Applying for a Malta student visa from Dhaka: the counter is here, but the decision is not

In short: Malta's student file is lodged in Dhaka and decided in Malta, by the Central Visa Unit at Identita. There is no Maltese embassy here — the accredited mission is the High Commission in New Delhi — but you never travel to it, which is worth roughly the gap between a BDT 2–4 lakh application and a BDT 3–5 lakh one. What Dhaka gives you is a counter, not an office that can answer for your file. Two things follow: confirm the centre's address from your own appointment confirmation, and treat accommodation evidence as part of the file, not an arrival chore.

The answer, before the explanation

The first question to ask about any European destination is not what the tuition is. It is where the file is decided, because that one fact adds or removes an Indian visa, two flights, a hotel and the risk that a missing document becomes another trip. Malta lands on the good side of that line. The long-stay national visa a student needs is lodged at a visa application centre here, and the decision is taken by Identita, Malta's residence and visa authority, through its Central Visa Unit. Nobody flies anywhere to be interviewed.

That is genuinely good news, and it is also where people start assuming: that because the counter is in Dhaka, Malta is "represented" here. It is not. There is no resident Maltese mission in Bangladesh; the accredited one is the High Commission of Malta in New Delhi, which covers India, Nepal, the Maldives and Sri Lanka as well. The counter here is an outsourced contractor, so between you and the officer who decides there are more links than a resident embassy would put there — and every link is a place where a week can go missing.

Four places, and what each one can actually do

Read the second row twice. It is the one people argue with, and arguing with it costs them weeks. The broader mission picture, including the European countries with no representation here at all, is in countries with no embassy in Dhaka.

The address problem, and why we are showing you two of them

Our route page, the Malta visa route from Dhaka, records the branch as Malta's own identity agency listed it on 9 September 2026: Borak Mehnur 51/B, Kemal Ataturk Avenue, Banani, Dhaka 1213, operated by VFS Global. Other listings give a Gulshan address instead.

We are not going to pretend that disagreement away. Both can be true at different moments: more than one visa application centre operates in Dhaka, centres relocate, and client governments move between them. Reading a fourth listing is not a plan.

There is a specific trap inside this. The centre at Delta Life Tower, Gulshan North is Denmark's — our own Bengali page carried that address under the wrong country until we corrected it, and that kind of mistake stays invisible until somebody is standing outside the wrong building. A Gulshan address in a search result is not automatically Malta's, and a Banani address on a page nobody has updated is not automatically current either, including ours.

The only address worth acting on is the one printed on your own appointment confirmation. Read it the night before, and if it contradicts what you expected, ring the published helpline before you get in a car.

The order, and who is responsible at each step

Steps 5 and 6 are the long ones and you have no standing in either. Step 2 is the one you control completely, and it decides almost everything, because the 90-day legal clock does not start until the file is complete.

There is a mechanical detail in step 3 that catches Bangladeshi applicants more than any document does: the visa fee is paid online when you book, not at the counter, and that needs a card with international transactions enabled. Many students find out on the booking screen that theirs is not, and lose a slot they had already found. Paying a European visa fee from Dhaka covers it.

A counter is not a decision-maker

This is the distinction nobody explains, and it changes what you expect.

A visa application centre confirms that a form is signed and a fee is paid, collects documents and biometrics, and forwards the package. Its staff are not consular officers. They cannot see an officer's notes, they assess nothing, they cannot tell you why a file is slow and they cannot move it. What they can report is custody — it went, it came back.

Once you know that, you stop expecting the wrong thing from the right building, and you stop paying anyone who claims influence over a queue in Malta. The mechanics: what actually happens at a biometrics appointment, what happens after you submit, what happens to your passport while the file is open, tracking and collecting your passport and what a tracker really reports.

One upside of a centralised decision: the status you can see is Identita's, using the reference number on your counter receipt and your date of birth. Questions about the file belong with the Central Visa Unit's helpdesk, not with the centre.

What to carry — and the part Malta treats differently

The packing list is in what to carry to your visa appointment, with assembling the physical file and filling in the form without mistakes. Originals and photocopies, photographs to specification, the signed form. An incomplete, illegible or unsigned application is not accepted at the counter — there is no "I will send it later" here.

Then the Malta-specific part, and it is a real difference rather than a nuance: accommodation evidence belongs in the file, not in your first week on the island. Malta looks at where you will live more closely than most of our nine, because the island is small and the rental market is tight and seasonal. Our country data puts accommodation at EUR 280 to 500 a month inside living costs of EUR 600 to 900 — the top of that housing range is nearly double the bottom on an island too small for the gap to be about which town you pick. It is about the season.

So ask a landlord two questions, not one: how much, and is that a twelve-month price or a winter one. Get an address and a period in writing, and send no deposit to anyone you cannot verify — rental scams and deposits, student accommodation in Europe and dormitory, private flat or shared room.

Good news on paperwork: Bangladesh joined the Apostille Convention with effect from 30 March 2025 and Malta accepts an apostille, so you skip the full consular legalisation chain that Denmark, Greece and Finland still require, because those three objected — attestation and apostille and which countries refuse Bangladesh's apostille. Budget BDT 10,000–30,000 for attestation, translation and legalisation and BDT 4,000–9,000 for courier: certified translation in Dhaka, couriering documents to Europe.

When there are no appointment slots

This is a recurring and genuinely solvable problem, and the solutions are unglamorous. Watch the official booking system rather than a reseller. Keep the file finished so a slot appearing at short notice is usable rather than theoretical. Have the payment card sorted in advance, and be ready to be in Dhaka on a weekday morning with little warning. What does not work is paying for a guaranteed slot. There is no such product; there is only a queue.

Fees: who sets them, and why there is no number here

We are not quoting amounts in those rows on purpose: three bodies set them, they change, and a figure printed in an article outlives its accuracy and then misleads with our name on it. What is worth saying without a number is that neither the visa fee nor the service charge comes back if the application is refused — the strongest argument there is for a finished file over a fast one.

How long, honestly

EU law caps a decision on a complete student application at 90 days, and Malta, as an EU member state, is bound by it. The word doing the work is complete: the clock starts on completeness, not on the day you hand the folder over. Who this route is wrong for

If your budget depends on earning soon after landing, stop. You may not work at all for your first 90 days in Malta; after that you need the e-Residence card and a Jobsplus licence for 20 hours a week. The months when your money is thinnest are exactly the months when earning is not permitted — student work rules in Malta, and a student visa is not a work permit.

1. 1Check your card for international transactions today, not on the booking screen. It is the cheapest step here and the one that most often costs a slot.

Malta removes the most expensive problem in a European application — the trip to Delhi — and replaces it with a quieter one: a decision taken far away, by people you cannot reach, on a file that only starts counting once it is complete.
