The answer, before the detail
No authority publishes a refusal rate or a success rate for a Cyprus student file. Cyprus does not release outcome statistics for student entry permits, and the European datasets people reach for do not fill the gap. Eurostat counts residence permits by reason and citizenship, not by whether an application succeeded. The Schengen short-stay refusal rates quoted constantly in Bangladesh do not describe Cyprus at all, for a simple reason: Cyprus is not a Schengen state, so it does not issue the visas those statistics count. So if a number is quoted to you, it was invented. What is genuinely knowable is more useful anyway: the reasons Cyprus files fail are consistent, documented, and almost all of them are fixable before anything is submitted.
Cyprus is different, because you are not the applicant
This is the part of the page that matters most, and it is the part almost nobody explains before taking a fee.
In most countries you assemble a file and hand it across a counter yourself. Cyprus reverses that. Your higher education institution submits the entry permit application to the Civil Registry and Migration Department in Nicosia on your behalf, and only after that permit is approved does the consular step follow. Cyprus's own Migration Department states the principle directly: a third-country national accepted by a recognised institution may enter with an entry permit issued by that department, provided the application is submitted by the institution. The consequence is uncomfortable and it is the single most important thing on this page. A Cyprus file can fail at a stage you never see and cannot chase.

Look at the two rows in the middle. For the weeks when your intake is actually being decided, you have no standing with the decision-maker. You did not lodge the application, so you are not the party to it.
EU law gives a complete student application a maximum of 90 days for a decision, but the clock starts when the file is complete — and in Cyprus, complete means complete as submitted by somebody else. An institution that sends an incomplete bundle has not refused you; it has quietly stopped your clock.
Which makes the institution part of your risk
Everywhere else in our nine, choosing a weak university costs you a weak degree. In Cyprus it can also cost you the visa, because the institution is the one filing. That changes what due diligence is for.
- Check the specific programme, not the institution's reputation, on the national quality assurance register before you pay anything. The method is in checking a private university or college.
- Verify the offer letter itself. Cyprus has a large private sector that recruits internationally, and forged offers exist — how to check one.
- Confirm the institution is in the Republic of Cyprus. If the address is in the north of the island, none of this process applies and neither does the recognition: the Republic of Cyprus versus north Cyprus.
- Treat responsiveness as data. An international office that will not put its document list in an email is telling you how it will behave in July. The established options are set out in the University of Nicosia and the University of Cyprus.
What the decision is actually testing
Not a list of documents. Four questions, and then the clerical layer underneath them.
The money, and whether it can explain itself
You evidence about EUR 7,000 for one year through a bank letter and a statement. The figure is set by the university rather than by a national circular, so it runs roughly EUR 5,000 to 7,000 in practice and EUR 7,000 is the safe planning number. There is no blocked account in Cyprus — this is money you show, not money you lock.
On top of it, Cypriot universities normally require a repatriation bank guarantee: a separate instrument your bank issues as assurance of your return fare. The university states the amount and the format. Never let anyone invent either for you, and never assume the headline funds figure is the whole financial ask, because it is not.
What gets files refused is rarely the balance. It is a balance that cannot explain where it came from — a large deposit landing days before the statement, a sponsor with no documented income, a relationship nobody evidenced. Work through proof of funds, what an officer reads in a bank statement, the solvency certificate and sponsors and affidavits. The English evidence, and the list it is checked against
Cyprus is the one of our nine where the state sets the English requirement. Following a Council of Ministers decision of 19 July 2023, minimum criteria in international English examinations govern the admission of third-country students, and Bangladesh is a third country for this purpose. The bar is not high — the published IELTS minimum is 5.0, lower than most of our nine ask, and around a dozen other listed qualifications satisfy it, several of them cheap.
What is not on the list is a medium of instruction letter. A university may still accept an English-taught first degree under its own admission rules, so the two layers can point in opposite directions, and a student can be admitted on one while lacking the other. The question to ask admissions is not "do you accept this?" but "which document will you submit for my entry permit?". Get it in writing.
The study plan, against your own history
A gap, a subject switch, a level that does not follow from the last one — none of these is fatal, and all of them are fatal unexplained. The qualification and its recognition
Your certificates have to be genuine, attested and legible to somebody who has never seen a Bangladeshi transcript. The clerical layer, which sinks more files than any of the above
Your name spelled three ways across NID, passport and certificates. A police clearance obtained too early and now outside its window. A medical panel from a laboratory nobody recognises. Health insurance bought for the wrong period. A form field left blank. Each is boring, each is fixable in a week, and each ends an intake. What a refusal letter actually tells you
It tells you which ground was used, and that is the only thing that decides your next move. If the ground is a factual error, or a document the decision-maker did not have, that argues for challenging the decision. If the ground is something genuinely missing, thin or inconsistent, the honest answer is almost always to fix it and file again for the next intake — a re-filed strong application beats a contested weak one. Who should read this and walk away
Cyprus suits a student who wants an English-taught degree without a Delhi trip and can fund the year properly. It does not suit three people, and it is kinder to say so now.
If your plan only closes because of part-time earnings, Cyprus is the wrong country: there is no right to work for the first six months, and after that it is 20 hours a week in designated sectors, 38 in holidays, with the contract stamped by the labour office — see student work rules in Cyprus and a student visa is not a work permit. If you are going for the travel, Cyprus is in the EU and not in Schengen, so the permit gives you no free movement at all: travelling in Schengen on a student residence permit. The thing nobody can promise
No consultancy, agent or university can guarantee a visa, because none of them decides it. A guarantee is either ignorance or a sales line, and a quoted success rate is a number that does not exist — there is nothing to quote. What can be promised is a file with nothing missing in it, which is the only variable anyone on your side controls.
It is also worth knowing what a refusal costs before you start. What is the Cyprus student visa refusal rate?+
There is not one. No Cypriot authority publishes refusal or approval statistics for student entry permits, and no European dataset fills the gap: Eurostat counts residence permits by reason and citizenship rather than by outcome, and the Schengen short-stay refusal rates quoted in Bangladesh do not cover Cyprus at all, because Cyprus is not a Schengen state. Who actually applies for my Cyprus entry permit?+
Your higher education institution does, on your behalf, to the Civil Registry and Migration Department in Nicosia. Cyprus's own Migration Department states that a third-country national accepted by a recognised institution may enter with an entry permit issued by that department provided the institution submits the application. That is why the institution you choose is part of your immigration risk in Cyprus, in a way it is not elsewhere.
Can a Cyprus file be refused without me ever seeing why?+
You will not be standing at the counter when the decisive submission is made, so a gap in it is invisible to you unless you ask. The fix is procedural, not legal: ask the admissions office in writing for the exact list of documents it will submit and the date it intends to submit them, and keep the reply. If nobody will put that in an email, treat it as information about the institution.
Does a medium of instruction letter satisfy Cyprus?+
It does not appear among the official criteria. Following a Council of Ministers decision of 19 July 2023, the minimum English requirement for admitting third-country students is set by the state, and no medium-of-instruction alternative is on the published list. A university may still accept an English-taught first degree under its own admission rules, so the two layers can disagree — ask in writing which document will go into your entry permit file.
Is the repatriation bank guarantee really separate from the funds?+

Does a Cyprus student permit let me travel around Europe?+
No. Cyprus is a member of the European Union and is not in the Schengen area, so the national visa and the residence permit carry no Schengen travel rights. Saying otherwise at an interview is worse than useless: it tells the person opposite that you have not read the rules of the country you say you want to study in.
Can I fund the first year partly from a job in Cyprus?+
