The short answer
There is no single best university in Bulgaria for a Bangladeshi student, and the ranking you were about to search for answers a question you are not asking. Rankings are built from research output, citations and surveys of academics — none of which changes what you pay, whether you are admitted, or whether your file reaches New Delhi in time. Five other things do, and in Bulgaria the first decides the other four.
- 1Is this a medical university or a general one? In Bulgaria those are two different products, at two different prices, behind two different doors.
- 2Is that exact programme genuinely taught in English, or does it carry a Bulgarian preparatory year nobody put in the quote?
- 3Is the institution accredited by Bulgaria's own national agency? The check is free, it takes an evening, and it is the one people skip precisely because the country is cheap.
- 4What does the city cost, month after month, against a national EUR 350-500?
- 5What is the institution's own deadline, and does the recognition step behind it start early enough?
A ranking answers none of them.
The line that splits every Bulgarian shortlist in two
Most Bangladeshi families look at Bulgaria because of medicine. That is the honest reason the country is marketed here, and it is why general universities get described in the medical universities' vocabulary and the reverse. They are not the same proposition on any axis that counts.

Settle which side of the line you are on before you look at a single institution. Most Bulgaria budgets that fall apart fall apart right here, when a family priced a general degree and applied to medicine.
Why this is one page and not fifteen
Some sites run a separate page for every Bulgarian institution with a recognisable name. We measured what Bangladeshi students type: each name drew one or two searches, and the question underneath them was identical. So this is a method, and the institutions that earn their own guide have one.

City cost level is a position, not a price. The national band is EUR 350-500 a month, and each city's real figure is in its own guide: Sofia, Plovdiv and Varna. Over three or four years, where you sit inside that band moves the total far more than anything a ranking measures.
A two-row table is honest rather than embarrassing, and it is why the rest of this page is a method: you will look at institutions we have not covered.
Public, private, and the check Bulgaria's price tag makes people skip
There is no such thing as an EU-accredited university. The phrase is everywhere in marketing and it means nothing: accreditation is done by the member state, and in Bulgaria by one body, the National Evaluation and Accreditation Agency, which publishes the accredited higher education institutions and the accredited professional fields inside each one. EU recognition of a Bulgarian degree follows from that national accreditation. Nobody in Brussels issues it.
Two kinds exist and they are not interchangeable. Institutional accreditation covers the university; programme accreditation covers a professional field inside it. An institution can hold the first and not the second for your subject, which is the gap a careless prospectus hides.
Bulgaria is the cheapest of the nine countries we handle, and that is the risk as much as the attraction, because a low price is disarming. A fee that looks trivial beside a Western European one is still years of a family's savings, and a small-feeling sum is far easier to hand over without asking who accredited the programme. Before any money moves: checking a private university or college, checking that an offer letter is genuine and fake documents and agency fraud.
How to check any Bulgarian university yourself
Five checks, in order, each able to end the conversation on its own. Notice what is missing from the right-hand column: a ranking, an agent, or an article — this one included.

1. Is the institution accredited, and is your programme accredited?
Open the agency's own site, find the institution on its list of accredited higher education institutions, then find your professional field inside it. Do that before the prospectus: everything else is wasted effort if the answer is no. An institution vague about accreditation and precise about fees has answered you already.
2. Is the programme genuinely taught in English?
Bulgaria publishes no national English score. Across the English-taught programmes we see, the band asked for is commonly 5.5, and around 6.0 on the English-medium pathways set out on our country guide — but that is our observation, not a rule you can cite, and the faculty's own page is the only binding version. Many Bulgarian universities run their own online English test instead, and some accept a Medium of Instruction letter: which universities accept an MOI letter, the best of the nine without IELTS and what your band means.
The expensive version of this mistake is not the score. English provision is real but concentrated — medicine and dentistry, engineering, business, computer science and pharmacy — and a Bulgarian-taught degree needs a preparatory language year first: a real cost and a real year of your life, and the line most often missing from a quote. 3. What will it actually cost, all in?
A public Bulgarian university charges EUR 3,000-5,000 a year for a general programme, and living costs run EUR 350-500 a month: roughly EUR 150-280 rent, EUR 120-180 food, EUR 15-30 transport and EUR 50-90 for the rest. That is the cheapest combination among our nine, which is why Bulgaria is on your list at all — what studying in Bulgaria costs and Italy, Hungary or Bulgaria on a tight budget.
Separate from that is the money you evidence for the visa. Bulgarian law says your monthly means may not fall below the national minimum wage, EUR 620 a month in 2026 — roughly EUR 7,440 for a year. You evidence it, you do not transfer it, and there is no blocked account.
4. Who pays, if anyone does
Bulgaria has no large scholarship market. The one real public route is the government quota, announced by the ministry rather than on any agency's Facebook page: the Bulgarian government scholarship quota, read against how to read a scholarship advertisement. Budget as though you will not win one; the funds rule is about money you can evidence.
5. Its own deadline, and the two steps hiding behind it
Bulgaria's intakes are September and October, plus a limited February one — the spring intake, and who it suits. The university's own closing date sits well before those, with two slow steps behind it.
The first is Ministry of Education and Science recognition of your HSC, normally initiated by the university and unable to start until your certificates are attested. Bangladesh joined the Apostille Convention, in force 30 March 2025, and Bulgaria accepts an apostille — unlike Denmark, Greece and Finland, which objected: the countries that refuse it.
The second is geography. Bulgaria has no embassy in Bangladesh, so the D visa interview is in New Delhi, travel and stay at your own cost. That is why a Bulgarian file typically costs BDT 3-5 lakh on the Bangladesh side rather than the BDT 2-4 lakh of a locally decided application — a calendar problem before it is a money one: where you apply for a Bulgarian visa and study in Bulgaria from Bangladesh. EU law allows a complete application a maximum of 90 days for a decision, but that clock starts only once the file is complete.
For a master's the question is credits, not years: a three-year bachelor is roughly 180 ECTS, a four-year roughly 240, and most European master's want at least 180 — which Bangladeshi degrees Europe accepts and the best of the nine with a low CGPA.
If the name is the reason you picked it, read this twice
For most Bangladeshi students the binding constraints in Bulgaria are money and timing, not reputation. Nothing here turns people away in large numbers; a ministry recognition step, a Delhi interview and a preparatory language year do. Choosing on prestige is how a student ends up committed to a Bulgarian-taught degree with an uncosted extra year, in the most expensive of the three cities, three weeks after the autumn intake closed — while the same subject ran in English elsewhere for the same fee.
Prestige is the fifth thing to optimise, not the first. If two programmes are level on accreditation, language, price and calendar, take the better-known one.
Who should ignore this page
If your plan is to work in Bulgaria after graduating. The graduate market is small, salaries are low by EU standards, and Bulgaria publishes no weekly student work-hours figure at all — the right to work while studying is limited and conditional, so anyone quoting a number has invented it: student work rules in Bulgaria. This is an affordable EU degree, not a self-funding one.
If your subject sits outside the English-taught fields. Beyond medicine and dentistry, engineering, business, computer science and pharmacy, English provision thins out fast and the honest answer is a different country: what Bulgaria is actually good for and the nine ranked by real cost.
If arriving without a community would break your first year. Not a list of names. Three programmes, chosen so they cannot all fail for the same reason.

- 2Three programmes, not three universities. You apply to a programme, and two inside one university can differ on language, deadline and accredited field.
- 3Every one found on the accreditation list by name, and confirmed English-taught from the faculty's own page, not a course-finder summary.
- 4At least one in a cheaper city, so your lowest-cost scenario is a live option and not a fallback.

There is no single answer, and anyone giving you one has not asked about your subject or your budget. How do I check that a Bulgarian university is accredited?+

Check both: institutional accreditation covers the university, programme accreditation covers the subject, and an institution can hold the first without holding the second for what you want to study. How much does a Bulgarian university cost for a Bangladeshi student?+

Is Bulgaria cheap because the universities are low quality?+

Is medicine in Bulgaria easier to get into because the country is cheap?+
No, and this is the most expensive misunderstanding about Bulgaria. Medical entry normally runs through a written entrance examination in biology and chemistry, so the filter is academic rather than financial, and the cost is higher than the general EUR 3,000-5,000 band. Treat the examination as the main piece of work in the application rather than an afterthought.
How much money do I have to show for the visa?+
About EUR 7,440 for a year. It is not a fee but the output of a rule: your monthly means may not fall below the national minimum wage, which is EUR 620 a month in 2026. Find the institution and your professional field on the national accreditation list; confirm from the faculty's own page that the programme is taught in English for your intake; establish whether it sits on the medical side of the line, with the examination and the higher fee that implies; check the city's monthly cost against EUR 350-500; and read the institution's own deadline against the September, October and February intakes, allowing time for ministry recognition of your HSC.
