Proof of funds for a Bulgarian student visa: the three numbers people keep merging into one

In short: Bulgaria asks you to evidence roughly EUR 7,440 for a year. It is not a fee. It is the output of a rule: monthly means may not fall below the national minimum wage, EUR 620 in 2026. No blocked account is used. And the consulate's real test is not the size of the number — it is whether the money is explicable.

Ask what Bulgaria costs and you will get one answer where there should be three. The confusion is not arithmetic. It is that three completely different numbers, coming out of three different pockets, get merged into a single figure and then budgeted for once.

Three numbers, and what each one actually is

The numberHow muchWhere the money goes
1. What you must show (proof of funds)EUR 7,440 for a year (EUR 620 x 12 months)Nowhere. It stays in your account or your sponsor's
2. What you spend to applyRoughly BDT 3 to 5 lakh for a file decided in New DelhiSpent. None of it returns if the visa is refused
3. What the degree costsPublic tuition EUR 3,000 to EUR 5,000 a year, living EUR 350 to EUR 500 a monthTo the university, and to daily life

Notice something in that first row that catches families out. The amount you must show is higher than the living costs our own country guide publishes. EUR 350 to EUR 500 a month is roughly EUR 4,200 to EUR 6,000 over a year, against a proof-of-funds figure of about EUR 7,440. That is not an inconsistency. The rule is not built from a student budget at all — it is pegged to the national minimum wage, a legal floor. So the argument "but I can live more cheaply than that" has nowhere to land: you are not being asked to predict your spending, you are being asked to clear a floor.

The second thing worth stating plainly is that tuition is not inside that EUR 7,440. It is a living-cost rule. Tuition, and health insurance, are separate and are paid directly to the institutions before the visa, as the honest notes on our Bulgaria country guide already say.

What the second number is made of

Bulgaria's decision is taken in New Delhi, because there is no Bulgarian embassy in Bangladesh. That is why the Bangladesh-side cost of a Bulgarian application sits in the higher band rather than the ordinary one — see which visas are handled in Dhaka and which need Delhi, the countries with no embassy in Dhaka, and where a Bulgarian student visa is actually applied for.

Inside that band sit the lines you can price:

We have deliberately not added these into a single total. The ranges overlap and a sum would look more precise than it is. BDT 3 to 5 lakh is the honest band, and the important property of the whole band is that it is spent whether or not the visa is issued. What studying in Bulgaria costs from Bangladesh lays the year-by-year version out in full.

Why the first number is a rule and not a price

Nobody receives the EUR 7,440. Nothing is frozen. As blocked accounts and why none of our nine use one explains, the blocked-account mechanism belongs to Germany and Austria; Bulgaria evidences means instead. Two things have to be visible in the paperwork: that the money exists, and that it is available to you.

One small structural advantage is worth noting. Bulgaria adopted the euro in January 2026, so the figure is stated in the country's own currency and there is no kroner-or-forint translation layer sitting between the rule and your file — unlike the three of the nine whose budgets are not in euros. Your income, of course, is still in taka, so what a falling taka does to a study-abroad plan applies here as much as anywhere.

The real test: is the money explicable?

This is where files are won and lost, and it has almost nothing to do with the size of the balance. The officer is trying to answer three questions from the documents alone, without asking you:

Whose account is it? Money in your own account is the simplest case. Money in a sponsor's account means the link has to be built on paper: evidence of the relationship, and a sponsor letter and affidavit in a form that is actually accepted rather than a generic one — affidavits that embassies accept is the distinction that matters.

How long has it been there? No statutory minimum exists, but three to six months of normal activity is what makes a statement credible, because what the officer is actually reading is the pattern, not the final line.

Where did it come from? The decisive question. Verification is not hypothetical: how embassies verify financial documents describes letters going to banks, and when the embassy calls your sponsor describes the call that surprises families who assumed nobody checks.

What evidences the amount, and what evidences the source

Evidences the amountEvidences the source
Bank solvency certificateSalary certificate and pay slips
The statement's closing balanceTIN and income tax returns
Fixed deposit or savings scheme certificatesTrade licence and business account statements
The sponsor's account balanceA sale deed for land or a flat
Tenancy agreements and rent receipts
Remittance slips from a relative working abroad
A maturity letter for a deposit or scheme
A bank loan sanction letter

The left column is administrative: know what to ask for at the bank counter and you have it. The file stands or falls on the right column. A workable rule: for every credit that forms a meaningful share of the balance, there should be one document beside it saying what that credit was.

What actually sinks a file

The late lump sum. An account that runs at an ordinary level for months and then receives a very large credit ten days before the appointment raises exactly one question, and if the answer is not in the file, the question becomes the decision. The problem is never that the sum is large. The problem is that it is unexplained. Where a genuine event produced it — a property sale, a matured scheme, a sanctioned loan — put the deed, the maturity letter or the sanction letter in the file.

Savings that do not reconcile with income. A modest declared household income alongside a very large balance is not impossible, but the explanation has to be supplied by the file rather than extracted by an officer.

The sponsor who exists only in a sentence. An uncle who will "take care of everything" with no salary certificate, no return and no business documentation cannot be assessed, so he is treated as absent.

Name mismatches. If your NID, passport and bank documents do not carry the same name, verification stalls — fix the mismatch first, well before the appointment.

Documents that have quietly expired. Solvency certificates have a short useful life. Check how long each document stays valid and time it to the appointment, not to the day you started preparing.

And the one with no way back: an inflated or fabricated statement. Why it gets caught and what fake documents and agency fraud actually lead to are both worth reading before anyone suggests it, because the consequence outlives the application.

The trap: treating a cheap destination as an easy one

Bulgaria is, on the nine countries ranked by what a first year really costs, the cheapest realistic destination we handle. From that true statement people derive a false one: that a low cost implies a low evidentiary bar.

It is closer to the reverse. A cheap destination attracts a larger share of applications where studying is not the real objective — and a consulate that knows this does not relax the origin-of-funds test, it applies it carefully. A thin file fails in Sofia's queue exactly as it would in a more expensive country's, and it fails for the same reason: not too little money, but money with no story.

Two Bulgaria-specific facts sharpen this. First, Bulgaria has been a full Schengen member since 1 January 2025, so the residence permit now carries travel across 29 countries — what that changed, and how travel on a student residence permit actually works. A permit worth more is not a permit tested less. Second, the decision is taken in New Delhi. If a document gap surfaces at the counter, there is no going home to fetch it in the afternoon; there is another trip.

So assemble a Bulgarian file as what it is: not a cheap country's file, but a file decided abroad.

Medicine changes the third number, not the first

A large share of Bangladeshi interest in Bulgaria is about medicine, and a medical degree changes the money picture completely. The EUR 3,000 to EUR 5,000 public tuition band describes general programmes; tuition for some programmes including medicine can be higher, and the arithmetic runs over six years rather than three or four.

What does not change is the proof-of-funds rule, because roughly EUR 7,440 is a living-cost floor rather than a measure of the degree. What changes is the third number — what your family actually has to raise. Rather than restate figures that belong elsewhere, read them where they are worked out in full: MBBS in Bulgaria from Bangladesh, Medical University of Sofia, and Bulgaria versus Cyprus for medicine. Those pages also deal with the BM&DC question on returning home, which is a larger decision than the budget.

The apostille shortens the chain here

The Apostille Convention entered into force for Bangladesh on 30 March 2025, and Bulgaria accepts an apostille. Denmark, Greece and Finland objected under Article 12, so for those three it is worthless and the full consular legalisation chain still applies — which countries refuse the Bangladeshi apostille sets out both halves, and both halves are load-bearing.

For Bulgaria the benefit is larger than it first looks, precisely because there is no Bulgarian embassy in Dhaka. A consular step in the chain would mean depending on New Delhi for financial and academic paperwork; an apostille reduces that step to a single certificate from the designated authority at home. Which documents need it, and which only need a notary, follows the university's and consulate's own lists — notary, magistrate or MOFA sets out the order.

Who this route is wrong for

Three readers should stop here rather than spend the second number.

Anyone whose plan is to borrow a sum, park it briefly, print the statement and return it. This is the single most common way a financially adequate file is refused, because a statement shows the money leaving as clearly as it shows it arriving.

Anyone whose real objective is work rather than study. A student visa is not a work permit, and student work rules in Bulgaria are limited and conditional. A financial plan that relies on earnings to cover the gap is not one a consulate accepts.

And anyone choosing Bulgaria only because it is cheap, without knowing anything else about it. Read what Bulgaria is actually good for first. A weak answer to "why this country" undermines a strong financial file, and the interview questions about money are designed to test exactly that join.

One question before you submit

Read your own financial file as the officer will. From the documents alone, with no explanation from you, can someone tell where every significant sum came from?

Where the answer is no, add the document that answers it. That single question catches most of what goes wrong. And remember that under EU law a complete student application has a maximum decision period of 90 days — but the clock starts when the file is complete, not when it is submitted, so an incomplete file costs time as well as risk.

For the wider picture, proof of funds across all nine countries and education loans, sponsors and the truth about show money are the two companions to this page. When you reach the stage of actually moving money, read sending tuition from Bangladesh, the student file at your bank and currency endorsement and carrying cash.

Common questions

How much money do I need to show for a Bulgarian student visa?+

About EUR 7,440 for a year. That figure is not a published fee; it is the output of a rule. Bulgarian law says your monthly income or savings may not fall below the national minimum wage, which is EUR 620 in 2026, and twelve months of that is roughly EUR 7,440. You evidence it, you do not pay it, and it covers living costs only. Tuition sits outside it and is paid before the visa.

Does Bulgaria require a blocked account?+

No. Blocked accounts are a German and Austrian mechanism and none of the nine countries we handle uses one. Bulgaria works on evidence of means: a bank statement showing the account's history and a bank solvency certificate confirming the balance on a date. If anyone offers to open a blocked account for a Bulgarian visa in exchange for a fee, ask them which rule they are citing.

How long does the money have to sit in the account?+

No fixed number of days is written into the rule, but three to six months of ordinary transaction history is what makes a statement believable, because an officer reads the pattern rather than the closing line. A large deposit landing two weeks before the appointment can leave a financially sufficient file looking assembled. Plan on roughly six months of boring, consistent history.

Bulgaria is cheap. Does that mean the visa is easier?+

No, and this is the most expensive misunderstanding on the subject. A low cost of living says nothing about the evidentiary bar. A cheap destination attracts a higher share of applications where study is not the real objective, so the origin of funds is scrutinised at least as hard as anywhere else, and a thin file fails here as readily as it would for a more expensive country. Bulgaria has also been a full Schengen member since 1 January 2025, which raises what the permit is worth rather than lowering what it takes to get one.

Can a parent or sibling sponsor me?+

Yes, and that is the normal arrangement. But sponsorship is measured in documents, not intentions. You need evidence of the relationship, evidence of the sponsor's income (a salary certificate, an income tax return, or a trade licence with business account statements if they are self-employed), and a properly drafted affidavit of support. A sponsor with no demonstrable income is weaker than no sponsor at all, because it invites a question the file cannot answer.

Is the money picture different for medicine?+

Completely, and that is where most Bulgaria budgets break. The EUR 3,000 to EUR 5,000 public tuition band published on our country guide describes general programmes; tuition for some programmes including medicine can be higher, and the calculation runs over six years rather than three or four. The proof-of-funds rule itself does not change, because roughly EUR 7,440 is a living-cost rule, not a measure of what the degree costs.

What is the difference between a bank statement and a solvency certificate?+

A statement is the account's history: what came in, what went out, and when. It is the document that carries the story, which is why officers read it. A solvency certificate is a letter on the bank's letterhead naming the account holder, the account number and the balance as of a date. One evidences source and continuity, the other evidences amount. A Bulgarian file needs both, and the two must agree.

Does Bulgaria accept a Bangladeshi apostille?+

Yes. The Apostille Convention entered into force for Bangladesh on 30 March 2025, and Bulgaria accepts an apostille. Denmark, Greece and Finland objected under Article 12, so it is worthless for those three and they still need the full consular legalisation chain. For Bulgaria the distinction matters more than usual, because there is no Bulgarian embassy in Bangladesh, so any consular leg in the chain would point at New Delhi.

Which single document does the most work in a financial file?+

The dullest one: six months of ordinary bank statements showing regular salary or business income that reconciles with the income tax return. Officers are not impressed by a large balance. They are persuaded by a balance whose history explains itself without anybody having to narrate it.

If the visa is refused, do I lose the money I showed?+

No, because it was never transferred to anyone; it stays in the account. What does not come back is the second number: the ticket, attestation and translation, courier, IELTS, the New Delhi trip, and the tuition and insurance paid to the institutions before the visa (refunds there are the institution's policy, not the consulate's). Keeping those two numbers apart is the whole point of this article.
