Student work rules in Bulgaria: limited, conditional, and heavily oversold

Of the four countries in this group, Bulgaria has the least clear rule, the lowest wages and by some distance the loudest sales pitch about working while you study. That combination is why this page is worth reading before you sign anything.

Our own dataset records Bulgaria as permitting limited part-time work under specified conditions. The word limited is doing real work in that sentence, and the word conditional is doing more. We have not been able to find a weekly hours figure on a Bulgarian government page that we would be willing to put our name to, so this article does not contain one. If that is frustrating, compare it with the alternative: a number you build a plan on, and then discover belongs to a different category of student.

Before the work question, there is a visa question

This is Bulgaria-specific and it comes first.

As of 9 September 2026, confirmed by telephone, a Bulgarian student visa still cannot be lodged in Dhaka. The application requires an in-person appointment in New Delhi. That means an Indian transit visa, travel, accommodation and a return trip, on top of the visa fee itself, before a single question about working hours becomes relevant to you. We put it first because a plan that assumes part-time earnings will cushion your costs is a plan that has already spent more than most students expect just to get the visa.

What is settled and what is not

Why the pitch is louder here than anywhere else

Bulgaria is the cheapest of our nine destinations to live in, and cheapness is what it is sold on. The trouble is that the same low cost base is also why the wage level is the lowest of the nine. Those two facts are the same fact, and a recruiter who quotes you the first without the second is not describing the country you would actually live in.

Three specific things to be sceptical of.

"You can easily cover your costs by working." Ask which rule permits how many hours, and ask for the page. We have looked and we do not publish a figure, which should tell you how easy that page is to find.

"A student visa leads to a work permit." It does not, in Bulgaria or anywhere else in this group. The general version of this warning is a student visa is not a work permit, and the country-by-country position is in from a student permit to a work permit, country by country.

"Everyone works part-time there." Many international students in Bulgaria are on English-taught medicine and dentistry programmes with full timetables and entrance examinations. The constraint on those students is not the law. It is the timetable.

The paperwork chain before your first shift

Steps 2 and 3 take time after you land. Nobody can be lawfully payrolled before they exist in the system, and you do not exist in the system until the card is issued.

What the language actually does

Bulgarian is written in Cyrillic, which means the barrier starts before the vocabulary does — a student who cannot read a shop sign is not going to be hired to work behind the counter of it in their first months.

The cities with the large international student populations, Sofia, Plovdiv, Varna and Pleven among them, do have some English-facing work, principally in tourism and in the outsourcing sector. That sector generally wants a language you already speak fluently plus availability that a full timetable does not give you. Realistically open to a first-year student with no Bulgarian: back-of-house work, delivery, and university jobs if the department has them.

What we will not tell you

We will not publish a Bulgarian hours figure, an hourly rate, or a monthly earnings estimate. Bulgaria's statutory minimum wage is set annually by government decree, and a rate quoted here would be a promise we cannot keep. More to the point, an earnings estimate built on an hours figure we have just said we do not have would be an invented number resting on another invented number, and that is precisely the thing this page exists to argue against.

What we will say plainly, because it is the honest headline: treat Bulgaria as a country you fund, not a country that funds you. Its real advantage is a low total cost, set out on /en/countries/bulgaria and in the cost calculator. Its work rules are the least clear of the four countries in this group, and the pitch built on them is the least reliable.

What to do next

1. 1Ask whoever is selling you Bulgaria to name the government page that states the permitted student working hours. Their answer to that one question tells you a great deal about the rest of what they have told you.

3. 3After you arrive, ask the Migration Directorate what conditions your residence carries, and ask the Employment Agency what access to the labour market a student in your position has. Two offices, two questions, and keep both answers.
4. 4Do not work before the residence card and personal number exist. Undeclared work risks your right to stay, which costs incomparably more than the shifts were worth.
