Italy — biggest upside, most paperwork
Why choose it: Italian public university tuition is set by family income and assets, so students from lower-income families pay very little. On top of that the DSU regional scholarship can deliver a tuition waiver plus a grant, canteen and accommodation benefits.
Add a large economy, internationally recognised universities, one of Europe's largest Bangladeshi communities — and the visa is lodged in Dhaka.
Why it is hard: the most complex process of the three — Universitaly pre-enrolment, DoV or CIMEA, and a hard November deadline. The income-assessed tuition also requires family income documentation, which takes time to assemble from Bangladesh.
Hungary — best outcome if you win it
Why choose it: Stipendium Hungaricum operates under a bilateral agreement and allocates a number of scholarships to Bangladesh each year — tuition-free, a monthly stipend, an accommodation contribution and health insurance. Winning it produces the best financial outcome of the three by a clear margin.
Teaching quality is good, particularly in engineering, medicine and agriculture, and living costs are low.
Why it is hard: competitive and only once a year (the deadline is usually in January). If you do not win it you pay tuition, which is higher than Bulgaria's. The visa is processed in Delhi, and career prospects without Hungarian are limited.
Bulgaria — cheapest without a scholarship
Why choose it: tuition and living costs are both the lowest — living on EUR 350–500 a month is realistic, which is rare in the EU. You do not have to depend on a scholarship, so planning is predictable. Schengen since 2025 and the euro since 2026 are both practical conveniences.

Why it is hard: there is no Bulgarian embassy in Bangladesh, so the type-D visa application and interview happen in person in New Delhi, with the Indian visa, travel and accommodation that implies. The job market is small and salaries low, so if long-term settlement is the plan you will likely move on.

The most practical advice
Do not bet everything on one. Their timelines differ, so running them in parallel is both possible and sensible:
- January: apply for Stipendium Hungaricum
- January–May: apply to Italian universities and start the DoV or CIMEA
- In parallel: apply to a Bulgarian university (rolling admission, so later is possible)
If Stipendium comes through, take Hungary. If not, see what Italy's DSU produces. If neither, Bulgaria is your certain route. This strategy reduces the risk of losing a year to nearly zero, at the cost of a few application fees.
