Where Italy is genuinely cheaper

Italy is the only country of the nine where tuition is a function of your family's income rather than a price. A public university assesses you through an ISEE parificato, and a correctly filed one routinely puts a Bangladeshi family in the lowest band — a few hundred euros a year, sometimes zero. On top of that, regional welfare agencies run the DSU scholarship, which bundles a tuition waiver with a cash grant and priority for subsidised housing and canteen meals.

That is the real answer to why Italy keeps appearing at the top of budget lists. It is also the catch: file the ISEE wrong and you are charged the top band by default, and nobody tells you until the bill arrives. Read the ISEE guide and the DSU walkthrough before you assume the low number applies to you.

Where Hungary is genuinely easier

Hungary's advantage is not the sticker price, it is the file. Most universities apply through DreamApply, decisions come faster than Italy's, and the immigration authority publishes no fixed proof-of-funds figure — it asks you to show sufficient means, which in practice has meant around HUF 200,000 a month, roughly EUR 6,000 for the year.

Read that last sentence twice, because it cuts both ways. A lower number is easier to raise. A number nobody publishes is a number that varies by officer, and you cannot appeal against a threshold that was never written down. Show more than the minimum if you can.

Then there is Stipendium Hungaricum: a full government scholarship covering tuition, a monthly stipend, accommodation support and medical insurance. It is genuinely life-changing and it is genuinely competitive — there is no published success rate and anyone quoting one is inventing it. Treat it as a bet, not a plan, and read why applications fail before you write yours.

What neither country will do for you

⚠️ Neither has a large part-time job market for someone who does not speak the language. Your classes are in English; the cafe is not. Budget as if you will earn nothing in your first semester in either country, because in both you probably will. The rules themselves are in the part-time work guide.

Neither gives you a fast track to permanent residence. Both give you a job-search permit — 12 months in Italy, 9 in Hungary — and after that you need an employer. That is the whole route, in both places.

Which one suits which reader

Choose Italy if your total budget is tight but your paperwork discipline is good, your family's income is genuinely low and documentable, you want the widest English-taught catalogue of the two, or you are targeting engineering, design, architecture or economics where Italian universities are strongest.

Choose Hungary if you want a simpler and faster admission cycle, you are applying for Stipendium Hungaricum and are prepared for it not to come through, you want medicine, dentistry or veterinary science in English, or you value being able to reach Vienna, Bratislava and Prague in a few hours by train.

Choose neither if you cannot show the funds honestly. Both embassies check, and a fabricated statement ends the file permanently rather than for one season.

Common questions

Which is cheaper overall, Italy or Hungary?+

Italy, if the ISEE parificato is filed correctly and especially if a DSU scholarship comes through, because income-assessed tuition can fall to a few hundred euros. Without a correct ISEE, Italy is charged at the top band and Hungary becomes cheaper. The paperwork, not the country, decides this one.

How much money does each embassy want to see?+

Rarely, and not reliably. Both allow student work by law, but employers in Milan, Budapest and everywhere in between hire in Italian and Hungarian. Plan a budget that survives with zero earnings in the first semester in either country.
