The short answer nobody markets
Every Finnish institution requires proof of English, including from applicants whose whole education was in English. The joint application portal for universities of applied sciences states it plainly: all applicants to bachelor's programmes, native speakers included, must demonstrate English proficiency. There is no interview route and no letter route.
What you can drop is IELTS as a brand. Finland accepts several tests that cost less and are quicker to book, and one of them is taken entirely online.

TOEFL is the one number not to quote from any article. The test's score scale changed for tests taken from 21 January 2026, so the published minimum differs by test date. Read it on the portal's own language-requirements page the week you book.
Duolingo does not appear on Tampere's accepted list. Finland is one of the countries where the Duolingo route generally does not work.
The exemption lists, and why they matter to you
Finnish institutions do allow exemption based on previous studies, but they define it by country, not by language of instruction. For autumn 2026 the universities of applied sciences list degrees taught in English in the EU or EEA, Switzerland, Australia, Canada, New Zealand, the United Kingdom and the United States. A wider list, adding countries such as Ghana, India, Nigeria, the Philippines, Singapore and South Africa, applies from spring 2027.
Bangladesh is on neither list. Tampere's master's exemptions work the same way and do not reach a Bangladeshi degree either.
This is the single most important paragraph in this article, because "study in Finland without IELTS using an MOI certificate" is advertised locally and is not true. If someone tells you otherwise, ask them to show you the sentence on the university's own page.
The entrance exam is not a language route
The International UAS Exam is a selection method, not an alternative to the language requirement. You must already have proven English to be invited to it. For the autumn 2026 joint application the exam is held on 6 November 2026 and the English proficiency document has to be attached to the Studyinfo application by 17 September 2026 — a document deadline that falls nearly two months before the exam and catches people every year.
The band conditions do more damage than the overall score
Finland writes its requirements as an overall figure plus a floor: Tampere's master's rule is 6.5 overall with no section below 6, and its TOEFL rule is 92 with no section below 20. An applicant with 6.5 overall and a 5.5 in writing is rejected on a technicality that was published all along.
For Bangladeshi candidates the weakest band is usually writing, then speaking, which is exactly where these floors bite. Preparing to raise the overall by half a band is the wrong plan; preparing to lift the lowest band is the right one. The specifics are in the preparation plan.
Time it against the application, not against yourself
Finnish deadlines are unusually early and unusually strict, and the language document has its own deadline separate from the application. For the autumn 2026 joint application to the universities of applied sciences, the English proficiency document had to be attached to the Studyinfo application by 17 September 2026 at 15:00 Finnish time, with the entrance exam itself on 6 November 2026.
Work backwards from that: results take one to two weeks to issue depending on the test, test dates in Dhaka fill weeks ahead, and a retake needs a further gap. A candidate who books in August for a September document deadline has no second chance. Book two months earlier than feels necessary.
What a Bangladeshi applicant should actually do
- 1Compare the real costs. Oxford ELLT Global is taken online, PTE Academic has an online version, and both are usually cheaper than a full IELTS sitting in Dhaka. Check that your specific institution lists the exact test version.
- 2Aim above the floor. A 6.0 for a UAS place and a 6.5 with no band under 6 for a master's are minimums, and competitive programmes select above them.
- 3Watch the band conditions. Tampere's "no section below 6" and TOEFL's "no section below 20" reject plenty of applicants who cleared the overall figure.
- 4Do not build a plan on an exemption. Confirm every claim on the institution's own language page, and keep a screenshot with a date.

Common questions
Can I apply to Finland with a medium-of-instruction certificate?+
No. Finnish exemptions from the language test are defined by country, and Bangladesh does not appear on the lists used by the universities of applied sciences or by Tampere University. A recognised test is required.
Which test is cheapest for Finland?+
