A master's in Bulgaria from Bangladesh: the cheapest of the nine is the one you must check hardest

Md. Salahuddin 12 min read Last reviewed: 2026-09-20Choosing a country

A master's in Bulgaria is the cheapest postgraduate route among the nine countries we work with: public tuition of EUR 3,000 to 5,000 a year, living costs of EUR 350 to 500 a month, and roughly EUR 7,440 a year to evidence, with no blocked account. That is the direct answer. The rest of this page is about the thing that low price quietly talks people out of doing — checking, on a public register, that the programme you are joining is accredited in the professional field you intend to work in, and not merely taught at a university accredited for something else.

The check a low price talks you out of

When a degree costs as much as a flat in Dhaka, people read the accreditation page twice. When the tuition line says EUR 3,000 to 5,000, they read the fee page and stop. That is the real risk in Bulgaria, and it is not a risk about the country. It is a risk about how carefully a cheap thing gets read.

Accreditation in Bulgaria is done by one body, the National Evaluation and Accreditation Agency, which publishes both the accredited higher education institutions and the accredited professional fields inside each one. There is no such thing as an EU-accredited university: accreditation is a member state's job, and European recognition of a Bulgarian degree follows from the Bulgarian accreditation rather than from anything issued in Brussels. Our guide to Bulgarian universities sets out how to read the register.

At bachelor level you can broadly get away with checking the institution. At master's you cannot, and this is what makes the accreditation question sharper at postgraduate level rather than softer. A master's is not a general education. It is one narrow professional field, and an institution can hold institutional accreditation while not holding programme accreditation in the exact field you are enrolling in. You are buying the field, so check the field.

LayerWhat it coversWhere it is publishedWhat it still does not tell you
Institutional accreditationThat the institution may award degrees at allThe NEAA registerAnything about your subject
Professional field accreditationThat this institution may teach and examine your fieldThe NEAA register, inside that institution's entryWhether this programme is taught in English
Programme realityLanguage of delivery, fee, intake, deadlineThe faculty's own page, never a course-finder summaryWhether your own degree will be recognised

Three layers, three different sources, and the cheapest programme in the country is exactly as likely to fail the second as the most expensive one. What Bulgaria is actually good for is the honest version of the trade-off.

Eligibility here is a question about credits, not years

European admissions count credits. A three-year bachelor is roughly 180 ECTS and a four-year roughly 240, and most European master's ask for at least 180. A Bangladeshi four-year honours degree therefore travels almost everywhere. The three-year pass degree is the problem case: on paper it roughly reaches 180, but evaluators place it below honours, so the arithmetic is not the whole story. The dependable fix is a one-year Bangladeshi master's on top, which lifts the file above the honours line and removes the argument. Three years or four sets out the comparison, and National University and private degrees covers which awarding bodies raise questions.

Bulgaria then adds a test the bachelor route does not have: content match. The university is not only asking whether you hold a degree but whether what you studied lines up with the field you are applying to, and that is read from your syllabi and course descriptions. Most applicants have never requested that document, and a Bangladeshi university can take weeks to produce it. Start it early — see course descriptions and syllabi and collecting transcripts and certificates.

CGPA: a working rule, clearly labelled as one

There is no official universal conversion between a Bangladeshi CGPA and a European grade, so anyone quoting you a national cut-off is inventing it. The working rule across European admissions is that 3.0 on a 4.0 scale is a common threshold, 3.5 and above is competitive for scholarships, and 2.5 to 3.0 means choosing programmes carefully rather than giving up. We publish it as a working rule because that is what it is. CGPA and ECTS conversion explains the mechanics, and a low CGPA in Europe and the best of the nine with a low CGPA deal with the case honestly.

One thing genuinely works in your favour at master's level: because Bulgaria weighs subject match, a modest CGPA in a closely related field can read better than a strong one in an unrelated subject.

Recognition runs through the university, and cannot be chased

This is the part of the Bulgarian route people discover too late. Admission of a non-EU student is finalised through the Ministry of Education and Science, and the university applies for the admission certificate using your attested documents. You do not file it. There is no counter to visit and no reference number of your own to quote, so there is nothing to follow up and no way to pay for speed. Bulgaria entry requirements explained sets out the five tests a file has to pass, and this is the one you have least control over.

What you control is when it can start, which is the day your attested documents exist. So the earliest task on a Bulgarian master's file is not the application — it is attestation and legalisation. Bulgaria accepts the Bangladeshi apostille, in force since 30 March 2025, which shortens the paperwork considerably; Denmark, Greece and Finland objected under Article 12 and still require the full consular chain, so do not carry a friend's Denmark experience across. Document attestation and apostille and which countries refuse the Bangladeshi apostille cover it.

The consequence is money, not only time. Bulgaria has no embassy in Dhaka, so the type D visa is applied for in person in New Delhi — see applying for a Bulgaria student visa from Dhaka and where Bangladeshi students apply. A gap between the certificate arriving and your appointment therefore costs a trip, not an afternoon. Bangladesh-side spend for a Delhi-decided file runs BDT 3 to 5 lakh rather than the BDT 2 to 4 lakh of a locally decided one, and a second journey means a second fare, a second Indian visa and a second hotel. Book Delhi before the certificate exists and you will very likely pay all of it twice.

Language: 5.5 is our observation, not the country's rule

Bulgaria publishes no national IELTS requirement for university entry. What we observe across programmes is a requirement around 5.5, with English-medium programmes commonly asking about 6.0, and many universities accepting their own online English test or a medium-of-instruction letter instead. That is an observation of programmes, not a rule of the country, and we will not dress it up as one.

Honestly, the bar is not higher at master's level than at bachelor level — our dataset publishes the same band for both. What changes is the risk of assuming. A programme listed as English on an aggregator may carry a Bulgarian preparatory year or be delivered partly in Bulgarian, and only the faculty page settles it. How much local language you need in Hungary, Greece and Bulgaria is the realistic account of living there in the meantime.

What it costs, and what you must evidence, are different numbers

LineFigure
Public tuitionEUR 3,000 to 5,000 a year
HousingEUR 150 to 280 a month
FoodEUR 120 to 180 a month
TransportEUR 15 to 30 a month
OtherEUR 50 to 90 a month
Living totalEUR 350 to 500 a month
Funds you must evidenceAbout EUR 7,440 a year
Blocked accountNot required
Bangladesh-side spendBDT 3 to 5 lakh, Delhi included

The proof-of-funds figure is a rule rather than a fee: your monthly means may not fall below the Bulgarian minimum wage, EUR 620 in 2026, which is about EUR 7,440 across a year. Because no blocked account is required, the money is evidenced rather than immobilised — a real advantage over routes that freeze a year's costs. Bulgaria proof of funds explained has the mechanics, and what studying in Bulgaria costs the full budget.

Medicine and dentistry sit outside all of this. Tuition is higher, the course is longer, and entry is through a written biology and chemistry examination. Do not price a medical degree from this page — MBBS in Bulgaria does it properly, and Bulgaria versus Cyprus for medicine compares the two routes.

Funding a master's, without building the file on it

The Bulgarian government operates a quota scheme for international students, set out in the government scholarship quota explained. Apply to it. Then build the visa file as though it will not arrive in time, because the funds requirement is a legal condition on your means and a pending application is not evidence of anything. Evidence the EUR 7,440 independently, and treat anything the scheme provides as a reduction in what you spend rather than a substitute for what you show.

Work: there is no hours figure, and anyone quoting one invented it

Our country dataset records limited part-time work under specific conditions and attaches no weekly or annual hours figure, because Bulgaria does not publish one. Hungary and Greece are the same. This matters because some other countries do publish a limit and Bulgaria does not, so a site handing you a confident Bulgarian number has almost always copied it from a country that does. Read student work rules in Bulgaria and a student visa is not a work permit, and budget as though earnings are zero.

The deadline shape at master's level

Bulgaria runs a September to October intake and a limited February one. But the date that actually governs a master's file is not the university's advertised deadline: it is the recognition step plus a New Delhi appointment. EU law caps a decision on a complete student application at 90 days, and the clock starts when the file is complete rather than when you hand it in — so every week saved on attestation is a week taken off the real timeline, while a week saved on the application form is worth nothing.

Work backwards from the intake, not forwards from today. Bulgaria intakes and deadlines, visa processing time, the European application timeline and how the DreamApply portal works cover each leg. Why Bulgaria student visas are refused is worth reading before you submit rather than after.

Who should not do a master's in Bulgaria

If the real plan is to earn rather than study, this is the wrong country and the wrong page. There is no published hours figure to rely on, the wage base is low, and a study permit is not a work permit.

If your professional field is not accredited at the institution you like, go no further, however good the price is. If you want medicine, you want a different route with an entrance examination and a different budget. If you hold a three-year pass degree with no top-up and you are aiming at this September, a cycle spent adding a Bangladeshi master's will cost less than a refusal and a repeated Delhi trip. And if you cannot comfortably fund the Delhi journey twice, build the timeline so that you never need to.

One legitimate reason to come that people state badly: our country guide notes that after a year or two, credit transfer towards a country such as Germany or Italy is possible. That is a real route — see transferring credits between European universities — but it is a plan with its own paperwork and its own risks, not a back door. Choose Bulgaria because the programme is right, not because you intend to leave it.

What to do next, in order

  1. 1Find the institution and your professional field on the NEAA register. Both layers, by name.
  2. 2Confirm on the faculty's own page that the programme is genuinely taught in English.
  3. 3Start attestation and the apostille now, because ministry recognition cannot begin before your documents are clean.
  4. 4Request syllabi and course descriptions from your Bangladeshi university, and expect it to be slow.
  5. 5Apply. When the offer arrives, the university starts the ministry certificate and your job is to wait well.
  6. 6Only once the certificate exists, book New Delhi.
  7. 7Read the Bulgaria country guide for the figures that apply wherever you land, and study in Bulgaria from Bangladesh for the route end to end.

Common questions

Is a Bulgarian master's degree recognised across the EU?+

It is if the institution and your professional field are accredited in Bulgaria, because European recognition follows from national accreditation. Accreditation is a member state's job, done in Bulgaria by the National Evaluation and Accreditation Agency, which publishes the accredited institutions and the accredited professional fields inside each one. Ignore the phrase EU-accredited entirely: no body in Brussels accredits a university, so a school advertising itself that way is describing something that does not exist.

How do I check that a Bulgarian university is accredited for my subject?+

On the register published by the National Evaluation and Accreditation Agency, and you check it twice. Institutional accreditation says the university may award degrees at all. Professional field accreditation says this institution may teach and examine the field you are enrolling in. An institution can hold the first without holding the second for your subject, and at master's level the field is the whole purchase, so the second check is the one that matters. Neither layer tells you whether that particular programme is taught in English, runs this year, or what it costs, which is why the faculty's own page is the third thing to read.

Will my three-year pass degree be accepted for a master's in Bulgaria?+

It is the problem case, in Bulgaria as everywhere else in Europe. Admissions count credits rather than years, and most master's ask for at least 180 ECTS, which a three-year bachelor roughly reaches on paper. The difficulty is that evaluators place a Bangladeshi three-year pass degree below honours, so the credit arithmetic is not the whole story. The reliable fix is a one-year Bangladeshi master's on top, which lifts the file above the honours line. A four-year honours degree of roughly 240 ECTS is accepted almost everywhere.

What CGPA do I need for a master's in Bulgaria?+

No official universal conversion exists between a Bangladeshi CGPA and a European grade, so nobody can honestly quote you a single cut-off for the country. The working rule across European admissions is that 3.0 on a 4.0 scale is a common threshold, 3.5 and above is competitive for scholarships, and 2.5 to 3.0 means choosing programmes carefully rather than abandoning the plan. At master's level Bulgaria also weighs what you studied against the field you are applying to, which is read from your syllabi and course descriptions, so a modest CGPA in a closely matching subject can read better than a high one in an unrelated field.

Who applies for the Ministry of Education certificate, and can I speed it up?+

The university applies for it, using your attested documents, and no, you cannot speed it up. Admission of a non-EU student in Bulgaria is finalised through the Ministry of Education and Science, and the admission certificate it issues is the central document of your visa file. You have no counter to visit and no reference of your own to quote, so there is nothing to chase. What you do control is the date the process can begin, which is the day your attested documents exist. That is why attestation is the first task on a Bulgarian file rather than the last.

Do I need IELTS for a master's in Bulgaria?+

Often, but not always, and there is no national IELTS rule to quote. What we observe across Bulgarian programmes is a requirement around 5.5, with English-medium programmes commonly asking for about 6.0, and many universities accepting their own online English test or a medium-of-instruction letter instead. Treat those as our observation of programmes rather than a rule of the country. The band is not higher at master's level than at bachelor level, so the real risk is different: a programme listed as English on a course-finder may carry a Bulgarian preparatory year or be taught partly in Bulgarian, and only the faculty's own page settles that.

What does a master's in Bulgaria cost, and how much do I have to show?+

They are two different numbers and confusing them is a common way to under-budget. A public programme runs EUR 3,000 to 5,000 a year in tuition and living costs are EUR 350 to 500 a month. What you must evidence for the visa is separate: Bulgarian law requires that your monthly means do not fall below the national minimum wage, EUR 620 in 2026, which works out at roughly EUR 7,440 for a year. Bulgaria does not require a blocked account, so that money is evidenced rather than frozen. On top of both sit the Bangladesh-side costs, roughly BDT 3 to 5 lakh for a file decided in New Delhi.

How many hours a week can I work as a student in Bulgaria?+

Bulgaria does not publish an hours figure, and this is one of the few honest answers on the internet about it. What our country dataset records is that limited part-time work is possible under specific conditions, with no weekly or annual number attached. Any website quoting you 20 hours a week for Bulgaria has invented it, usually by copying another country's rule. Plan the budget as though earnings will be zero, because a student visa is a permission to study and not a work permit.

Where do I apply for the visa, and why does that matter for a master's?+

In New Delhi, in person. Bulgaria has no embassy in Bangladesh, so the national type D student visa is applied for at its embassy in India, and you carry the travel and accommodation costs yourself. It matters for a master's because your file depends on a ministry certificate whose timing you do not control, so booking the trip before that certificate exists risks a wasted journey and a second set of fares. EU law caps a decision on a complete student application at 90 days, and the clock starts the day the file is complete rather than the day you hand it in.

Is Bulgaria in Schengen, and can I travel on my residence card?+

Yes. Bulgaria has been a full Schengen member since 1 January 2025, and the euro took effect in January 2026, so the figures on this page are in euros rather than a converted local currency. A Bulgarian residence card lets you travel within the 29 countries of the area, subject to the usual limits on how long you may stay in another member state. That travel right is a genuine advantage of the route, but it is a travel right and not a work right anywhere else.
