Where the rule is actually set
There is no Hungarian national English score for international students. The minimum sits with the university, and for scholarship applicants Stipendium Hungaricum's own document list says the required level is "determined by the Host Institution". That is why the answer changes from one Hungarian university to the next, and why a general article that says "Hungary needs 5.5" is guessing.

What the University of Debrecen actually publishes
Debrecen is the most-applied-to Hungarian university among Bangladeshi students and it is unusually explicit. Its entrance examination page states that the language of the entrance examination and interview is English, and for non-medical programmes the exam covers English plus subject material relevant to the programme. Its admissions pages add that an IELTS or TOEFL certificate is not compulsory for non-medical programmes, and that where the language of instruction of a previous degree was English, an official certificate from the school or university can be uploaded instead.
Read that carefully, because it is the honest version of "no IELTS needed". The test has not gone away. It has moved from a test centre in Dhaka to a video call with an academic who will form a view about whether you can follow lectures. That is a fair trade for many applicants and a bad one for anyone whose written English is stronger than their spoken English.
Medicine, dentistry and pharmacy are a separate world. There the entrance examination is a written paper in biology plus chemistry or physics and an oral exam, all conducted in English, and the university's English expectations are correspondingly higher. Stipendium Hungaricum, specifically
The scholarship's document list for 2026/2027 requires a scanned copy of your proof of language proficiency "with a minimum level determined by the Host Institution", and then says something many applicants miss:
in case the student has completed his/her previous level of studies in the language of the selected study programme, proof can be uploaded about the fact that the language of education was the same
That sentence is the medium-of-instruction route, written into the scholarship's own rules. It is not a promise that your chosen university will accept it — the university still sets the level — but it means the application system expects that document to exist and will take it. What that letter must contain is a separate question, answered in what an MOI certificate looks like.
Stipendium also runs an interview. The programme's own description of the process is that the department responsible for the degree "organizes an interview by telephone, online or in person" and then decides. Prepare for it as an English test, because in practice that is part of what it is.
The other universities
Pécs, Szeged, Budapest University of Technology and the rest each publish their own line, and they do not agree with each other. Two rules make this manageable:
- 1Read the programme page, not the university's front page. English requirements in Hungary are set per programme, and an engineering master's and a business bachelor's at the same university can differ.
- 2Get the answer in writing. One email to the admissions address, naming the programme, is worth more than any list. Ask both questions at once: does the programme accept a medium-of-instruction certificate, and does the residence-permit application need a language document?

What this route costs you elsewhere
Three honest downsides, all of them real:
- Scholarships. A competitive scholarship shortlist is easier to build from certificates than from interview notes. If Stipendium is your plan, a test score strengthens the file even where it is not compulsory.
- Your second choice. An interview pass at one university is worth nothing at another. A test score is portable; a departmental assessment is not.
- The visa file. Hungary's study residence permit is built around the letter of acceptance, funds, accommodation and insurance. The published checklist is on the immigration office's own site and changes — check it there, and do not assume a university waiver settles what the consulate thinks. What to do, in order
- 1Shortlist three programmes and open each one's admission-requirements page.
- 2Email each admissions office the two questions above; keep the replies.
- 3If you are eligible for a medium-of-instruction letter, request it now — it is free or nearly free and takes weeks at some Bangladeshi registrars.
- 4Book an IELTS or PTE date anyway if you can afford it. Hungary may not need it; your backup country almost certainly will.

Common questions
Can I really get into a Hungarian university without IELTS?+
At several universities, yes. The University of Debrecen states that its entrance examination and interview are conducted in English and that a language certificate is not compulsory for non-medical programmes, with an official certificate of English-medium previous study accepted as an alternative. The rule is set per university and per programme, so confirm it for your exact programme in writing.
Does Stipendium Hungaricum accept a medium-of-instruction certificate?+
Its document list says proof can be uploaded that your previous level of study was in the same language as the programme you are applying to, with the minimum level determined by the host institution. So the scholarship system accepts the document, but the university still decides whether it is enough.
Will the entrance interview be hard if my English is only conversational?+
It is a real assessment, not a formality. The interviewer is judging whether you can follow lectures and answer subject questions in English. Applicants whose written English is much stronger than their speaking usually do better with a test score than with an interview.
Do I still need English evidence for the Hungarian student visa?+
The published residence-permit checklist is built around the acceptance letter, funds, accommodation and insurance, and it changes. Check the immigration office's current list rather than assuming a university waiver covers the permit stage.
