The claim that Italian universities are free circulates widely, and it is a distortion of something true. Italian public universities charge very little to students from low-income households — sometimes almost nothing — and a great deal to students who do not prove they are from one. The difference between those two outcomes is a single document.
What an Italian public university actually charges
There is one all-inclusive annual contribution, and its size is set by your assessed household position rather than by the course.

Even in the best case there is something to pay. The regional tax for the right to study and the stamp duty are charged separately from the contribution and are not waived by a low assessment. So the accurate sentence is not "free" — it is "as little as a few hundred euros a year, if you file correctly."
Every university publishes its own band table and republishes it annually. The ranges above are indicative of the shape, not a quotation from any one institution.
The document that decides it
Italy assesses public benefits on a household indicator called ISEE. Italian families produce it from Italian tax records; a family whose income and property are in Bangladesh produces the foreign-household version, the ISEE parificato, from Bangladeshi documents.
The chain is: obtain the certificates locally, attest them at the Ministry of Foreign Affairs in Dhaka, legalise or apostille them for Italy, translate them, and have a CAF office in Italy calculate the indicator. Six to ten weeks is normal, and the reference years are not the current ones — income is usually taken from two years back and assets as at 31 December of the previous year.

Not filing is not neutral. It is an automatic assignment to the top band, and nobody sends you a warning. A student who skips the paperwork because it looks difficult pays for that decision every single year of the degree.

That third row is the one that ends most "free university" plans. Italy's means-of-subsistence requirement rose for 2026/27 from EUR 6,947.33 to EUR 10,179.85 — about 46 per cent in one year — and it is checked before you are anywhere near a tuition band. A tuition figure of zero does not help a file that cannot evidence EUR 10,179.85.
Where it can become genuinely close to free
The DSU regional scholarship is need-based rather than merit-only and is administered by the regional welfare agency, not the university. A successful application can bundle a full tuition exemption with a hall place, a meal card and a cash grant — benefits worth EUR 5,000-7,000 a year. That is the situation people are describing when they say Italy is free, and it is real.

Where the "free" claim comes from
It is not invented, and it is worth understanding rather than dismissing, because knowing its source tells you when it applies to you.
Italy funds higher education mainly through the state rather than through fees, so the sticker price of a public degree is low by international standards for everybody. On top of that, Italian students from low-income households have long paid almost nothing, and the same rules were extended to international students rather than a separate international fee being created. An Italian friend saying "university here is basically free" is describing their own household's assessment honestly.
What does not travel with that sentence is the paperwork. An Italian family's assessment is produced automatically from Italian tax records; yours has to be constructed from Bangladeshi documents, legalised, translated and calculated abroad. The benefit is the same. The route to it is two months longer and it is one you have to know exists.
Private universities are a different country
None of this applies to Italian private universities. They charge a published price, commonly EUR 6,000-20,000 or more, with no income assessment and no DSU. What you are buying is smaller cohorts, faster administration and stronger placement in some fields. The short answer, said plainly
Italian public university is not free. It is income-assessed, and for a Bangladeshi family with modest, documentable income it can be one of the cheapest legitimate degrees in Europe — but only after a document chain that takes two months and has to be started before you leave. Is university free in Italy for international students?+

No. The visa requirement is entirely separate from what the university charges: for 2026/27 an Italian student visa file must evidence EUR 10,179.85, up from EUR 6,947.33 the year before. That is money you demonstrate you have available, not money you spend, and no tuition exemption reduces it.
Is the DSU scholarship the same as free tuition?+
It is more than that when it comes through — a full tuition exemption plus a hall place, a meal card and a cash grant, worth EUR 5,000-7,000 a year. But it is need-based, competitive, regional, and runs on its own calendar separate from admissions. Apply for it seriously and budget as though you will not receive it.
