Applying for a Bulgarian student visa from Dhaka: where you go, and who actually decides

Bulgaria is the one of our nine decided somewhere else

Bulgaria is the hardest of our nine to apply for from Bangladesh, and the page should say so first. The Bulgarian foreign ministry's own country information for Bangladesh states that Bulgaria has no functioning embassy here and that its embassy in New Delhi is accredited for Bangladesh. Everything inconvenient follows from that line.

What confuses people is that Dhaka is not empty: a Bulgaria visa application centre operates in Banani and an Honorary Consulate sits in Gulshan 2. Both are real offices; neither decides your application.

The Dhaka centre lists type D. When we telephoned, it was not operating

Both obvious simplifications are wrong, so the qualification stays.

From 1 November 2025, Bulgaria and VFS Global began accepting long-stay type D applications at centres in six Indian cities including New Delhi — a service for applicants resident in India. Separately, a Bulgaria visa application centre operates in Dhaka, and its published category list includes Long Term Visa (Type D), exactly what a student needs. Side by side, those two facts look as though the Delhi journey has quietly ended.

It has not. We telephoned the Dhaka centre on 9 September 2026 and asked directly: can a student lodge a complete type D file there? The answer was that the category is not yet operating from Bangladesh — the service has been announced, but work on it has not started. That matches the centre's own material, which publishes fees and document lists for short-stay categories and none for type D. Listing a category is not running it.

Re-check it before you spend anything. This is the kind of fact that changes without an announcement, it is the single change that would most improve this route, and nobody will tell you when it happens. Telephone the Dhaka centre and ask that question in those words before you book an Indian visa appointment or a flight. If the answer has changed, ask for it in writing; treat a verbal maybe as a no.

A visa application centre is not the decision-maker

This governs what you can expect from every counter you stand at, here and in the other eight. An outsourced visa application centre takes your documents, your biometrics and the fees, and hands the passport back. That is the job.

The people at the counter are not consular officers. They are not trained to judge whether your sponsor letter is strong enough or your bank statement reads well, and when they answer anyway they are being helpful rather than authoritative. Take document advice from the mission's published requirements and from what an officer actually reads in a bank statement, not from a queue.

One sentence saves money: nobody at a counter can make your file move faster, so nobody can sell you that. Anyone who offers is selling what they do not control — the first pattern in how to choose a consultancy.

The honorary consulate is not a visa section

Bulgaria maintains an Honorary Consulate in Gulshan 2. It is a real appointment, useful for information and certain document services. It is not a visa section. It cannot take a type D application or biometrics, cannot conduct the interview, and cannot influence a decision taken in New Delhi.

The misunderstanding is expensive rather than embarrassing: a student who thinks otherwise budgets no Indian visa, no flight and no room, then finds the gap in the month the term starts. See the countries with no embassy in Dhaka and Dhaka or Delhi.

What the Delhi leg actually costs

We will not invent a hotel bill. The honest measure is the gap between our own two published planning ranges.

A Bangladeshi student applying to a single country spends roughly BDT 2-4 lakh inside Bangladesh before departure. Where the file is decided in Delhi, that becomes roughly BDT 3-5 lakh. The extra is not one line: an Indian visa with its own timetable, travel, somewhere to sleep, days away from work or classes, and the real chance of a second trip if a document is missing on the day.

Three things follow, in this order.

1. 1Start the Indian visa first. It is a separate application to a separate government and does not care about your intake date. An appointment you cannot travel to is worth nothing.
2. 2Finish in one trip. Carry every original in hand luggage. Build the file against the checklist and pack it in the order in assembling the physical visa file.
3. 3None of it comes back. Attestation, translation and legalisation run BDT 10,000-30,000, courier BDT 4,000-9,000, and a refusal refunds none of it — see what you spend.

The steps, in order, and who owns each one

Step 5 is not in your hands and usually decides whether a September start is realistic: the university applies for the ministry certificate using your attested documents, and a Delhi appointment booked before it exists is a wasted trip. Step 4 is where Bulgaria is kinder than some neighbours: it accepts a Bangladeshi apostille, which shortens the chain considerably against Denmark, Greece and Finland, all three of which objected and still require full consular legalisation (the detail).

The interview is part of the category, not a verdict on you

For a Bulgarian long-stay type D visa, a personal interview is normally a requirement of the procedure rather than a screening step for suspicious files. That is good news about what it means and bad news about what it costs: nobody is singling you out, and you still have to be in the room.

Prepare as for an ordinary conversation about a decision already taken — what you will study, why Bulgaria, who pays, what happens after graduation. The questions and what the officer is testing, answering why this country and the money questions cover it.

The funding rule you will be asked to explain is a rule, not a fixed sum: Bulgarian law says a student's monthly means may not fall below the national minimum wage, EUR 620 a month in 2026, about EUR 7,440 for a year, and no blocked account is required. When there are no appointment slots

An empty appointment diary is a real and solvable problem, and also this industry's best market for things that do not work: what works and what is a scam. One rule — where an appointment is scheduled it is free, so a fee for a slot is never a fee the system charges.

Two Bulgaria-specific notes. Pressure peaks before the September to October intake, because a large share of Bangladeshi students choosing Bulgaria go for medicine and dentistry and sit in one queue (what that costs). And because the decision sits in Delhi, a slot is half the problem: the Indian visa must be in your passport first, which is why step 7 sits before step 8.

Fees: who sets them, and why there is no figure here

Two separate charges exist, and students routinely merge them.

• The visa fee is set by the Bulgarian state and collected for the mission that decides your file. On this route it has been quoted in Indian rupees, because the tariff belongs to the Delhi mission.
• The service fee belongs to the application centre for running the counter, in local currency.

Optional extras — courier return, photocopies, photographs — are optional.

There is no figure here on purpose. Fees are revised, the rupee and the taka move against each other, and when we checked there was no published type D fee list for Dhaka, because the category was not operating. Who should not take this route

Someone whose budget only works without a Delhi trip should not choose Bulgaria. Nor should someone who cannot realistically obtain an Indian visa, or be away from Dhaka for the days it needs. Those are not obstacles a strong file pushes through; they are the route itself, and it is better to learn that in March than in August.

If you are choosing Bulgaria mainly because it is cheap, check the whole number, not the tuition line. EUR 3,000-5,000 a year in public tuition and EUR 350-500 a month to live are genuinely low, and the Delhi premium eats a visible share of the first-year saving. The visa gets you in. It does not let you stay

A type D visa is the long-stay entry document, not permission to live in Bulgaria for the length of a degree. After arrival you apply to the Migration Directorate for a residence card, and that card carries your status and, because Bulgaria has been fully in Schengen since 1 January 2025, travel across 29 European countries. Bulgaria also adopted the euro in January 2026, so every figure here is in euro.

Timing, and the number nobody has

Nobody publishes a student visa success rate for Bulgaria or the other eight; anyone quoting one should be asked which official page it came from, and that question usually ends the conversation. EU law gives a complete student application a maximum of 90 days, and the load-bearing half of that sentence is the second: the clock starts when the file is complete. The honest summary

Bulgaria asks more of a Bangladeshi applicant than any of the other eight and costs less than almost all of them once you live there. Both halves are true at once; the choice is which matters more to you.

The awkwardness sits in one place: a decision taken in another country, by a mission you must visit in person, on a route where a Dhaka centre lists the category but was not yet running it when we last asked. The protection is sequencing — admission, ministry certificate and Indian visa, all early — and one telephone call before you assume anything about where your file goes.
