • Verify current requirements. Embassy procedures change. Confirm on the embassy's own page or through VFS before you start the chain.

What order do the attestation steps go in?+

Each office verifies the signature of the previous one, which is why the order cannot be changed — a document taken to MOFA without the Ministry of Education stamp will simply be returned.

How long does attestation take?+

Four to eight weeks end to end for a typical set of documents, assuming nothing is returned. Board verification is often the slowest and least predictable step. Start it the moment you decide to apply, not when the university asks for it.

What is a Declaration of Value and who needs it?+

The Declaration of Value (Dichiarazione di Valore) is an Italian requirement: a statement issued by the Italian embassy describing your qualification and its standing in the Bangladeshi system. It comes after your other attestations and it is a prerequisite for enrolment, so it must be planned into the timeline rather than added at the end.

Does Bangladesh issue apostilles?+

Bangladesh acceded to the Hague Apostille Convention, but in practice many destination countries and institutions still ask for the traditional chain of attestation ending with embassy legalisation. Confirm with the specific embassy or university what they will accept before choosing a route, and keep the answer in writing.
