What a tuition waiver does not cover

One line, removed

A tuition waiver is a good thing. It is also exactly one line of a budget with about ten lines in it, and the line it removes is frequently not the biggest one.

Cost lineTypical first-year rangeDoes a tuition waiver touch it?
TuitionEUR 0 after the waiverYes — this is the whole of it
Living costs, 12 monthsEUR 6,000-11,000No
Accommodation deposit and agency feesEUR 600-2,000No
Health insuranceEUR 150-800 a yearNo
Visa and residence permit feesEUR 80-300No
Flight to EuropeEUR 500-900No
Semester, registration or student union chargesEUR 20-400Usually no — these sit outside tuition
Documents in Bangladesh: attestation, translation, courier, medical, police clearanceEUR 150-400 equivalentNo
Books, materials, laptopEUR 200-600No

Run your own version of that table in the cost calculator rather than trusting a country average. The spread between cities is larger than the spread between countries.

The part that surprises almost everyone

Most European student visas set the financial requirement on living costs, not on tuition. So a waiver often does not reduce the bank balance you have to demonstrate at all.

The logic from the immigration authority's side is straightforward: they need to know you can support yourself for the year. Whether a university charges you tuition is a separate matter, and in many systems the requirement is a fixed monthly figure multiplied by the length of your stay. Some countries do allow paid tuition to be deducted or evidenced separately; several do not.

This is why people arrive at the bank with a scholarship letter expecting the required amount to fall, and it does not. Read proof of funds for a European student visa before you plan the money, and education loans and show money for how the balance is usually assembled.

The condition attached to the waiver

Almost every waiver is renewable rather than permanent, and the condition is a minimum number of credits or a minimum grade average each year. Miss it and the waiver lapses for the remaining years — you are then paying full tuition on a budget built without it.

Get these four things in writing before you accept:

  1. 1The exact threshold — credits, ECTS, or grade average.
  2. 2When it is assessed, and against which period.
  3. 3Whether a retake or a resit counts.
  4. 4Whether the waiver can be regained after a bad year, or is lost permanently.

⚠️ This is the single most expensive small print in European student funding, and it is the one people do not read because the offer letter is good news.

A worked example

A student holds a 100 percent waiver on a EUR 4,000 programme and reads it as "I only need flights and pocket money".

  • Tuition: EUR 0. Excellent.
  • Living, 12 months at EUR 700: EUR 8,400.
  • Deposit and first month up front: EUR 1,200.
  • Insurance: EUR 400.
  • Permit and visa fees: EUR 200.
  • Flight: EUR 700.
  • Documents in Bangladesh: EUR 250.

That is roughly EUR 11,150 in the first year with the tuition already at zero, and the visa may still require a bank balance close to the living-cost figure on top of what has already been spent. The waiver was worth EUR 4,000 and the plan still needs five figures.

The waivers that come closest to full funding

A waiver plus a monthly living allowance is a different instrument, and that combination is what genuinely funded schemes provide. Stipendium Hungaricum and Erasmus Mundus both pay a stipend; a Nordic or Cypriot fee reduction generally does not. When comparing offers, the allowance is the line to look for — how to read a scholarship advertisement covers the vocabulary.

What to do with a waiver offer

  1. 1Write out all ten lines above with your own numbers and see the real total.
  2. 2Check whether your destination's visa requirement is reduced by paid or waived tuition. Assume it is not until you have confirmed it.
  3. 3Get the renewal condition in writing.
  4. 4Compare offers on the total first-year cost, not on the size of the waiver.
  5. 5If the gap is still too large, say so early. Talk to us before you commit money to an application you cannot finish.

Common questions

Does a tuition waiver reduce the money I must show for the visa?+

Usually not. Most European student visa financial requirements are calculated on living costs for the length of your stay, and a waiver does not change what it costs you to live. Some systems let paid tuition be evidenced or deducted separately; several do not. Confirm the specific rule for your destination before assuming the requirement falls.

How much do I still need with a full tuition waiver?+

In our nine countries, typically EUR 8,000-12,000 for the first year, made up of about EUR 6,000-11,000 of living costs plus a deposit, health insurance, permit and visa fees, a flight, and document costs in Bangladesh. Price it against a specific city rather than a country average, since accommodation is the dominant variable.

Can I lose a tuition waiver?+

Yes. Almost all waivers are conditional on a minimum number of credits or a minimum grade average each year, and falling below it removes the waiver for the remaining years of the degree. Get the exact threshold, the assessment point, whether resits count and whether the waiver can be regained, all in writing, before you accept.

Is a tuition waiver the same as a fully funded scholarship?+

No. A fully funded scholarship pays a monthly living allowance on top of covering tuition, which is what makes the difference between studying and merely being admitted. If an offer names no stipend, subsistence or maintenance payment, it is a tuition waiver whatever the advertisement calls it.
