Applying to study in Europe from Sylhet: what really needs a trip to Dhaka, and what does not

In short: Almost the whole application can be done from Sylhet. Dhaka is needed for visa submission and biometrics, and for anything the embassy itself issues. Birth-registration corrections, police clearance, bank documents and notarisation all happen in your own district, and travelling to Dhaka for them is the most common waste of money in this process.

The first question almost every student outside Dhaka asks is whether this can be done without moving to the capital. It can, almost entirely. A European application looks like the kind of thing you do by visiting offices, and it is not: most of it happens on university portals and government websites, which cannot tell whether you are sitting in Dhaka or in Sylhet.

So this page is a map of where each step physically happens. For a student in Sylhet the expensive mistake is rarely the wrong destination; it is four or five journeys to the capital for work that could have been done twenty minutes from home.

The part that needs nothing but a connection

Applying, accepting an offer, paying fees and checking that a programme is really taught in English are all portal work, as is checking that an offer letter is genuine: the answer is the same whoever looks it up, because the source is the institution's own website. Paying application fees is a job for your own bank, as is sending tuition later.

For Italy the decisive online step is Universitaly pre-enrolment, compulsory before a visa and the ministry's only official portal. Alongside it run Italy's DSU scholarship and the ISEE parificato it depends on — income-based rather than merit-based, run region by region, each with its own deadline, separate from admission and often earlier. None of it requires a building.

Language tests are booked online too. Registering for IELTS is a form, paper IELTS ended in Bangladesh after 31 January 2026, and the fee on IDP's list is BDT 29,600 for IELTS on Computer as of 9 September 2026. Where you sit it is a separate question from where you book it: the provider publishes its own venue list and it changes, so read it before committing to a date. And because it sells a lot of unnecessary coaching: there is no national "IELTS 6.0" rule for Italy. The requirement is at least CEFR B2, all four skills certified for a course taught in a foreign language.

The part that genuinely needs Dhaka

Submission and biometrics. An Italian student visa file is lodged and fingerprints taken at VFS Global in Dhaka, while the decision is taken by the Italian Embassy in Dhaka — two organisations, two different jobs, and confusing them is how people end up at the wrong address. There is no trip to Delhi for Italy. Elsewhere the picture is not uniform: read which visas are handled in Dhaka and which need New Delhi and the countries with no embassy in Dhaka before buying a ticket.

Anything the embassy itself issues. Italy accepts credential evidence in two forms — a CIMEA statement of comparability or a Declaration of Value — treated as alternatives, with the institution deciding. Outside Dhaka that single sentence is worth an entire journey, because one is a website and the other a counter in the capital.

Attestation and translation. Certified translation and the legalisation chain — including Bangladesh's apostille and the countries that refuse it — run in a fixed order, published by the bodies performing each step. Confirm it before you travel: the wrong sequence turns one journey into two.

The part where travelling to Dhaka is simply wasted money

This is where the market's commonest wrong belief sits. People hear that "this is all done in Dhaka" and make two or three journeys for documents, none of which is a Dhaka document. Transcripts, certificates and mark sheets come from the institution that awarded them. Education board verification is done by the board that issued your certificate, and Bangladesh's boards are regional, so for most students this is not a Dhaka step at all. The 17-digit digital birth certificate is corrected by the office that registered the birth, because that is where the record lives. The police clearance certificate is applied for online and verified by the police covering your address, so it happens where you live and being there helps. Bank statements and a solvency certificate come from the branch holding the account. Notarisation needs a notary public or a magistrate, and a district town has both.

The step that costs the most time is none of those: it is reconciling a name spelled differently across your certificates, NID and passport. That is patience work, not Dhaka work, and setting out before it is done means coming home and starting again.

Two journeys, not six

The rule is simple: separate the trips that make documents from the trip that submits them, and take one of each.

Journey one, making documents. The embassy step if you need one, attestation, translation and courier, batched into one visit — and only once every certificate is in hand, every spelling matches, and you have confirmed that morning what each counter wants.

Journey two, submitting. Assemble the physical file first. Check what to carry the night before, read what happens at a biometrics appointment, and read why visa photographs get rejected before you brief a studio — a rejected photograph is the cheapest mistake in Dhaka and one of the most expensive from Sylhet. No slots? Here is what actually helps; buying one is not on the list.

The lever that collapses two journeys into one is CIMEA: if your institution accepts a statement of comparability, you never need the embassy counter for credential evidence at all — and since that assessment is the slowest part of the Italian timeline at roughly a month, it is a question for the beginning, not the end.

Settle the passport at the counter too. Of everything in tracking and collecting your passport, the part that matters outside Dhaka is that courier return is decided at submission, and not asking is how a third journey appears. After that, tracking shows custody, not progress and no mission promises a date.

The cost line nobody budgets for

What you spend before you even fly comes to roughly BDT 2-4 lakh for a single-country European application: a one-way air ticket at BDT 70,000-120,000, IELTS at BDT 20,000-26,000, attestation, translation and legalisation at BDT 10,000-30,000, courier at BDT 4,000-9,000. None of it is refundable.

Notice what that breakdown does not contain: a line for getting to Dhaka and back. Nor do most others, which is precisely why the cost surprises families. We will not invent a bus fare or a guesthouse rate, because those vary by operator and season and we have not verified one. What we can give you is the arithmetic, filled in at your own prices:

(number of journeys) x (return fare + nights of accommodation + local transport + meals + the working days or classes lost) x (how many of you travel)

Do not skip the last multiplier: in many families a guardian travels too, which doubles everything. Work the number out and add it to the BDT 2-4 lakh. The gap between two journeys and six shows up right here.

How to check any agency before you pay it

None of this is specific to Sylhet — it is the same test in any city, and you can run it yourself.

One, the trade licence. Ask for the number and the name it is issued in. Does that name match the signboard, and the account you are asked to pay into? If the three differ, stop there.

Two, an address you can stand in front of. Floor and room, not a "corporate office" printed on a card. If you cannot go, send someone you know.

Three, money into a company account, against a receipt in the company's name. Not a personal mobile wallet.

Four, a written scope of work. What they will do, what they will not, and what happens if the visa is refused. The real cost of an agency versus doing it yourself shows where the money goes.

Five, the questions only a reader of the current circular can answer. The table below is the mark scheme.

That last row matters most. Nobody publishes a student visa success rate, and not for Italy either, so any percentage was invented by whoever said it. In the same way, pre-enrolment validation does not guarantee a visa: the consulate decides exclusively, and nobody has a contact there. "We have someone at the embassy" is not a selling point; it is the end of the conversation. Who should use a local agent, and why that is a fair choice

This page is not an argument against agents. Our office is in Dhaka; we have no branch, agent or representative in Sylhet, and saying so plainly matters, because the argument above rests on honesty.

A nearby person offers one thing, and it is real: they can stand at a counter on your behalf, and no remote service can, ours included. So local help is a sound decision for the student who does not comfortably operate English-language portals and has nobody at home who does; whose documents are genuinely broken — mismatched names, a lost certificate, an old board record — in ways that need chasing week after week; whose full-time job makes office-hours queueing impossible; or whose case is complicated, such as a three-year pass degree measured against the roughly 180 ECTS most European master's programmes expect.

The distinction is simple. Paying for work is legitimate. Paying for a promise about the outcome is not. Someone who says "I will queue for you, fill the forms, collect the papers, and this is my fee" is selling a service. "I will get you the visa" is selling something that was never theirs to sell.

Starting from Sylhet

Choose the destination first, using the honest comparison by profile and, if Italy is on your list, the country guide and what Italy is actually good for. Then work backwards from the timeline from offer to boarding pass and split the one-page document checklist into three piles: your district, online, Dhaka. For money, read Italy's EUR 10,179.85 requirement and the 30 November 2026 deadline — and remember a scholarship you have merely applied for is not money until it is awarded in writing.

Living in Sylhet is not a weakness in your application. Starting late is, and so is spending the budget on journeys that were never required.

Common questions

Do I have to move to Dhaka to apply to a European university from Sylhet?+

No. University applications, Italy's Universitaly pre-enrolment, a CIMEA credential assessment, scholarship applications and every check you make on a programme or an offer letter happen on a website, and the website does not know where you are sitting. Physical presence in Dhaka is needed for visa submission with biometrics, and for anything the embassy itself must issue, such as a Declaration of Value. Staying in Dhaka for months is not part of the process, and if someone tells you it is, ask them in writing which step requires it.

Do you have an office or a representative in Sylhet?+

No. Our office is in Dhaka. We have no branch, agent or representative in Sylhet, and anyone collecting money in Sylhet in our name is not us. That is also why this page exists: for the online part of the process a nearby office changes nothing, and for the counter part a trusted person in your own city is worth more than any remote service, including ours.

How many trips to Dhaka does the process actually take?+

Two, if you plan it. One trip for the document-making steps that must happen there — an embassy-issued Declaration of Value if your institution wants one, plus attestation, certified translation and courier in the same visit — and one trip to submit the file and give biometrics. If your institution accepts a CIMEA statement of comparability instead of a Declaration of Value, the first trip can disappear entirely, because CIMEA is applied for online. Ask at the counter on submission day whether your passport can be returned by courier; that single question decides whether a third trip exists.

Can I give biometrics in Sylhet?+

Not for Italy. Italian student visa submission and biometrics take place at VFS Global in Dhaka, and the decision is taken by the Italian Embassy in Dhaka. There is no trip to Delhi for Italy. For the other eight countries, each mission decides and publishes which centre handles its applications, and a centre in your city serving one country does not mean the mission you need uses it. Check that mission's own page before you buy a ticket.

Does the police clearance certificate have to be done in Dhaka?+

No. The application starts online, and the verification step is carried out by the police covering the address you gave. That makes it a step in your own district, and being there is an advantage rather than a disadvantage, because verification moves faster when you or your family can be found. Be deliberate about which address you put on the form, because that is where verification will go.

Can my bank statement and solvency certificate come from a Sylhet branch?+

Yes. The branch that holds the account issues both documents, so if the account is in Sylhet the paperwork is in Sylhet, and knowing the branch staff makes corrections easier. What matters to a visa officer is not the geography of the paper but its contents: where the money came from, when it arrived, and whether that is consistent with the family's income and assets.

CIMEA or a Declaration of Value: which is better if I live outside Dhaka?+

The circular treats them as alternatives and lets the institution decide, so ask the institution in writing before you do anything else. For someone in Sylhet the difference is a whole journey: a CIMEA statement of comparability is applied for entirely online, is paid for, and usually takes about a month, whereas a Declaration of Value is issued by the Italian Embassy in Dhaka. Some universities also accept the Declaration of Value application receipt. Because credential assessment is the slowest part of the Italian timeline, start it before anything else.

An agency near me guarantees a visa. Is that possible?+

No, and that sentence should end the meeting. For Italy the circular states plainly that pre-enrolment validation does not guarantee a visa and that the consulate decides exclusively. No authority publishes a student visa success rate either, so a percentage quoted at you was invented by the person quoting it. Paying for work is legitimate. Paying for a promise is not, because the promise is not theirs to make.

Someone is charging me a fee to register on Universitaly. Should I pay it?+

Universitaly is the Italian ministry's single official pre-enrolment portal and it is free. Charging for the labour of filling a form in for you is a legitimate service if it is described that way. Charging a Universitaly fee is not, because no such fee exists. If someone presents it as a government charge, they either have not read the circular or are hoping you have not, and neither is a good sign for the rest of your file.

Is it ever right to use a local agent?+

Often, yes. If you do not comfortably run English-language portals and have nobody at home who does, if your documents are genuinely broken in ways that need weekly chasing, if full-time work makes office-hours queueing impossible, or if your case is complicated — a three-year pass degree being assessed for a master's, for example — then a trustworthy local person adds real value, because they can stand at a counter on your behalf and no remote service can. The test is what you are buying: work, or a promise about the outcome.
