Malta scholarship schemes, and who can actually apply

The eligibility line that decides everything

Malta funds education generously for a country of half a million people. Most of that funding is aimed at people who are already in Malta — Maltese and EU nationals, and residents with the right to work there. The question that decides whether a Maltese scheme is relevant to you is almost never "am I academically good enough". It is "am I resident in Malta yet".

Note the honest hedge in the first row. Malta's state schemes are periodically renamed and re-scoped as EU funding programmes turn over, so the current eligibility text on the Ministry for Education's site is the only version that binds. Read it before you rule yourself in or out.

What that leaves: the real Malta budget

Malta is small and its rental market is tight, which is where the budget usually breaks rather than on tuition. Price a specific programme rather than an average — the spread between a humanities Master's and an engineering or health-science degree is large. Run it through the cost calculator.

Part-time work is not the funding plan

International students in Malta can work part-time, but not immediately and not without paperwork: there is a waiting period after your studies begin and an employment licence to obtain before you may start. ⚠️ Never budget first-semester earnings as income. In Malta specifically, the licence step means the earliest realistic first pay packet is months after arrival.

The route that can open later

There is one honest nuance worth understanding, because it changes the sequencing rather than the arithmetic. Several Maltese schemes are built around residence rather than nationality. A student who has already completed a degree in Malta and holds a residence permit there is a different applicant, on paper, from one writing from Dhaka — and may fall inside the eligibility of a postgraduate scheme that was closed to them before.

That is a reason to read the current call carefully at the point you apply for a Master's, not a reason to treat it as funding for your first degree. It cannot be planned around, because eligibility text and EU co-financing rounds both change, and because it depends on a residence position you do not yet hold.

⚠️ Do not let anyone sell you a first-degree place in Malta on the promise of postgraduate funding later. Nobody can commit a future scheme's eligibility, and the first degree has to be affordable on its own terms.

If Malta is unaffordable without a scholarship

That is a legitimate conclusion, and reaching it early is worth a lot. Malta's strengths — English-medium teaching, EU and Schengen membership, a small safe island, strong gaming, finance and maritime sectors — are real, and they come at a self-funded price. If the price does not work, the same English-medium argument at lower cost points toward Cyprus or English-taught programmes in Bulgaria at a fraction of the tuition, and the funded route points toward Stipendium Hungaricum or Erasmus Mundus.
