The four positions an institution can take
Almost every European university falls into one of these, and knowing which one you are looking at saves a month of emails.
- 1Accepts a letter. An official certificate from the previous institution is enough, and the language test is not required.
- 2Accepts the academic record only. The language must appear in the transcript, degree certificate or diploma supplement — a covering letter does not count.
- 3Accepts it only from listed countries. The exemption is defined by where you studied, not by what language you studied in.
- 4Does not accept it. A recognised test, or nothing.
What each institution publishes

Sweden and Denmark are absent from the table for a reason: their published requirements are built on recognised tests, and neither treats a Bangladeshi English-medium degree as an exemption. If you have no test, they are not your countries this cycle.
The pattern, stated plainly
Acceptance runs south and east. Italy and Hungary genuinely work. Cyprus, Malta and Bulgaria run on tests, whether the university's own or an international one. Finland, Sweden and Denmark do not accept a Bangladeshi MOI letter at all.
It is also a level pattern. An MOI argument is strong for a master's, because there is a completed English-taught degree behind it, and weak for a bachelor's, where the only evidence is school. And it is a competition pattern: where a programme has more applicants than places, an applicant with a test score is ahead of one with a letter even when the letter is technically acceptable.
How to read a university page that says nothing
Most admissions pages do not mention medium of instruction at all, which applicants read as permission. It is not; it is silence. Three ways to resolve it without waiting for a reply:
- 1Look for the word "exemption" or "waiver" on the language requirements page. Institutions that grant one almost always name it, because they need to define its limits.
- 2Check whether the exemption is written by country or by language. A sentence listing countries is a closed door for a Bangladeshi degree; a sentence about the language a degree was delivered in is an open one.
- 3Check the level. Where a page distinguishes bachelor's from master's, the MOI route is normally the master's one.
If the page is silent after all three checks, assume a test is required and email to confirm. Assuming the opposite costs an application cycle.
The question that settles it in one email
Send this to the admissions address of each programme on your list, and change nothing but the names:
My bachelor's degree from [university], Bangladesh, was taught and examined entirely in English. For [exact programme name], do you accept a Medium of Instruction certificate in place of an English test? If yes, must the language also appear on my transcript or diploma supplement? And is the same evidence sufficient for the residence permit application?
The third question is the one people leave out. A university's decision and an immigration authority's decision are separate, and Cyprus is the clearest example: its universities have their own rules and the state has a published minimum on top.
Do not build the whole plan on it
The letter is free, so get one. But before deciding to skip the test entirely, check three things:
- Scholarships. Funding schemes usually specify a score even where admission does not. Being admitted and then excluded from the money is a bad surprise, and it arrives late.
- Your backup country. A letter that works in Hungary is worthless in Finland. One test result works in all nine.
- The programme, not the university. Requirements sit in the teaching regulations of individual degrees.

Common questions
Which universities definitely accept an MOI letter?+
The University of Debrecen states that an official certificate of English-medium previous study can be uploaded and that no language exam is then required for non-medical programmes, and Stipendium Hungaricum allows proof that previous study was in the programme's language. In Italy, universities such as Padua accept a previous degree where the documentation explicitly names the language of delivery.
Why does Finland refuse a Bangladeshi MOI certificate?+
Because Finnish exemptions are written by country rather than by language of instruction. Tampere University and the universities of applied sciences publish lists of countries whose English-medium degrees exempt an applicant, and Bangladesh does not appear on them.
Is a letter enough, or does the language need to be on my transcript?+
It depends on the institution. Padua's rule asks for documentation that explicitly indicates the language of delivery, which points at the transcript or diploma supplement. Where your academic record names the language, use it — it is stronger than a letter issued on request.
Can a university waiver cover the visa as well?+
Not automatically. Ask the admissions office whether the same evidence is sufficient for the residence permit, and in Cyprus remember that national minimum criteria sit above whatever the university accepts.
