Paying application fees from Bangladesh: cards, endorsement and failed transactions

What endorsement means

Foreign-exchange spending in Bangladesh is recorded against your passport. When the bank endorses dollars, the amount is drawn from your annual quota and international spending is enabled on the card.

A Bangladeshi national's travel quota is generally up to around USD 12,000 a year, with a separate medical allowance, and Bangladesh Bank has simplified the mechanics in recent years (multi-year endorsement against passport validity, though the annual spending limit still applies).

⚠️ Rules change and exceptions exist — some relaxations do not apply to people travelling for study, employment or migration. Your bank's foreign-exchange desk is the authority, not this page and not a Facebook group. Ask directly: *"I need to pay an overseas university application fee — how do I do it on my card?"*

Exactly what to ask for

One sentence gets it done faster:

"I need a dual-currency card, dollar endorsement against my passport, and international e-commerce enabled on the card."

Bring your passport (original and copy), NID, photographs, admission or application documents if you have them, and a printout of the university's fee page.

Four alternatives if you have no card

1. A family member's endorsed card. The commonest solution — most university fees do not require the cardholder's name to match the applicant's. Keep the receipt or screenshot; you may need to evidence it later.

2. Bank remittance. For larger amounts (a first tuition instalment), send it through the bank. For students the structured form of this is a student file — see the guide.

3. A relative abroad. Workable, but record who paid. Inconsistencies about the source of funds are damaging at the visa stage.

4. Ask the university. Many accept bank transfer, and some offer fee waivers for applicants from developing countries. Asking costs nothing: *"Is a fee waiver available for applicants from Bangladesh, or can I pay by bank transfer?"*

When a payment fails

  1. 1Do not retry repeatedly. Consecutive failures can trigger the bank's fraud system and block the card.
  2. 2Call the bank and ask why it failed — the reason is recorded in their system.
  3. 3If money was debited but the payment did not go through, it usually returns within 7–14 working days; if not, complain in writing.
  4. 4Never pay on the day before a deadline. Allow at least a week, because card problems take a day or two to resolve.

Common questions

Can I pay an overseas application fee with a Bangladeshi card?+

What if I do not have a card?+

My payment failed and the money was debited. What now?+
