Where Bangladeshi students apply for a Finnish student permit, and why the honorary consulate cannot help

Finland does not issue a student visa

It issues a residence permit for studies. If you search for a Finnish student visa you will find agency pages using the word, and it is the reason several students each year look for a visa section that does not exist. What exists is Enter Finland, the online service of the Finnish Immigration Service, and one appointment abroad to prove you are the person who filed it.

The honorary consulate trap, specifically

Finland's foreign ministry states the position bluntly for its honorary consulates: they do not accept passport applications and do not handle matters relating to visas or residence permits. An honorary consul is usually a local businessperson appointed to help with limited consular matters. The title is genuine. The authority to touch your student file is not there, and no amount of persistence will produce it.

This is the same trap described more broadly in the European countries with no embassy in Dhaka. The Finland-specific twist is that Sweden's presence in Dhaka makes the confusion worse, because Sweden really does act for Finland — just on the wrong kind of application.

The Delhi trip, planned properly

You will make it once, and once is the target.

  1. 1Start the Indian visa first. It is its own application with its own timeline and it is the step people leave until the appointment is booked, which is exactly backwards.
  2. 2File on Enter Finland and pay, so the case exists.
  3. 3Book the identification appointment at the Finland visa application centre in New Delhi through its online appointment system.
  4. 4Travel with every original. A second trip doubles the cost and can put you past the intake.

The document verification step nobody warns you about

Finland's mission publishes an additional requirement for documents of Bangladeshi origin: certain official certificates concerning family ties — birth, marriage, and bachelorhood or spinsterhood certificates — must be verified through the service provider before the embassy will legalise them, and that verification is stated to take roughly 45 working days.

Two honest caveats. First, this bites hardest on family-related documents, so a single student with no dependants may never touch it. Second, if your file does need a legalised birth or marriage certificate, forty-five working days is close to nine weeks and it sits before your appointment, not after. Read the mission's own legalisation page early, not once you have an offer in hand.

What Finland asks of a student

  • Admission to a Finnish institution. Applications run through the national portal; see the Studyinfo application guide.
  • Sufficient funds for the permit period, at the level published by the Finnish Immigration Service. That figure moves; take it from their page.
  • Insurance cover meeting the level Finland requires, which is stricter than the generic "travel insurance" people buy. See health insurance for a European student visa.
  • Tuition where it applies. Finland is not free for a non-EU student by default, and the waiver landscape is the thing that makes it affordable: study in Finland from Bangladesh.

Apostille warning. Finland objected under Article 12 when Bangladesh joined the Apostille Convention, so an apostille does not work for a Finnish file and legalisation is the route. Denmark and Greece objected too.

What arrives at the end

Finland does not put a study sticker in your passport and send you off. A granted residence permit produces a residence permit card, which is the document you actually travel and live on, and which is why the identification appointment exists in the first place: the card carries the photograph and fingerprints taken at that appointment.

Two consequences worth planning for. The card has to reach you, which means the delivery arrangement is part of the timeline rather than an afterthought. And the permit is granted for a period, then extended from inside Finland, so the money exercise recurs. Neither is difficult; both are easier when they are expected.

Is the Delhi requirement a reason to drop Finland?

Not on its own. One trip and an Indian visa is a real cost, and a modest one against a tuition waiver worth thousands of euros. It becomes a problem only when it is discovered late — in July, with a September intake and no Indian visa. Decide early enough that it is a line in a budget rather than an emergency. The honest summary

Finland is the most administratively distant of our nine from Dhaka, and the distance is entirely front-loaded. Everything except one appointment is done from your desk. Plan the Indian visa first, treat the honorary consulate as an information point and nothing more, and check the legalisation requirement early if any family-related certificate is in your file.
