Studying in Malta right after HSC: the English is real, and so is the Matriculation question

Md. Salahuddin 10 min read Last reviewed: 2026-09-21Choosing a country

Yes — you can go to Malta for a bachelor's degree straight after HSC, no waiting year and no gap to explain later, and once there you will study, shop, bank and work in English, which is true of no other country on our list. The caveat nobody mentions in the WhatsApp group: Malta is also the country where your HSC certificate itself is most likely to be questioned, because the main public university measures it against a Maltese school qualification with a different shape.

Both belong in the same sentence. Take only the first and you arrive expecting an easy admission; take only the second and you write off the one destination where the language barrier that defeats Bangladeshi students elsewhere is simply absent.

The sentence that is not quite true

You have almost certainly read that *Hungary, Cyprus, Malta, Greece and Bulgaria admit directly on HSC plus English evidence* — fair as a nine-country summary, our own cross-Europe page included, and too coarse for Malta. The gap is where families lose a year.

The University of Malta assesses your qualification against its General Entry Requirement, built around the Maltese Matriculation Certificate — a particular combination of advanced and intermediate subjects, not a count of school years. A Bangladeshi HSC on its own is frequently assessed as not meeting it, the finding of our own University of Malta guide. That does not close Malta to you. It means the order of operations is different here, and the first step is free.

Twelve years of schooling is not Malta's test

European admissions usually start with a volume question: twelve years of schooling, yes or no? HSC, Alim and A-Levels all answer yes — which is why the twelve-year rule is not where an HSC applicant gets stuck, why SSC alone is a different conversation, and why an Alim qualification travels the same way.

Malta asks a second question on top. Not *how long did you study* but *did you study this structure of subjects at this depth*. That is a comparison, not a counter, and it can come out short even when the twelve years are complete.

One aside: the 3.0 on a 4.0 scale rule is about a bachelor's CGPA for a master's, and your HSC GPA is not on that scale — how grade conversion works, what a lower result leaves open. Here the binding condition is the programme's own minimum result.

What happens when the HSC is found short

Four realistic outcomes, none of them a rejection letter.

OutcomeWhat it costs you
Assessed as equivalent — you apply directlyNothing beyond the normal route
Additional subjects requestedTime, and the risk of missing the intake
Directed to the one-year Foundation Studies CourseA full extra year of tuition, living costs and evidenced funds
Completed university study accepted insteadA year in Bangladesh rather than a year in Malta

Read the last two rows together. If the answer is "foundation year", you are not choosing between Malta and nothing — you are choosing between a preparatory year in Malta and a year of a bachelor's at home first, and the second is far cheaper, since you are not paying Maltese living costs meanwhile.

⚠️ The foundation year is the most over-sold product in this market. Malta is the unusual case where it can be the university's own published answer rather than an invention — which is why sequence matters. Never buy a foundation course before an admissions office has assessed your certificate in writing. The assessment costs an email. The wrong foundation year costs a year.

No portal, no national deadline, no national exam

Several countries put a national machine between you and a place: one portal, one round, one closing date, sometimes an entrance test. Malta has none — the deadline binding you is the institution's own, on its programme page (Malta's intakes and deadlines). That sounds like freedom and is mostly the opposite: a portal is also a safety net, and in Malta nothing rescues a late application.

So one check is non-negotiable, especially for an eighteen-year-old looking at a private institution. Institutions are licensed and programmes accredited by the MFHEA, whose register is public. If an institution is not in it, there is nothing to discussthe Malta universities guide, the private provider checklist.

English is the medium — the certificate is still a separate document

This is what makes Malta worth the trouble. English is an official language, so teaching happens in it, public administration happens in it, and so does the rest of your life: the lease, the bank, the pharmacy, the shift at the restaurant. Everywhere else in Europe, English gets you through the lectures and the local language quietly binds everything outside them. At eighteen, alone abroad, even registering an address or opening an account happens in a language you already have.

It does not remove the English certificate. Our country data records an English requirement, and across the programmes we look at the band sits around 6.0 at bachelor level — but that is our observation, not a national rule. No Maltese authority publishes a national band, so any page quoting one has invented it. An MOI letter is accepted on some programmes and not others: ask, never assume, Malta without IELTS, what the test costs here, bands by country.

The calendar, working backwards from October

Malta teaches from October, with a second intake in February. ⚠️ Read the order below as planning offsets for your own diary — not published dates, and not anyone's processing estimate. The only date that binds you is your institution's.

OrderWhat has to be finishedWhy here
First of allQualification assessment requestedEverything below depends on the answer
Well before applyingIELTS sat, with room for a retakeA short band needs time to re-sit
From about a year outFunds visible, building a historyA statement is read as a history, not a photograph
The institution's windowApplication submittedNo national deadline exists to save you
After the offerTuition instalment, accommodation in writingWhere you will live belongs in the visa file
Before submissionAttestation, apostille, translation, courierEach step starts only when the last finishes
ThenSubmission at VFS in DhakaEU law allows a maximum of 90 days on a complete file
OctoberTeaching beginsA month after most of Europe

Now the uncomfortable arithmetic. If you are reading this in September with an HSC result in hand, the October intake beginning now is gone, and February with it, since an institution's window for a February start closes well before December. Your realistic first lecture is next October — the cross-Europe figure is about eighteen months from result to first lecture, and Malta's later start does not shorten it.

Applying while your HSC result is still pending

Malta publishes no national rule about provisional results, because there is no national admissions body to publish one. The institution decides, which makes it a question you settle by email rather than by rumour. So before any result exists: send admissions what you have and ask how your qualification will be assessed. Applying while you wait for your HSC result has the approach, and if a gap is already behind you, a gap with a clear explanation is accepted — our Malta data says so in as many words.

The money, and the arithmetic behind the number everyone quotes

Malta prices the visa by the month, not the year. You must evidence EUR 950 for every month of stay, and nobody multiplies it for you: twelve months at EUR 950 is EUR 11,400. That is the whole derivation of the annual figure you will see quoted — reproduce it yourself.

LinePublished figure
HousingEUR 280-500 a month
FoodEUR 180-280 a month
TransportEUR 26-40 a month
OtherEUR 80-150 a month
Living costs, all inEUR 600-900 a month
What you must evidenceEUR 950 a month
Public tuition, national bandEUR 5,000-11,000 a year
Blocked accountNone

Read the two middle lines together: Malta asks you to show more than it expects you to spend — a margin, not a trap. An individual institution sets its own fees above or below that band, so take the number from its fees table, not from ours.

A bachelor's runs over several years and permission is renewed rather than granted once, so ask your institution and Identita what period your first application must cover: a per-month rate makes the stay the multiplier. A foundation year adds a whole extra year of funds.

Building the file in Dhaka costs roughly BDT 2 to 4 lakh before any decision, none of it refundable: ticket BDT 70,000 to 120,000, attestation, translation and legalisation BDT 10,000 to 30,000, courier BDT 4,000 to 9,000. Malta files are decided from Dhaka — you submit at VFS here and do not travel to India. Detail: proof of funds, tuition fees, what Malta costs, Msida costs, no blocked account here, scholarship schemes.

⚠️ Tuition, insurance and the money you show are never consultancy fees. They go to the institution or stay in your own account.

You cannot work for the first ninety days

For the first 90 days after arrival, roughly thirteen weeks, you cannot work at all. After that you can work 20 hours a week with an e-Residence card and an employment licence through Jobsplus — the rules in full, the European picture.

For an eighteen-year-old budgeting on early earnings, that ban lands exactly where costs peak: deposit, first rent, the whole first month at once. Read the first month's budget and finding accommodation before you fly — an October arrival signs at the top of the summer rental market.

The compensation is Malta's alone among the nine: when the ninety days are up, the jobs are in English. Elsewhere a part-time job is gated behind a language you have not learned yet.

The apostille: a real advantage, and its limits

Malta is in the EU, a full Schengen member, and it accepts a Bangladeshi apostille — in force since 30 March 2025, with no Article 12 objection from Malta, so one apostille replaces the old consular legalisation chain. Do not generalise: Denmark, Greece and Finland objected and still need full legalisation (which countries refuse it, the route from Dhaka). And do not overstate it — it certifies a signature and seal, says nothing about your grades, and will not rescue a certificate already assessed as short.

Who should not go to Malta after HSC

This is the section that costs us business.

The student whose subject is not taught on the island. Malta is small, the catalogue is genuinely limited, and the depth sits in a few fields: business and finance, IT and gaming, hospitality, blockchain and fintech, English. Unlike a large country there is no second university to fall back on — if your subject is not taught in Malta it is not taught in Malta, and taking a nearby subject at eighteen sets a career's direction. Check depth first: CSE and IT, business and MBA, tourism and hospitality, what Malta is actually good for.

The student who must send money home from month one. The ninety-day ban makes it impossible, and 20 hours a week afterwards is pocket money against Maltese rent.

The family whose documentable savings do not reach EUR 950 a month plus a year of tuition — and who could not absorb a foundation year if the assessment asks for one. A gap in the money turns a question about funds into a question about credibility, the root of most Malta refusals.

The student who needs a famous name, which Malta does not have — the comparison actually being made is Cyprus versus Malta, the wider one which European country should I choose. And the student whose plan is really migration: a student visa is not a work permit.

⚠️ Medicine, dentistry, pharmacy and nursing are regulated professions — a degree is not a licence to practise, in Malta, the EU or Bangladesh.

What Malta does not publish, and what to do this week

Beyond the missing national band, deadline and portal already covered above, three more blanks — because a page pretending to have every number is the page to distrust. No student-visa success or refusal rate: no authority produces one, so every number you have seen quoted was invented. No published processing time: Malta sets no service standard, so the only figure with force is the EU's 90-day ceiling on a complete application — a legal maximum, not a prediction of your wait (what that means). And no fixed post-study months, only conditional work after graduating and a residence route after long lawful stay; Identita answers that, not an agent.

So, this week: email admissions for a written assessment of your HSC — not a phone call, not an agent's opinion, writing. Check the institution is in the MFHEA register before you send money. And price it honestly, including a possible foundation year, against a public place elsewhere in Europe.

If it comes back positive and the money works, this is one of Europe's cleanest routes for a Bangladeshi eighteen-year-old: English from week one, an EU degree, a file decided in Dhaka. Malta buys you English, not a cheap degree — both halves are true. Start with the email.

Common questions

Can I go to Malta for a bachelor's straight after HSC?+

Yes, this is a real route and no waiting year is required. But Malta is the country of our nine where the school certificate itself is most likely to be questioned. The University of Malta assesses foreign qualifications against its General Entry Requirement, which is built around the Maltese Matriculation Certificate, and a Bangladeshi HSC on its own is frequently assessed as not meeting it. That is not a rejection: the standard answers are the university's one-year Foundation Studies Course or evidence of completed university study. Ask Admissions and Records to assess your certificate in writing before you build a budget or a timeline around Malta.

So is my HSC enough or not?+

It is enough to satisfy the twelve-years-of-schooling rule that European admissions start from. It is not automatically enough to satisfy the University of Malta's subject-structure comparison, which is a second and separate test. Those two things get merged constantly, including on general European guides. The only answer that binds you is the one the institution you are applying to puts in writing about your certificate, and it takes one email to ask for it.

Do I need IELTS if Malta is English-speaking?+

Almost always yes, and this surprises people. English being an official language of the country changes your daily life; it does not remove the document an admissions office needs to see. Across the programmes we look at, the band sits around 6.0 at bachelor level, but that is our observation of programmes rather than a national rule, and no Maltese authority publishes a national band. Some programmes accept a medium of instruction letter and some do not, so get the requirement from your programme's own page before you book anything.

Is the foundation year a real requirement or an agent upselling me?+

In Malta it can genuinely be either, which is why the order matters. The University of Malta runs its own one-year Foundation Studies Course precisely because international school qualifications often fall short of its entry requirement, so this is one of the few places in Europe where a foundation year is the institution's own published answer rather than a product invented for you. What is never acceptable is being sold one before an admissions office has assessed your certificate. Get the assessment first; buy nothing before it arrives.

How much money do I have to show for a Malta student visa?+

EUR 950 for every month of stay. The arithmetic is yours to do and nobody does it for you: twelve months at EUR 950 is EUR 11,400, and tuition of EUR 5,000 to 11,000 a year sits entirely on top of it. There is no blocked account, so the money stays in an account your family controls, but it has to be visible, lawful and traceable. Because a bachelor's runs over several years and permission is renewed rather than granted once, ask your institution and Identita what period your first application has to cover before you fix the number.

When does the academic year start in Malta?+

October for the main intake, with a second intake in February. October rather than September is worth fixing in your head, because almost every generic study-abroad calendar online is built around a September start and it reads like an extra month of slack. It is not. The visa decision, the bank history behind your funds and the island's rental market are all working to their own clocks, and none of them moves because teaching starts later.

Is there a national application deadline for Malta?+

No. Malta has no central admissions portal and no single national closing date, so the deadline that binds you is your own institution's, published on its programme page. That is genuinely different from Finland or Sweden, where one portal governs one national round. It also means any page quoting you a confident national deadline for Malta is guessing, and that there is nothing to rescue a late application.

Can I work part-time to pay for my studies in Malta?+

Not at first, and not enough to pay for the degree. For the first 90 days after you arrive, roughly thirteen weeks, you cannot work at all. After that the route is an e-Residence card and an employment licence through Jobsplus, at up to 20 hours a week. What Malta does give you that the other eight do not is that those jobs are not gated behind a language you have to learn first. Plan your first months at zero income anyway, and never present part-time work as part of your funds.

Does Malta accept a Bangladeshi apostille?+

Yes. The Apostille Convention entered into force for Bangladesh on 30 March 2025 and Malta did not object under Article 12, so a single apostille replaces the old consular legalisation chain for Maltese purposes. Do not generalise from it: Denmark, Greece and Finland did object, so documents for those three still need full consular legalisation. An apostille also only certifies that a signature and seal are genuine. It says nothing about your grades and it does not make a certificate acceptable to an admissions office that has already assessed it as short.

How long will my Malta student visa take?+

No Maltese authority publishes a processing time, so we do not give one and you should distrust any page that does. The only number with legal force is the 90-day maximum in Directive (EU) 2016/801, and that is a ceiling for a complete application rather than an estimate of your own wait. It also only starts running once the authority accepts your file as complete, which is why answering a request for a missing document quickly is the one part of the timeline you control.
