Applying for a Finnish student permit from Dhaka: who decides, and why Delhi starts the clock

Finland does not issue a student visa. It grants a residence permit for studies, and the body that grants it is Migri, the Finnish Immigration Service, sitting in Finland. You file the application yourself, online, from a desk in Dhaka. What makes the Finnish route unlike any of the other eight we work with is the step in the middle: the application is not finished when you press send. It is finished when you have stood in front of an official and proved you are the person who filed it — and for a Bangladeshi applicant, that counter is in New Delhi.

That sentence is the whole article: everything expensive about Finland follows from it.

Three answers where people expect two

"Where do I submit?" and "who decides?" are different questions, and for Finland they have three answers rather than two.

• You submit online, to Migri.
• You identify yourself in person, in New Delhi.
• You are decided by Migri, in Finland.

The appointment is not paperwork. It is the starting gun.

Here is the part almost nobody explains, and where Finnish files are lost.

EU law gives a complete student application a maximum of 90 days for a decision. That is Directive 2016/801, and Finland is bound by it. Notice the word doing the work. The clock does not start when you press send. It starts when the authority has everything, and everything includes your fingerprints and your face, taken in person.

So an application filed in March with no identification appointment until July is not a March application. To the decision it is a July application, and the ninety days you were quietly counting on never began.

That inverts how most people treat the Delhi trip. It is not the last chore at the end of the paperwork; it is the event that turns a pile of documents into a case that is running. How the ninety days behaves across the nine is set out in how long each European student visa takes.

Who is responsible for what, in order

Read down the middle column and two things stand out. Four of the nine rows are yours, more than any other of our nine puts on the applicant. And the last row points back at Delhi, which is why the trip should be planned as one that could happen twice. The craft is making sure it does not.

What the application centre cannot do for you

The centre in New Delhi is called a visa application centre, and the name misleads twice: you are not applying for a visa, and you are not applying at the centre. It records who you are and forwards the file. Its staff are not Migri officers.

The same division of labour applies at the Dhaka counters — after you submit at VFS and what happens at a biometrics appointment. The difference is what it costs to ask the wrong body a question. In Gulshan, an afternoon. In Delhi, a trip.

What to carry, and why originals matter more here

The general list is what to carry to your visa appointment, and the form itself filling in a European student visa form without mistakes. Two Finland-specific notes sit on top.

Carry originals, not photocopies. A missing paper in Gulshan is a taxi ride. In Delhi it is a second flight, a second hotel and, close to an intake, a lost year.

Finish every translation and attestation before you fly. The Bangladesh-side document work — certified translation in Dhaka, attestation and apostille, couriering documents to Europe — runs to roughly BDT 10,000-30,000 and takes weeks, and none of it can be arranged from a hotel in Delhi.

Then your passport: read tracking and collecting it and tracking an application before booking anything else, because the document you need to fly is the one the process is holding.

When there are no appointment slots

This is the recurring and solvable problem, and for Finland it bites harder than for a country decided in Dhaka: no slot means no complete file, and no complete file means no clock.

The general playbook is when there are no visa appointment slots. Five Finland-specific additions:

1. 1Start the Indian visa before you need the slot. It has its own timeline and its own refusals. Most students do this the wrong way round, find a slot, and then discover they cannot travel to it.
2. 2Check the booking system daily, not weekly. Released slots go in hours.
3. 3File first, hunt second. The attachments and the fee are what the appointment completes, so an unfiled application wastes the wait.
4. 4Do not pay a third party for an appointment. We do not do it and do not advise it; the money buys no priority you could point at afterwards.
5. 5Count backwards from the intake, not forwards from today. An appointment eight weeks out is only a problem if you know what it collides with.

The calendar is the real constraint

Finland's autumn intake starts in August or September and its main application round runs in January, seven or eight months earlier; there is a smaller January intake too. Lay the Delhi leg over that calendar and the shape is obvious: a year of forward planning, not a summer of paperwork. The timeline from offer to boarding pass and the European application timeline give the general shape; Finland sits at the early end of it.

Costing the Delhi leg honestly

We publish a band for the Bangladesh side of a single-country application: roughly BDT 2-4 lakh, or BDT 3-5 lakh where the file is decided in Delhi. The difference is the Delhi leg — an Indian visa, travel, somewhere to stay, and the days it consumes. Read honestly, choosing Finland adds about a lakh to both the floor and the ceiling of your budget before tuition is mentioned.

The IELTS figure is IDP's listed fee on 9 September 2026, with paper IELTS ended after 31 January 2026. None of the rows above is refundable if the answer is no — that is the sentence to read twice.

And one number that is not a cost at all: the EUR 9,600 Finland asks you to show. Migri's rule is EUR 800 a month, and a one-year permit means the whole EUR 9,600 in the account on the day you apply. It stays your money, and there is no blocked account in Finland. What Migri does not accept is a joint account or a private sponsor's written guarantee — see Finland's proof of funds. The apostille trap that is specific to Finland

Bangladesh joined the Apostille Convention and it came into force on 30 March 2025, which for most European files replaced a slow consular chain with a single stamp. Finland objected under Article 12. So did Denmark and Greece. For a Finnish file an apostille is worthless — the full consular legalisation chain still applies, and it is slower.

Put that beside the clock and the consequence is concrete. The document step an Italian or Hungarian applicant finishes in days, a Finnish applicant finishes in weeks, and it sits before the appointment that starts the ninety days. Fees: who sets them, and why there is no figure here

Three separate bodies charge you, and all three change their prices without telling Dhaka.

• Migri sets the residence permit fee and publishes it on migri.fi.
• The service provider running the Delhi centre sets its own service charge.
• India sets the visa fee for the trip that makes the appointment possible.

We print none of the three. A fee quoted in an article will be wrong by the time somebody reads it, and a student who budgets from a stale number budgets short. Take each from its own official page on the day you pay. Paying at all from a Bangladeshi card is its own small obstacle: paying a European visa fee from Dhaka.

Who should not choose Finland

Three readers, honestly.

Anyone who cannot get an Indian visa or make the journey. For the identification appointment there is no workaround, no courier option, no Dhaka substitute. If Delhi is out of reach, choose from the countries whose files are decided here. That is not a smaller ambition; it is a different queue.

Anyone applying late. If you are reading this in June hoping for a September start, Finland is next year's plan: the main round closed in January and the appointment cannot be compressed. Applying anyway spends the Bangladesh-side money for a decision that arrives after the intake.

Anyone who chose Finland because they heard it is free. It is not free for a non-EU student by default: EUR 6,000-13,000 a year at a public institution. What makes it affordable is the tuition-waiver landscape, and a waiver is won on the strength of an application, never assumed. Is education free in Finland is the honest version.

For everybody else the Delhi leg is a budget line, not a wall — one planned trip, for a country allowing an average of 30 hours of part-time work a week during study and a 24-month job-seeking residence permit after graduation, among the most generous in our nine. What to do this week

1. 1Open Migri's own pages and read the study permit requirements as they stand today, not as an article described them last year.
2. 2Start the Indian visa application. It is the dependency everything waits on, and the one nobody starts early.
3. 3Put the January round in your calendar and work backwards from it, not forwards from now.
4. 4List every document needing legalisation and begin that chain immediately, because the apostille shortcut does not exist for Finland.

Finland asks more of an applicant at the start than any of our other eight, and less afterwards. Knowing which body does which job, and that the clock starts in Delhi, is most of the difference between an application that lands and one that spends the same money a season too late.
