Studying in Malta without IELTS: the exemptions, and who they are for

The confusing part, first

English is an official language of Malta and every degree at the University of Malta is taught in it. People reasonably conclude that an English test is therefore unnecessary. The university concludes the opposite: because everything is delivered and examined in English, it insists that applicants educated overseas prove they can cope, through a Secure English Language Test.

So the correct sentence is not "Malta does not need IELTS". It is "Malta needs a secure English test, and IELTS is only one of six or seven that count."

What the University of Malta accepts

Two conditions sit on top of the table. Scores are valid only if issued within two years of the date the course starts, and the result must reach the university by its own deadline for visa-required applicants — earlier than the general deadline, because the visa needs time. If the result is late, the applicant is not admitted, regardless of the score.

The exact figure for your course level is on the university's English language requirements page, and it differs between a bachelor's, a master's and a foundation route. Do not take a range from an article, including this one, as your target.

The exemptions, read honestly

There are three, and the wording matters:

1. 1Nationals of listed English-speaking countries who completed their secondary education certificate in that same country. The list runs to about seventeen countries and includes the United Kingdom, Ireland, the United States, Canada and Australia. Bangladesh is not on it.
2. 2A full degree completed at a recognised higher education institution in one of those countries. This is a degree from Britain or Canada, not a degree from Dhaka taught in English. Where nationality and country of study differ, the university asks for proof that the degree was taught and assessed in English.
3. 3Specific qualifications, including GCE A-Level English at grade D or better, MATSEC Advanced Level English at grade E or better, and IB English A at 4 points or higher.

The third route is the one that quietly reaches some Bangladeshi applicants. If you sat British-curriculum A-Levels in Dhaka and passed English Language, that is a named exemption rather than an argument. Dig out the certificate before you pay for a test.

What this means for a Bangladeshi applicant

For most people reading this, the answer is: a medium-of-instruction letter will not do it at the University of Malta. Its exemption is written around the country the institution sits in, not the language it teaches in. That is stricter than Italy or Hungary and it is published clearly, which is more than can be said for a lot of what circulates about Malta.

The useful freedom is a different one. If IELTS availability, cost or format is your problem rather than English itself, PTE Academic and TOEFL iBT are both on the list, and ISET and Trinity ISE are cheaper options that many applicants have never heard of. Duolingo does not appear on the university's accepted list, so treat any claim that Malta takes it as unconfirmed until an admissions officer writes it to you.

Malta's other institutions — the vocational college MCAST and the private institutions — publish their own requirements, and they are not the university's. Read the specific college's admissions page rather than assuming the national picture.

Choosing between the accepted tests

Once you accept that a test is required, the question becomes which one, and the answer is not automatically IELTS.

• PTE Academic is computer-marked, results usually arrive within a few days, and the accepted range for Malta is 59 to 71. For an applicant racing a visa-required deadline, speed is worth more than familiarity.
• TOEFL iBT is accepted from 61 upward depending on level, with a writing sub-score condition attached. If your writing is your weakest skill, read that condition before booking.
• Trinity ISE and ISET are the least known and often the cheapest. They are on the university's own list, which is the only endorsement that matters, but confirm the exact version and level named for your course.
• IELTS Academic at 6.0 to 6.5 remains the safest single result, because it is also accepted by the other eight countries. If Malta is one of several applications, this is the argument for paying more once rather than less twice.

Conditional offers and the deadline trap

Some applicants are offered a place conditional on producing the language result later. That is a real offer and a real risk, because the university states that where the result is not submitted by the stated date, the applicant is not admitted — with no discretion described. Visa-required applicants have the earlier of the two deadlines, roughly 10 November for the February intake and 1 July for the October intake, so a conditional offer in June leaves weeks, not months.

The practical rule: book the test before you have the offer, not after. A test result with no offer costs you the test fee. An offer with no result costs you the intake.

Sequence that saves money

1. 1Check whether you already hold a listed qualification: A-Level English, IB English A, a degree from a listed country.
2. 2If not, choose the cheapest accepted test you can sit reliably in Dhaka, and check its score against your course level, not the range above.
3. 3Sit it early enough that the result reaches Malta before the visa-required deadline, which is months ahead of the ordinary one.
4. 4Keep the result valid: it must be within two years of the course start date, so a score taken far in advance can expire mid-plan.
