The Bulgarian government scholarship quota, explained

Two completely different Bulgarias

There is the Bulgaria most Bangladeshi students actually attend — English-taught medicine, dentistry, engineering or business, paid for privately — and there is the Bulgarian state quota, which is a small, Bulgarian-language, embassy-routed programme that almost nobody in that first group has ever touched. Confusing the two is why people arrive expecting funding that was never on offer.

How the quota actually works

The Ministry of Education and Science publishes a call each year setting out how many state-funded places are available to foreign nationals and under what conditions. There are broadly two routes inside it — one for applicants of Bulgarian origin, and one for applicants nominated under intergovernmental agreements. The current decrees, the current numbers and the current deadline are all in that annual call on the ministry's site, and they are the only version worth reading. Last year's figures are not a forecast.

The application is submitted through the Bulgarian diplomatic mission accredited to your country, not to the university and not to the ministry directly. This matters more for Bangladesh than it does for most countries, because Bulgaria does not maintain an embassy in Dhaka — the mission accredited to Bangladesh is in New Delhi, which is also where the long-stay visa is issued. Confirm the currently accredited mission before you plan any travel, and read Dhaka or Delhi first.

The preparatory year is the part people miss

State-funded places are largely attached to Bulgarian-taught degrees. Since almost no applicant arrives with Bulgarian, the quota normally includes a compulsory preparatory year of intensive language study before the degree begins. Practically:

• Your degree becomes four or six years instead of three or five.
• You will be studying medicine, law or engineering in Bulgarian, including clinical placements and exams.
• The preparatory year is a real academic year with its own pass requirement.

That is not a reason to avoid it. It is a reason to be certain, before you accept, that you want a Bulgarian-language degree. A student who wanted an English-taught programme and took a quota place to save money usually regrets it in year two.

The deadline shape

There is no single fixed date to memorise, because the call is republished annually and the mission adds its own earlier internal deadline for collecting and forwarding files.

Work from the mission's date, not the ministry's. If you only see the ministry deadline, you will be late.

What the quota does not do

⚠️ Medicine is a regulated profession. A Bulgarian medical degree is not a licence to practise anywhere — not in Bulgaria, not elsewhere in the EU, and not in Bangladesh, where registration and examination with the national council is a separate process after graduation.
