In short: Bulgaria tests five things — the qualification, its recognition through the Ministry of Education and Science, English at roughly 5.5, evidence that your monthly means will not fall below the national minimum wage of EUR 620 in 2026 (about EUR 7,440 for the year), and the process gates. No blocked account. No embassy in Dhaka, so the type D visa is applied for in New Delhi. Bulgaria accepts a Bangladeshi apostille, which shortens the paperwork considerably.
Ask what you need to study in Bulgaria and someone hands you a list of papers. The list is the output, not the requirement. Bulgaria tests five things, and every document in every checklist is evidence for one of them — so when you cannot produce one exact paper, the only useful question is which of the five it was proving.

1. The qualification, by the level you are entering

For a bachelor, the HSC clears the floor. That is worth saying plainly, because much local advice treats a foundation or pathway year as compulsory and it is not. Gaps are accepted with an explanation, and the published age expectation is simply eighteen or over.
For a master's, the filter is credits. A three-year bachelor is roughly 180 ECTS and a four-year roughly 240, and most European master's programmes need at least 180 — which is why a Bangladeshi four-year honours degree is accepted almost everywhere, while a three-year pass degree is the real problem case and usually needs a one-year Bangladeshi master's on top: pass versus honours, National University and private degrees.
On CGPA there is no official universal conversion, and anybody showing you a precise table is showing you their own arithmetic. Our working rule: 3.0 out of 4.0 is a common threshold, 3.5 and above is competitive for scholarships, and 2.5 to 3.0 means choosing programmes carefully rather than being shut out — CGPA to European grades, low CGPA in Europe. If you hold a polytechnic diploma or a madrasah qualification, the route exists but is narrower: diploma holders, Dakhil and Alim.
2. Recognition: the ministry step, and why it sets your timeline
This is the part of the Bulgarian process people discover late.
Bulgaria does not let a university admit a non-EU student on its own say-so. Admission is finalised through the Ministry of Education and Science, which issues the admission certificate that sits at the centre of the visa file — and the university applies for it on your behalf, using the attested documents you sent. You do not file it, you cannot chase it, and you cannot pay to accelerate it. Without it, a Delhi appointment is a wasted flight.
Three consequences follow, and they are why Bulgarian timelines slip.
The clock starts with your paperwork, not your application. The ministry works from documents that must already be attested and translated, so every delay in Dhaka lands here multiplied: transcripts and certificates, board verification, certified translation. A name that differs across your NID, passport and certificates stops the chain rather than slowing it: fixing a name mismatch.
The apostille genuinely helps here. Bangladesh joined the Apostille Convention with effect from 30 March 2025, and Bulgaria accepts an apostille — one certificate instead of the full consular legalisation chain. That is a real, country-specific saving, and it is not universal: Denmark, Greece and Finland objected under Article 12, so for those three an apostille is worth nothing and the old chain still applies. Get the order right in attestation and apostille and check the country in which countries refuse it. Attestation, translation and legalisation together run about BDT 10,000 to 30,000.
Intakes are fixed and the queue is not. Bulgaria's main intake is September and October, with a limited February entry: the spring intake. Since the ministry step and a trip to Delhi both sit in front of that date, an offer that arrives in late summer is usually an offer for the following year.
3. Language: English is the medium, Bulgarian is the country
What we observe on Bulgarian English-taught programmes is a minimum around IELTS 5.5, with published bands for bachelor and master's entry nearer 6.0 on English-medium courses. Many universities run their own online English test, and some accept a medium of instruction letter — so Bulgaria is one of the few realistic routes without an IELTS score at all: IELTS by country, the MOI certificate, the online English interview. That matters in cash terms too, because IDP listed IELTS on computer in Bangladesh at BDT 29,600 on 9 September 2026.
None of it is a national rule, so read the programme's own page and confirm the teaching language: checking a programme is really taught in English.
And here is the sentence that saves people the most trouble: an English-taught degree does not make Bulgaria an English-speaking country. Lectures are in English. The pharmacy, the landlord, the part-time job and the municipal office are in Bulgarian. See how much local language you need.
4. Money: a rule, not a fee
Bulgarian law does not publish a lump sum for students. It publishes a rule: your monthly means may not fall below the national minimum wage, which is EUR 620 a month in 2026 — about EUR 7,440 for a year. Because it is pegged to the wage, the number moves when the wage does — verify it for your application year.

No blocked account. You evidence the money rather than lock it away, so the questions are about provenance: whose name the funds are in, where they came from, and whether their size is consistent with the family's income. Two honest warnings about cash flow. Documents, tuition, insurance and the funds you evidence all go directly to institutions, before the visa exists — none of it passes through us, and none of it is refundable if the file is refused. And because the decision is made in Delhi, the Bangladesh-side spend before departure lands at the higher of our two bands, roughly BDT 3 to 5 lakh, with an air ticket on top at BDT 70,000 to 120,000 one way: what studying in Bulgaria costs, what you spend before you fly.
5. The process gates, in the order they bite
- 1An offer from the university, often through a shared portal: applying through DreamApply. Verify the institution and the letter first: checking a private university, checking an offer is genuine.
- 2The ministry admission certificate, applied for by the university. Not in your hands.
- 3Tuition and insurance paid, plus police clearance and a medical certificate: health insurance, police clearance, medical certificates.
- 4The type D visa, in person in New Delhi — Bulgaria has no mission in Dhaka: where Bangladeshi students apply, countries with no embassy in Dhaka, Dhaka or Delhi. EU law gives a complete student application a maximum of 90 days for a decision under Directive 2016/801, but the clock starts when the file is complete, which is why an incomplete file has no deadline at all: how long each visa takes.

Medicine is a different application, not a harder version of this one
Everything above describes ordinary programmes. The regulated medical degrees sit on a separate track: their own entrance examination in biology and chemistry, tuition far above the EUR 3,000 to 5,000 band, a six-year commitment, and a licensing question waiting at home. Schengen changed what your permit is worth, not what the bar is
Bulgaria became a full Schengen member on 1 January 2025, and the euro arrived in January 2026. For a student, the change lands after arrival: your Bulgarian residence card now carries travel in 29 European countries, subject to the 90-in-180 counting rule — is Bulgaria in Schengen, travelling on a student permit, the 90/180 rule.
What did not change is the bar. You still apply under Bulgarian rules, with a Bulgarian admission certificate, against Bulgaria's own financial test, at a Bulgarian embassy. Schengen pools travel, not decisions. Most pages in this market still describe the old position, and one that calls Bulgaria partly in Schengen is simply stale.
What is not a requirement, however often you hear it
- A blocked account. Bulgaria does not use one.
- An agent. Nobody outside the institution can obtain the ministry certificate, reserve a place or influence a consular decision. Paying for help with paperwork is legitimate; paying for those three is not: how to choose a consultancy.
- Full consular legalisation of every document. Bulgaria accepts an apostille.
- IELTS, necessarily. The university's own online test or an MOI letter is a real route here.
- Bulgarian language, for an English-taught degree — for the degree. For life outside the lecture hall, see above.
- A foundation year.
- A Schengen type C visa. Study is a national type D: type D versus type C.
- A quoted success rate. No authority publishes one for any student visa, and anyone quoting one is quoting themselves: why nobody publishes one.
Who should not choose Bulgaria
Anyone reading a low price as a low bar for the regulated degrees. Bulgaria is the cheapest realistic destination among our nine, and that fact is doing a lot of unearned work in conversations about medicine. Cheap country, expensive and competitive degree — and the entrance exam does not care what the rent costs.
Anyone expecting to live and earn in English. Part-time work exists under conditions rather than as an entitlement, and the jobs that pay are the ones that need Bulgarian: student work rules in Bulgaria.
Anyone who cannot fund the Delhi trip, or who cannot obtain an Indian visa in time. There is no Dhaka alternative to fall back on.
Anyone who wants a large Bangladeshi community or a ranking-led CV. Bulgaria is a small, honest, inexpensive option — which is exactly why it suits students whose binding constraint is money, and students planning to move onward within the EU after a year or two on transferred credits: what Bulgaria is actually good for, Italy, Hungary or Bulgaria on a tight budget, transferring credits.
The first move
Not the application. Get your documents clean, attested and apostilled first, because the ministry step consumes them and it is the one part of the Bulgarian process nobody can hurry. Then apply, then plan Delhi. If you are still waiting on a result, you can usually start anyway: applying while you wait for your HSC result. And if money is the reason Bulgaria is on your list, read the government quota before you assume there is a scholarship waiting.

What do I actually need to study in Bulgaria from Bangladesh?+

Is an HSC enough for a bachelor's degree in Bulgaria?+
On the qualification test, yes. A completed higher secondary qualification is what a Bulgarian bachelor asks for, and an ordinary Bangladeshi HSC is that qualification. Being eligible is not the same as being admitted: individual programmes set their own subject requirements and marks, and for medicine and dentistry an entrance examination in biology and chemistry is standard. A foundation or pathway year is not a Bulgarian requirement, so treat anyone who tells you it is compulsory as selling you a year.
What is the Ministry of Education certificate, and do I obtain it myself?+
No, the university does. Admission of a non-EU student in Bulgaria is finalised through the Ministry of Education and Science, and the university applies for the admission certificate using your attested documents. It is the central document of the visa file, so a Delhi appointment booked before it exists is a wasted trip. It is also the step you cannot speed up, which is why the Bulgarian timeline is decided by how early your documents are clean rather than by how early you apply.
Do I need IELTS for Bulgaria?+
Often not. What we observe on Bulgarian English-taught programmes is a minimum around 5.5, and many universities run their own online English test instead, so an application without an IELTS score is genuinely possible here in a way it is not in several other European countries. Some institutions accept a medium of instruction letter. How much money do I have to show for a Bulgarian student visa?+
Bulgarian law sets a rule rather than a fee: your monthly means may not fall below the national minimum wage, which is EUR 620 a month in 2026 and therefore about EUR 7,440 for the year. That sits on top of tuition, which is EUR 3,000 to EUR 5,000 a year at public universities for ordinary programmes. Because it is pegged to the minimum wage, the figure moves when the wage moves, so check the number for the year you apply rather than the number you read last season.
Does Bulgaria need a blocked account like Germany?+
No. Bulgaria requires no blocked account. You evidence the money rather than surrender control of it, which makes the questions about provenance instead of deposit: where the funds came from, whose name they are in, and whether their size is consistent with the family's declared income. A large sum that lands in an ordinary account shortly before submission reads as a problem, not as evidence, and that is true of every one of the nine countries we work in.
Do I really have to travel to New Delhi?+
Yes, and we say so plainly. Bulgaria has no embassy in Bangladesh, so the national type D student visa is applied for and interviewed in person at the Bulgarian Embassy in New Delhi. That means an Indian visa, a flight, and somewhere to stay, all at your own cost and none of it refundable if the file is refused. It is the single largest practical difference between Bulgaria and a country whose file is submitted in Dhaka, and it is why our Bangladesh-side estimate for a Bulgarian file is the higher of the two bands, roughly BDT 3 to 5 lakh.
Is an apostille enough for Bulgaria, or do I need full consular legalisation?+
An apostille is enough. Bangladesh joined the Apostille Convention with effect from 30 March 2025, and Bulgaria accepts one, so a Bulgarian file avoids the long consular legalisation chain. This is genuinely country-specific and worth getting right: Denmark, Greece and Finland objected under Article 12 of the Convention, so an apostille is worthless for those three and they still need the full chain. Both halves of that sentence are load-bearing, and plenty of pages in this market simplify it to one half or the other.
Bulgaria is cheap, so is medicine easier to get into there?+
No, and this is the most expensive misreading in the Bulgarian market. The country is cheap; the regulated medical degrees are not, in either money or competition. They run their own entrance examination in biology and chemistry, their tuition is far above the EUR 3,000 to EUR 5,000 band that makes Bulgaria attractive for other subjects, and the degree does not by itself let you practise in Bangladesh, where separate registration applies. Bulgaria is in Schengen now. Does that make the student visa easier?+
No. Bulgaria became a full Schengen member on 1 January 2025, and what changed is what your residence card is worth afterwards: it carries travel in 29 European countries. The admission and visa decisions did not pool. You still apply under Bulgarian rules, with a Bulgarian university's admission certificate, against Bulgaria's own financial test, at a Bulgarian embassy. Schengen membership shares travel, not decisions, and any page implying it lowered the bar was written by someone who did not read the change.
