What studying in Bulgaria costs a Bangladeshi student, the cheapest EU route

Bulgaria is the lowest-cost route to an EU degree among the nine countries we work with, and it has been for years. What has changed recently is everything around the cost: Bulgaria became a full Schengen member on 1 January 2025 and adopted the euro on 1 January 2026 at a fixed rate of BGN 1.95583 to the euro. No other country on our list starts a first year below EUR 7,200. Greece is the nearest at about EUR 6,900 at the very bottom of its range, and Greece's tuition ceiling is lower while its living costs are higher.

The funds rule is a ratio, not a figure

Bulgarian law does not name a euro amount for a student. It says your monthly means may not fall below the national minimum wage, which is EUR 620 in 2026. Multiply that out and a year is about EUR 7,440.

Two consequences:

  1. 1The number changes when the minimum wage changes, which happens annually. A figure quoted from an article written last year is stale by construction, including any figure quoted on this site with an older review date.
  2. 2In practice, universities and the consulate often ask to see more than the legal floor — EUR 8,000 to 9,000 is commonly requested. The legal minimum is what you must have; the requested amount is what makes a file comfortable.

We are not going to reconcile those into one clean number, because there is not one. Show the higher figure if you can, and know which of the two any given demand is coming from.

The Delhi problem

This is the real cost of Bulgaria and it is not on any fee schedule. Bulgaria has no embassy in Bangladesh. The type D visa is applied for, and interviewed for in person, at the Bulgarian Embassy in New Delhi.

That means an Indian transit or visitor visa, flights, accommodation in Delhi, and time — and it means a refusal or a document problem is expensive to fix, because fixing it means going back. Budget it as a real line, not an inconvenience.

Before any of that, your university obtains an admission certificate from the Bulgarian Ministry of Education and Science on your behalf. That step is done by the institution, it takes time, and it has to be complete before the visa file is submitted. Schengen and the euro, correctly stated

Bulgaria has been an EU member since 2007, joined the Schengen area fully on 1 January 2025, and adopted the euro on 1 January 2026 at the fixed rate of BGN 1.95583. All three of those matter to a student: the residence card now carries travel rights across the Schengen area under the usual limits, and there is no longer a lev conversion step in your budgeting.

These are exactly the facts that older agency pages get wrong in both directions — some still describe Bulgaria as outside Schengen, others claimed it was inside years before it was. Check the date on anything you read about it, including this page.

Where the number comes down, and where it does not

The Bulgarian government runs a quota scholarship for foreign students, administered through official channels rather than through agents. It is small, it is competitive, and the process is genuinely bureaucratic; the honest assessment is in the Bulgarian government scholarship quota explained.

What does not come down is the medicine route. Medicine normally requires a biology and chemistry entrance examination — it is not an open door, and the tuition for it sits far above the EUR 3,000-5,000 band on this page. The honest limits

The graduate job market is small and salaries are low by EU standards, so Bulgaria makes most sense as an affordable route to an EU-recognised degree rather than as a place to build an immediate career. English-taught choice outside medicine and business is limited. Bulgarian uses the Cyrillic alphabet, which makes daily life outside the university a steeper adjustment than Malta or Cyprus.
