Why Hungary student visa files get refused, and the three other no's people mistake for it

Hungary refuses student files for the same short list of reasons every European country does: money that cannot explain where it came from, a qualification that is not recognised in the form it was sent, documents that disagree with each other, and a study plan that does not follow from the applicant's own history.

What makes Hungary different is not the list. It is that on this route four separate bodies can say no, and only one of them issues a visa refusal. Students routinely fix the wrong one, and that mistake costs an intake.

Before anything else: there is no refusal rate on this page, because no authority publishes one for Hungary. The reasoning is at the bottom.

Four decisions, and only one of them is a visa

The confusion is expensive in both directions. A student who was not admitted after an interview tells the family that Hungary refused the visa, and spends a year rebuilding bank statements that were never the problem. A student genuinely refused at the consular stage concludes the university rejected them, and applies to three more universities with the same unexplained balance.

There is a clean test. A visa refusal is a document — a written decision, addressed to you, naming a ground. If no such document exists you were not refused a visa; you were not admitted, not nominated or not selected, and those have different fixes and different calendars. The stage you actually reached is shown by the portal you applied through: DreamApply for most Hungarian universities, or the Stipendium portal.

The gate the document-only countries do not have

Hungary decides a great many admissions by examination, and Bangladeshi applicants arrive unprepared because nothing else on their shortlist works that way.

The University of Debrecen, the most-applied-to Hungarian university among Bangladeshi students, publishes that the language of its entrance examination and interview is English, and that for non-medical programmes the examination covers English plus subject material relevant to the programme. For medicine, dentistry and pharmacy it is a written paper in biology plus chemistry or physics and an oral examination, all in English. Stipendium Hungaricum has the department responsible for the degree organise an interview by telephone, online or in person, and then decide.

Three consequences follow, and all three are failures we see repeatedly:

• A complete file is not a pass. Every certificate can be perfect and the assessment can still go against you, because it assesses you rather than your paperwork.
• An unread inbox is a withdrawal. These are scheduled by email, often at short notice, between the application and the decision. Missing one is recorded as not attending, not as a scheduling problem.
• An IELTS waiver moves the test rather than removing it. Hungary is the most realistic of our nine for applying without a certificate, but the route runs through an oral examination with an academic — studying in Hungary without IELTS, the online English interview. Good trade for a confident speaker; bad one if your written English is far stronger.

Formats and dates are set per faculty per year, so we print no subject list or pass mark here. Ask the department the day you shortlist it — Debrecen, Szeged, Pecs, Budapest University of Technology — and prepare as you would for a scholarship interview. Money, and the ground with no number behind it

This is where Hungary is unusual among our nine, and the shape of the rule changes what a strong file looks like.

Hungary's immigration authority publishes no fixed amount. Its student factsheet asks for sufficient resources covering subsistence, accommodation, return travel and healthcare. The working figure for a self-funded applicant is roughly EUR 6,000 for the year, about HUF 200,000 a month, near EUR 500; our Hungary country guide publishes a band of EUR 6,000 to 8,000. There is no blocked account, so the money stays in your family's own account rather than being frozen abroad.

Now read what that does to a refusal. When a file fails on means, it fails against an expectation nobody published, so you cannot answer it by saying you met the figure. There is no figure to have met. The file is won on explicability rather than on size. A moderate balance with months of ordinary movement behind it, an income that explains it, and a sponsor whose relationship and income are both documented, beats a larger balance that arrived in one transfer three weeks before the appointment. Four things that weaken a Hungarian money file even when the total is fine:

1. 1A sponsor with no natural reason to be paying. A parent is ordinary; a family friend, an employer or an agency is not. Sponsors and affidavits, and what happens when the embassy telephones them.
2. 2A scholarship treated as funding before it is awarded. An application is not money. Only the award letter is.
3. 3Money that clearly leaves after year one. Hungarian public tuition runs EUR 0 to 5,000 a year and living costs EUR 400 to 600 a month, so a family that empties everything to clear one year has evidenced the wrong thing.
4. 4Counting future earnings. Part-time work covers part of the cost and never the whole of it, and money not yet earned cannot appear in a file. See student work rules in Hungary, a student visa is not a work permit and education loans and show money.

The qualification, and the part that genuinely got easier

Hungary does not take certificates on trust; it takes them authenticated. Bangladesh joined the Apostille Convention with effect from 30 March 2025, and Hungary accepts an apostille, which shortens the chain considerably — the legalisation advice still circulating in this market is simply out of date. Three of our nine, Denmark, Greece and Finland, objected under Article 12 and still need full consular legalisation, so do not carry a Hungary answer across to them. The order still decides whether a file is accepted: originals, then education board verification, then attestation, then the apostille, then certified translation. Budget roughly BDT 10,000 to 30,000 for attestation, translation and legalisation, and BDT 4,000 to 9,000 for courier.

On the qualification itself, a Bangladeshi four-year honours degree is roughly 240 ECTS and accepted almost everywhere; a three-year pass degree is roughly 180 ECTS, which is the quiet refusal case at master's level (three-year pass versus four-year honours). There is no official universal CGPA conversion; the working rule is that 3.0 out of 4.0 is a common threshold, 3.5 and above is competitive for scholarships, and 2.5 to 3.0 means choosing programmes carefully (CGPA and ECTS grades).

The administrative failures, which are the most avoidable and the slowest to repair

One timing trap belongs to the scholarship route alone. The award arrives late, and only then does the consular clock start, which compresses everything after it. If Stipendium is your plan, finish attestation, translation and the bank paperwork while you wait for the result. What a refusal letter tells you, and what to do with it

The remedy available to you, and the time limit on it, are stated on your own decision. That document, not a website and not an agent, is the only reliable source for your deadline — which is why we print no number here.

Then choose between two instruments. An appeal argues the decision was wrong on the facts or the law as presented, and fits a ground that misreads something you did supply. A refile is a new and better application, and fits a ground that names a document which was missing, unexplained or unconvincing — which is most of them. Note the asymmetry the first table sets up: a Stipendium non-nomination or a failed entrance examination has no appeal of this kind at all. It has a next cycle — Hungary runs a September intake and a smaller February one.

The one thing nobody can promise

No authority publishes a refusal or success rate for Hungarian student visas. The immigration authority does not, the consular service does not, and the scholarship does not publish applicants per place for Bangladesh either. Long-stay national visas and residence permits are not in the Schengen short-stay statistics quoted at Bangladeshi families, and European residence-permit data is compiled by reason and citizenship rather than by outcome — the repeated Schengen figure measures something else, as that number explained sets out.

So anyone quoting you a Hungary success rate has invented it, and an agency guaranteeing an outcome is guaranteeing a decision it does not make. We cannot promise one either. Fake documents and agency fraud sets out where that road ends.

Who this page is not for

If you want a percentage or reassurance, this is the wrong page. If the plan is to arrange the balance shortly before the appointment, the sufficient-means test is exactly what catches it, and adding money will not help.
