What the board is actually doing
The board is not reading your grades. It is checking that the piece of paper in front of it corresponds to an entry in its own register — same name, same roll and registration numbers, same year, same result. If it does, it stamps and signs, and that signature is what the Ministry of Education verifies next.
This is why the chain cannot be reordered and why nothing further up will look at an unverified certificate. The full sequence and its costs are in the attestation and apostille guide.
| Step | Who does it | Typical time |
|---|---|---|
| Board or university verification | Your education board, or your university's registrar | 1 to 3 weeks, and the least predictable step |
| Ministry of Education attestation | Ministry of Education | A few working days |
| Ministry of Foreign Affairs attestation | The consular section | A few working days |
| Legalisation at the destination mission | The embassy, or its visa application centre | 1 to 3 weeks, varying by country and season |
Which board, and how many
Your certificates go to the board that issued them, which is not always one office:
- General education boards — Dhaka, Rajshahi, Comilla, Jessore, Chittagong, Barisal, Sylhet, Dinajpur and Mymensingh.
- Bangladesh Madrasah Education Board, for Dakhil and Alim. If you took this route, the acceptance question in Europe is separate and worth reading first: madrasah qualifications and European admission.
- Bangladesh Technical Education Board, for SSC Vocational, HSC BM and diplomas.
⚠️ If you sat SSC under one board and HSC under another — which happens when a family moves — that is two separate offices, two applications and two fees. Plan for both.
Degree certificates do not go to a board at all. A public university verifies its own; a college affiliated to National University is verified by National University rather than by the college; and private universities have an extra step. That is a different article: attestation for private and National University graduates.
What to bring
The exact list is published by each board, and boards have been moving parts of the process online, so check your board's own site or notice board before travelling. The usual set is:
- 1Original certificate and original transcript or marksheet for each examination.
- 2Photocopies of each, often more than one set.
- 3The application form the board uses for verification or attestation.
- 4The fee, normally paid into a designated bank account or through the board's online payment route rather than at the counter.
- 5Your NID or passport, and sometimes a copy of the admit card or registration card.
Take more photocopies than you think you need. The queue is not the place to find a photocopier.
Where it goes wrong
The spelling does not match the register. This is the big one, and it is why board verification is where most students first discover a name mismatch. The board checks against what it recorded when you registered for the examination, years ago. If your NID and passport were later built on a different spelling, the board will not simply wave it through. Resolving it means going back to the correction process described in fixing a name mismatch, and it is measured in weeks.
A duplicate or reissued certificate. If you lost the original and hold a duplicate, say so on the form. It is not a disqualification, but a duplicate that is presented as an original creates a discrepancy against the register.
Missing the transcript. European universities almost always want the transcript as well as the certificate, and getting one verified without the other means a second trip. What each document is and how to obtain replacements is covered in collecting transcripts and certificates in Bangladesh.
Going in season. Board offices are busiest when everyone else has just received an offer. Going early is free; going in August is not.
Do every certificate at once
The marginal cost of adding a document while you are already at the board is small — another fee in the hundreds and no extra trip. The cost of returning for one certificate in June, when your file is otherwise complete, is measured in weeks and can cost you the intake.
So bring SSC and HSC, certificate and transcript, even if today's application only asks for one of them. If you might later apply for a master's, or to a second country, or for a scholarship with its own document list, you will need them.
A sensible timeline
For a September intake, board verification should start in October or November of the previous year. That sounds absurdly early until you lay the chain end to end: one to three weeks at the board, days at each ministry, one to three weeks at the mission, plus translation where required and, for Italy, the Declaration of Value on top — see Declaration of Value versus CIMEA. Students who begin in June for a September start are usually already applying for the following year without knowing it.
Official sources — check for yourself
Rules and figures change. We review these articles periodically and show the date above, but always confirm the current requirement with the official source before you act on it.
Common questions
Why does the education board have to verify my certificate first?+
Because every office further along verifies the signature of the office before it. The Ministry of Education attests the board's signature and the Ministry of Foreign Affairs attests the ministry's, so a certificate that has not been verified by its issuing board has nothing for the next office to check and is returned.
How long does board verification take?+
Commonly one to three weeks, and it is the least predictable step in the chain. It is slower in the months after results are published and before the main intakes, so starting in October or November for a September intake is the realistic plan.
What if I sat SSC and HSC under different boards?+
Then you deal with two offices, two applications and two fees. Nothing is shared between boards, so treat them as entirely separate processes running in parallel.
Should I verify documents I do not need yet?+
Yes. Adding another certificate while you are already at the board costs a small fee and no extra trip, whereas coming back for a single document later costs weeks. Verify SSC and HSC, certificate and transcript, in one pass.
