A Bulgarian refusal is the most expensive refusal on our list, because by the time it reaches you, you have usually already bought an Indian visa, a flight to New Delhi and a few nights in a city you never wanted to visit. None of it is refundable. So this is not a document list. It is the test a Bulgarian file is measured against, and what each ground looks like when it fails.
Two things you will not find here. There is no refusal rate, because no authority publishes one for Bulgaria or for any of our other eight (why nobody publishes one). And there is no top-ten ranking, because a ranking is a claim about data nobody holds. The order below is the order in which each item is settled, since most Bulgarian refusals are decided months before the interview.
What nobody publishes, and what is published instead
A national long-stay study visa is not a Schengen short-stay visa, and the two are counted in different places. The percentages circulating in Bangladesh come from short-stay Schengen statistics, about tourist and business travel (what that 55 percent number measures). European residence-permit data is published by reason and citizenship, not by outcome, so it cannot be turned into a rate either.
What is published is the requirement set, plus one useful thing: European law gives a member state up to 90 days to decide a *complete* student application under Directive 2016/801. An incomplete file has no slow clock; it has no clock at all (how long each European student visa takes).
And here is what Bulgaria does not publish. Italy issues an annual circular naming the elements its consulates must weigh; Bulgaria has no student equivalent. Anyone telling you the exact weighting a Bulgarian officer applies is describing what they imagine, not what they have read.
Four offices decide, one after another
Families call every setback "the visa was refused". On this route the difference decides what you do next.

Only the third produces a refusal letter. The others produce silence, read at home as a refusal and really a missed intake (the whole sequence).
The failures, and the fix for each

The three that decide most files follow.
Money that cannot explain itself
Bulgaria sets no fee. Bulgarian law sets a rule: your monthly means may not fall below the national minimum wage, which is EUR 620 a month in 2026 — about EUR 7,440 a year. It is pegged to the wage, so check the figure for the year you apply (proof of funds for Bulgaria).
There is no blocked account, which sounds like a relief and is the opposite. Where a country makes you deposit a fixed sum in a controlled account, the test is arithmetic. Where you merely evidence the money, it becomes provenance: whose name it is in, where it came from, and whether a family earning what yours earns could plausibly have it (how embassies verify financial papers).
Now the part this market has backwards. A cheap destination attracts more migration-motivated applications, not fewer, and officers know what that does to their post bag. The origin-of-funds question is therefore asked here at least as hard as anywhere more expensive, because the low price is itself the thing to be explained away. Nobody grades on a curve because tuition is EUR 3,000 to 5,000.
Three habits follow, for a Dhaka family:
- Build the balance over months, leaving a real account's in-and-out visible (getting a bank statement, what the officer reads).
- Keep the sponsor inside the family, and be ready for the call that checks it (sponsors and affidavits, when the embassy calls your sponsor).
- Never borrow a balance — the commonest way a perfect-looking file dies (why an inflated statement gets caught, loans and show money).
One cash-flow fact belongs here rather than on a money page: tuition, insurance and documents are paid before the visa exists, straight to institutions, and none of it returns if the file is refused. Because the decision is made in Delhi, the Bangladesh-side spend sits at our higher band, roughly BDT 3 to 5 lakh, plus BDT 70,000 to 120,000 for a one-way ticket (what you spend before you fly).
The ministry step nobody can chase
A Bulgarian university cannot admit a non-EU student on its own authority. Admission is finalised through the Ministry of Education and Science, which issues the admission certificate at the centre of the visa file, and the university applies for it on your behalf using the documents you had attested. You do not file it, you cannot chase it, and you cannot pay to accelerate it — anybody offering to is selling something that does not exist.
Three consequences follow, and together they are why Bulgarian timelines slip.
- 1Your clock starts with your paperwork, not your application. The ministry works from documents already attested and translated, so a week lost in Dhaka lands here multiplied (transcripts and certificates, certified translation).
- 2A name mismatch stops the chain rather than slowing it. If NID, passport and certificates disagree, they cannot be attested as one person's and the ministry step never begins (fixing a name mismatch).
- 3Starting late is not recoverable. The main intake is September and October, with a limited February entry, and both the ministry step and a Delhi trip sit in front of it — so an offer arriving in late summer is realistically an offer for next year.
The apostille genuinely helps here: Bangladesh joined the Apostille Convention with effect from 30 March 2025 and Bulgaria accepts one, replacing the consular legalisation chain with a single certificate. That is not universal — Denmark, Greece and Finland objected under Article 12, so an apostille is worth nothing for those three, and most pages in this market carry only one half of that sentence (attestation and apostille, in order, which countries refuse it). Together they run about BDT 10,000 to 30,000.
Delhi, where a fixable gap stops being fixable
Bulgaria has no functioning embassy in Bangladesh. The accredited mission is the Bulgarian Embassy in New Delhi, and the long-stay type D student visa is applied for and interviewed there, in person (where Bangladeshi students apply, countries with no embassy in Dhaka, the Dhaka-or-Delhi map).
Read what that does to an ordinary mistake. Where a file is lodged in Dhaka, a missing paper is a phone call, a courier and a second trip across town. Here it is an Indian visa already used, a flight already taken and a hotel already paid for — and then all three again. The gap is no more serious. It has become an international journey.
That is the real reason Bulgarian files under-prepare: people choose Bulgaria thinking about price, then prepare as though it were the easiest application on the list, when procedurally it is the hardest of our nine. The cheapest destination has the most expensive mistakes. Three things to settle before booking anything.
- The interview is a rule, not a suspicion. It is a standing requirement of the type D procedure, applied to the category rather than to doubtful files (what the officer tests, answering why this country, money questions).
- The honorary consulate in Dhaka is not a visa section. It cannot take a type D application, take biometrics, or move a decision made in Delhi.
- A Dhaka visa application centre does list long-stay type D, and when we telephoned on 9 September 2026 the category was not yet operating from Bangladesh. Check again before buying a ticket; nobody announces the change.
What is already settled before Delhi
Coherence is what the interview really turns on: does this course follow from what you studied, and does it lead somewhere? A commerce HSC applying to a nursing degree is not disqualified, it is unexplained, and the file has to do the explaining. The Bulgarian version is very common: a student whose whole answer is that Bulgaria is cheap has told an officer that price rather than the programme is the motive (SOP versus motivation letter).
The rest of the table is settled at the university, months earlier. Credits, not years, decide a master's — roughly 180 ECTS for a three-year bachelor, 240 for a four-year (pass versus honours). Language fails through mismatch, not a low score: the observed IELTS 5.5 is no national rule and many universities run their own test (IELTS by country, the MOI certificate). And documents simply expire or fail a specification (how long each stays valid, health insurance, why photographs get rejected, checking an offer letter).
Reading the refusal, and what nobody can promise
A refusal letter names a ground. It is short, formal, and the only direct information you will ever get about what went wrong, so read it line by line before anyone tells you what it says (how to read one).
Then choose between two different things. An appeal argues the decision was wrong on what you already submitted; a new application accepts it and fixes the file. Most Bangladeshi student refusals are the second kind, because most name something missing or unexplained rather than something judged unfairly, and an appeal there spends the calendar you need for the next intake (reapplying versus appealing, what to change second time). And never the third option: a refusal on the record is survivable, a false document is not (fake documents and agency fraud).
And no consultancy can guarantee a visa; anyone quoting a success rate is quoting a number that exists nowhere (choosing a consultancy). Our own position has the same shape: documents, tuition, insurance and the funds you evidence go straight to institutions before the visa exists, never through us, and our main fee falls due only after it succeeds.
Who should not apply to Bulgaria at all
Anyone who cannot fund the Delhi trip or get an Indian visa in time. There is no Dhaka fallback — a hard requirement dressed as an inconvenience.
Anyone reading a low price as a low bar for medicine. Those degrees run their own entrance examination in biology and chemistry, cost far more than the band that makes Bulgaria attractive, and do not by themselves let you practise at home (MBBS in Bulgaria).
Anyone whose plan is really work. Bulgaria publishes no weekly student work-hours figure at all, part-time work exists under conditions rather than as an entitlement, and the jobs that pay need Bulgarian (student work rules, how much local language you need).
For everyone else Bulgaria stays the cheapest realistic EU degree on our list, at EUR 350 to 500 a month to live, and full Schengen membership since 1 January 2025 means your residence card carries travel in 29 European countries (what Bulgaria is good for).
The first move
Not the application. Get your documents clean, attested and apostilled first, because the ministry consumes them and nobody can hurry that step — and almost every failure on this page is downstream of a document that was not ready. Then apply, then plan Delhi, building the money history in parallel. What Bulgaria actually requires is the companion page: it lists what must be there, this one what happens when it is not.

Is the interview only for files the embassy already doubts?+
No. A personal interview is a standing requirement of the long-stay type D procedure, applied to the category rather than to suspicious applications, so there is no version of this route where a strong file is waved through without one. Prepare for it as an ordinary conversation about a decision you have made: what you will study, why Bulgaria specifically, who is paying and how they came by the money, and what you intend to do afterwards.
Why does a missing document cost so much more on the Bulgarian route?+
Because of where it is discovered. In a country whose file is lodged in Dhaka, a gap is a phone call, a courier and a second visit across town. On the Bulgarian route it is an Indian visa you have already used, a flight you have already taken and a stay you have already paid for, and then all three again. The gap has not become more serious; it has become another international trip. That is the strongest argument there is for finishing the paperwork before booking anything.
Is an apostille enough for Bulgaria, or do I need full consular legalisation?+
An apostille is enough. Bangladesh joined the Apostille Convention with effect from 30 March 2025 and Bulgaria accepts one, which removes the long consular legalisation chain from a Bulgarian file. That is genuinely country-specific and worth getting right, because Denmark, Greece and Finland objected under Article 12 of the Convention, so an apostille is worthless for those three and they still need the full chain. Both halves of that sentence are load-bearing.
My file was refused. Should I appeal or apply again?+
Read the letter first, line by line, before anyone tells you what it says. Bulgaria is in Schengen now. Does that lower the bar?+
No. Bulgaria became a full Schengen member on 1 January 2025 and adopted the euro in January 2026, and what changed is what your residence card is worth after you arrive: it carries travel in 29 European countries. The decisions did not pool. You still apply under Bulgarian rules, with a Bulgarian admission certificate, against Bulgaria's own financial test, at a Bulgarian embassy. Schengen membership shares travel, not decisions.
Can a consultancy guarantee my Bulgarian visa?+
No, and the offer itself is the warning. Nobody outside the institution can obtain the ministry certificate, and nobody outside the embassy influences a consular decision. Paying for help assembling and checking a file is legitimate; paying for an outcome is buying something that cannot be sold.
