Can you study in Italy after SSC? No — and what the two years before HSC are actually worth

The rule, and where it is actually written

The answer is no, and the reason is not one university's preference, so nobody can set it aside.

To enrol on an Italian first-cycle degree — a Laurea — you need a final secondary qualification obtained after at least twelve years of schooling. That sits in the ministerial circular governing international admissions, and it binds every Italian institution in the same words. SSC is ten years. HSC completes the twelve. What stands between you and eligibility is two years of school, not a rule anyone can argue around.

Why no agent can get around it

Pre-enrolment for a degree happens only through Universitaly, the ministry's single free official portal. The institution then validates it, and validating means checking your qualification against the rule above. Validation is not the visa — the consulate decides that, exclusively — but without it there is no visa application at all. A seat sold to a student holding only SSC dies at that step, months and a lot of money later.

Institutions are also being careful rather than generous: new this academic year, one may validate no more than its allocated international places plus a maximum of 20 percent; at that ceiling a monitoring tool inside Universitaly alerts it and suspends further validations. What "foundation" and "pathway" offers really are

This is where post-SSC students are most often sold something, so here is the mechanism. The circular treats foundation courses differently from degrees in two ways that make them easy to sell: they require only B1 language rather than B2, and they carry no national deadline, unlike a Laurea, a Laurea Magistrale or a Diploma accademico. Easier entry and no date pressure makes a comfortable pitch, and some foundation provision is genuine.

What it is not is a way past the twelve-year rule. A foundation year is the compensating study the rule itself allows for a qualification that falls short — and here it is usually offered in place of two HSC years that cost almost nothing at home. Before anyone pays:

  1. 1Ask which Laurea it leads to, by name, and get in writing what result guarantees progression there.
  2. 2Ask who validates the pre-enrolment, and whether it is the same institution — test it with is this offer letter genuine.
  3. 3Ask what the year is worth in credits if you do not progress, and which visa category is being applied for — a non-degree course does not always carry a degree student's rights.

Now the useful part: two years is a real advantage

Almost nobody uses this window, which is why using it works. Four things move the file, and all four start now.

1. The HSC result, and the subjects you sit

Italian programmes set their own subject prerequisites and several run entrance tests, so the stream you pick now is the one decision that cannot be repaired later.

If medicine or dentistry in English is the target, the admission test is the IMAT, registered on Universitaly: 60 questions in 100 minutes, marked plus 1.5 for a correct answer, minus 0.4 for a wrong one and 0 for a blank, maximum 90. The last cycle we confirmed sat on 29 September 2026, registration 26 August to 9 September 2026, 15:00 Italian time.

⚠️ You will read that Italy has scrapped its medicine entrance test. That is not true of the route a Bangladeshi student takes. The 2025 reform — Law 14 March 2025 no. 26, implemented by Legislative Decree 15 May 2025 no. 71 — replaced the national test with an open first semester, the semestre filtro, of three courses worth 18 CFU, and it covers Italian-taught medicine. The English-taught programmes still admit through the IMAT, so anyone who believes the headline misses the registration window and loses a year. See medicine in English and dentistry.

For engineering and design, entry usually runs through the institution's own test — Politecnico di Milano and Politecnico di Torino.

2. English, early — but B2 in four skills, not "IELTS 6.0"

Italian institutions must verify at least B2 on the CEFR scale, and for a course taught in a foreign language the certificate must cover all four skills: listening, reading, speaking and writing. There is no national "IELTS 6.0" rule, whatever a brochure says. Our observed typical across programmes is 6.0 and some accept 5.5 — an observation about programmes, not a rule about Italy. Cost matters because retakes are worse. IDP lists IELTS on Computer at BDT 29,600 as of 9 September 2026 and a One Skill Retake at BDT 18,600; paper IELTS ended in Bangladesh after 31 January 2026. Timing matters more: a certificate has a validity window, so sitting it in class eleven can mean sitting it twice. Check how long a score stays valid, then use the three-month plan and fees and dates.

Italian is the other half: you may study in English but you will live in Italian, and foundation provision expects B1 anyway. Two years of slow, free study beats three panicked months — learning Italian before you go.

3. The documents that take months, and the ones that cannot start yet

The split below is the most useful thing here: half an Italian file can be built before HSC exists, half cannot.

CIMEA and the Declaration of Value are alternatives and the institution decides which it wants; the DoV comes from the Italian Embassy in Dhaka, and some universities accept the application receipt — DoV or CIMEA. For the rest: the e-passport, name mismatches, the birth certificate, transcripts, attestation, translation. If the Nordics are on your list, Denmark, Greece and Finland objected to Bangladesh's apostille — which refuse it.

4. A bank record that can explain itself

Italy asks a student to evidence EUR 10,179.85 per year. The circular publishes one annual sum with no monthly equivalent, so any monthly figure you are quoted was invented by whoever quoted it. There is no blocked account in Italy — the money is evidenced, not frozen.

What the circular asks about that money is the part two years buys you. The funds must come from lawful and traceable sources, preferably the student's own; failing that, the family unit up to a relative of the fourth degree. Accounts in the student's own name are expressly preferred, and the consulate must check the origin against the family's income and assets. A balance appearing three weeks before submission answers none of that. A two-year history in your own account, fed by income that matches a tax return, answers all of it without one explanatory letter.

One trap specific to Italy: a scholarship you have only applied for is not money. Being eligible for a regional right-to-study (DSU) award counts for nothing without an explicit attestation that it was awarded. A short course abroad is a different visa category, not a degree route.

The dates you will be planning against

The current circular sets a visa deadline of 30 November 2026 for academic year 2026/27 and 31 October 2027 for 2027/28, binding the Laurea, the Laurea Magistrale and the Diploma accademico, single-cycle included. Master courses, PhDs, Erasmus, single courses and foundation courses have no national deadline — only that you cannot apply after teaching starts. Institutions publish their own, earlier, dates.

Two things follow for someone still at school. The date for your year appears in its own circular, so do not plan against a number from this one. And those two dates moved a month earlier between years — the clearest argument there is for treating the deadline as something to beat. If the real question is work, read this bit

A meaningful share of the people asking about leaving after SSC are not asking about a degree. So, plainly:

  • A student in Italy may work 20 hours a week, bankable across 52 weeks to a hard annual ceiling of 1,040 hours (DPR 394/1999 art. 14). Not full-time in the holidays.
  • Time on a study permit does not count toward Italy's five-year long-term residence route (TUI art. 9 c. 3). You convert to a work or family permit first.
  • After graduating there is a job-seeking permit of not less than 9 and not more than 12 months. Twelve is a ceiling, not an entitlement.
  • Public tuition is income-assessed through the ISEE parificato at EUR 0 to 4,000 a year — filing nothing puts you in the top band, commonly EUR 2,500 to 4,000, while a low band can mean roughly EUR 150 to 200. Living costs are EUR 450 to 800 a month.

Work at those limits does not fund a first year, and the EUR 10,179.85 must be evidenced before you arrive, not earned after. There is no version of this where you leave at sixteen with a degree place. There is a very good version where you are eighteen, hold HSC and B2 across four skills, have clean documents and a bank record with a history — and are one of the easiest files an Italian institution validates that year.

Common questions

Can I get an Italian student visa after SSC?+

Not for a degree. An Italian student visa rests on a pre-enrolment validated by the institution, and validation requires a secondary qualification obtained after at least twelve years of schooling. SSC is ten years, so there is nothing for the institution to validate and nothing for the consulate to decide.

An agency says they can arrange admission in Italy after class ten. Is that possible?+

Ask for the name of the institution, the name of the degree and the visa category in writing, then check whether that institution can validate a pre-enrolment for someone without a twelve-year qualification. In practice the offer turns out to be a language course, a paid foundation year, or a work route described as study.

Does a foundation year in Italy let me skip HSC?+

No. A foundation course is the compensating study the rule allows for a qualification that falls short, not an exemption from it. It also needs only B1 language and has no national visa deadline, which is why it is easy to sell. From Bangladesh, finishing HSC is normally cheaper and no slower.

Does a polytechnic diploma work instead of HSC for Italy?+

It clears the twelve-year line, and it is a genuine route. How much of it counts is assessed by the receiving institution through a CIMEA statement of comparability or a Declaration of Value, and the answer depends on your course descriptions rather than the diploma title.

What is the earliest I can do something that actually counts?+

Today. The e-passport, matching your name across your birth certificate, NID, SSC certificate and passport, and an account in your own name that starts accumulating a real history are all things nobody can do for you later at speed, and all three are checked.

Should I sit IELTS now to get it out of the way?+

Only after checking how long the certificate stays valid against the year you would actually apply. IELTS on Computer is listed by IDP at BDT 29,600 as of 9 September 2026, and sitting it too early usually means paying that twice.

How much money does Italy want to see?+

EUR 10,179.85 for the year, evidenced rather than blocked — Italy does not use a blocked account. The circular publishes it as one annual sum with no monthly equivalent, so any monthly figure you are quoted is invented. Can I count a DSU scholarship toward the money requirement?+

Only once it has actually been awarded and you hold an explicit attestation saying so. Having applied for a regional right-to-study award, or being eligible for one, does not count as means of subsistence.

Is there an age limit that makes this easier or harder?+

Age is not the barrier here; the qualification is. The general picture on age across Europe is covered separately, but for Italy a sixteen-year-old with HSC and a twenty-five-year-old with HSC face the same twelve-year rule and the same validation queue.

Can I go to Italy now on a student visa and study while I work?+

No. There is no degree place to attach the visa to, and even for enrolled students work is capped at 20 hours a week and 1,040 hours a year, time on a study permit does not count toward long-term residence, and the funds must be evidenced before arrival rather than earned after it.
