Studying in Cyprus without IELTS: the national minimum nobody mentions

Why Cyprus is different

In Hungary the university decides. In Cyprus the state decides, and then the university applies its own rule on top. The Cyprus Agency of Quality Assurance and Accreditation in Higher Education publishes minimum criteria in international English examinations for the admission of students from third countries, following a Council of Ministers decision dated 19 July 2023. Bangladesh is a third country for this purpose.

That single fact resolves most of the confusion around "Cyprus without IELTS". A Cypriot university can tell you it accepts something else; it cannot lift a national criterion that also underpins the entry permit.

The published minimums for direct admission

Look at that list again, because it is better news than it first appears. IELTS 5.0 is low — lower than Italy, Finland, Sweden or Denmark ask — and there are eleven other ways to satisfy it. Password Skills Plus, Anglia and Michigan ECCE are cheap and quick. An applicant who sat British-curriculum O-Levels in Dhaka and passed English as a Second Language at grade D already meets the criterion with a certificate they have owned for years.

What is not on the list is a medium-of-instruction letter. Whatever a recruiter says, an MOI letter does not appear among the official criteria, and you should assume it does not satisfy them.

The foundation route, for anyone below the line

If you cannot reach the direct-admission level, the published alternative is an English Language Foundation Programme at an institution accredited for it, entered at roughly B1: IELTS 4.0, TOEFL iBT 42, PTE 43 or Cambridge B1 Preliminary. You study English first and enter the degree afterwards.

This is a legitimate route and it is also where the money goes. A foundation year is extra tuition, extra living costs and extra time, and none of it earns academic credit toward your degree. Compare its total cost against simply retaking a test in Dhaka before you accept an offer that includes one.

The universities on top of the state rule

The University of Nicosia, for example, publishes its own thresholds — a first degree completed in English, or TOEFL 550 paper-based, or IGCSE English at grade C, or IELTS 6.5, or a placement at the relevant level in its own NEPTON placement test. Applicants holding IELTS 4.5 and above who lack the listed qualifications sit that placement test at no charge and are given English support classes where needed.

Notice the two layers pulling in different directions: the university will accept a first degree taught in English, and the national criteria will not. When the two disagree, ask the institution in writing which document your entry permit will be issued against. Keep the reply.

Why the state rule exists at all

Cyprus has a large private higher education sector that recruits internationally, and the national criteria were introduced to put a floor under it. That is worth understanding before you are told that a particular college has "its own arrangement": the criteria attach to the admission of third-country students, which is the same population the entry permit covers, so an institution promising to work around them is describing something it does not control.

It also explains the accreditation language. The foundation programme route is only valid at institutions whose English Language Foundation Programme has been evaluated and accredited by the Cyprus Agency of Quality Assurance and Accreditation in Higher Education. An unaccredited "English preparatory course" is a course you paid for, not a route into a degree. Ask for the accreditation, by name, in writing.

Which document ends up in your permit file

The sequence in Cyprus runs the other way round from most countries: the institution applies for your entry permit, rather than you applying alone. That means the English evidence the institution holds is the evidence the Civil Registry and Migration Department sees.

So the question to ask admissions is not "do you accept this?" but "which document will you submit for my entry permit, and does it meet the national criteria?" Those can be two different documents — a university placement test for its own classes, and a listed international examination for the permit. Being admitted on the first while lacking the second is the failure mode that costs an intake.

One thing to get right about Cyprus generally

Cyprus is in the European Union and not in the Schengen area. That affects travel, not English, but it is the fact most often stated wrongly in the same conversations, and it changes what a visa lets you do. What to do

3. 3Ask the university, in writing, which document it will submit for your entry permit.
4. 4Treat any foundation-year offer as a cost decision, with the full year priced out.
