Applying for a Swedish student permit from Dhaka: who decides, and why there is no counter

Sweden is the one destination among our nine where the ordinary mental model of a visa application is wrong from the first move. There is no counter to queue at. The application is made online to Migrationsverket, the Swedish Migration Agency, the fee is paid online, and the decision is taken in Sweden. The Embassy of Sweden in Dhaka enters the story briefly and late: once so that you can give your photograph and fingerprints, and once so that you can collect the card. Students lose weeks hunting for a submission venue that is not part of the process at all.

The question is not where to go, it is who decides

"Where do I lodge the file?" and "who says yes or no?" are different questions, and people merge them constantly. For Sweden the honest answers are that you lodge the file nowhere in Bangladesh, and that Migrationsverket decides it in Sweden.

That second answer carries the fact that matters most to a Bangladeshi family: there is no trip to New Delhi. The saving is not abstract. Our own figures put the Bangladesh side of a single-country application at roughly BDT 2 to 4 lakh, and at BDT 3 to 5 lakh where the file has to be decided in Delhi, once an Indian visa, a flight and a hotel are added. Sweden sits in the cheaper group, and none of that spend is refundable if the answer is no.

Three places, and only one of them is in your process

The third row causes more confusion than the other two combined. A VFS centre carrying the Swedish name exists in Dhaka, so students reasonably assume their study file goes there. It does not. A short-stay Schengen visa is a travel document for a visit; a residence permit for studies is permission to live in Sweden, and the two run through different systems. Who is responsible for what, in order

Read down the middle column and one thing stands out: no row in which a decision is made sits in Bangladesh. The embassy is not a court and not a post box. It is the place where your face and your fingers have to be present, and that is the whole of its role in a study file.

What the embassy can do, and what it cannot

Everything below follows from one fact: the case file is in Sweden.

• It cannot tell you why your case is slow. What actually helps, and what is only anxiety with a phone in its hand, is in what to do when your visa is delayed and tracking a student visa application.
• It cannot tell you whether your documents are strong enough. Nobody at a counter judges a file. Migrationsverket does, against the conditions in what you actually need for a Swedish university and the residence permit.
• It cannot expedite anything or preview an outcome, and neither can anyone acting on your behalf.
• It can hold the appointment calendar for residence permits, take your photograph and fingerprints, and hand over the card. Its address, switchboard hours and separate migration-line hours are on its own contact page — read them there before crossing Dhaka, because a call placed on the wrong day reaches nothing.

The appointment nobody is allowed to sell you

This is the part of the Swedish route worth reading twice. The embassy states that all appointments relating to a residence permit are arranged exclusively by the embassy and are provided free of charge, and it publishes a warning about individuals who falsely claim to represent the Migration Agency or the embassy and offer, for money, to secure an earlier appointment or to influence a decision.

An embassy does not publish a fraud notice about its own process unless the fraud is common. Read it as a map of exactly which promises are worthless here: an earlier slot, a friendly officer, a guaranteed outcome. The practical rule is short. If someone asks you for money to book, move or speed up a Swedish appointment, they are selling access to a calendar the embassy says it controls itself.

When there is no slot

Sweden is the least outsourced of our nine, and that cuts both ways: no service fee and no middleman, but also one office and no overflow capacity, so appointment pressure is real in the months after the spring decisions land.

Four things work, in this order, and none of them involves a payment.

1. 1Be early upstream. An appointment problem in July is usually an application problem from January. The intake calendar and what it forces is in Sweden's intakes and deadlines.
2. 2Apply to Migrationsverket as soon as you can, because your place in the appointment queue depends on when your decision arrives, and that depends on when your complete application went in.
3. 3Use the embassy's own published migration contact, once, with your case number, stating your programme start date in one line. Not daily, and not through three channels at once.
4. 4Watch the calendar rather than a rumour. The general playbook is in when there are no visa appointment slots, and everything in it that involves paying somebody is exactly what the Swedish embassy warns against.

What to carry, and what happens to your passport

Because Sweden's submission is digital, the discipline moves from the physical file to the upload: scanning and file size rules. Get the names right first, because the permit is issued against your passport exactly as written: fixing a name mismatch. Fees: three authorities, and none of them is a counter

Three separate bodies set those charges and each can change its own, so take every figure from the official page on the day you pay, not from an article, this one included. The instalment is the line that reorders a Swedish plan. A fee-paying student pays it before the permit application can be made at all, so real money leaves Bangladesh for a Swedish university before an immigration officer has opened the file. It is a payment, so it can no longer be the money you evidence; the maintenance requirement of SEK 10,656 a month, about EUR 960 at the 2026 level, is separate and has to survive it: proof of funds for Sweden.

The gap between approved and boarding

Two steps sit between a positive decision and a boarding pass, and almost nobody budgets for them: the embassy visit, and then the wait while the card is produced and reaches Dhaka for collection. Until the card is in your hand you are not travelling on it, and a ticket bought against an approval date is one of the more expensive mistakes in this process.

On the waiting itself, two honest anchors. EU law allows a complete student application a maximum of 90 days for a decision under Directive 2016/801, but the clock starts the day the file is complete, which is why an incomplete upload is not a small mistake. Who this route is wrong for

• A family that can raise the tuition instalment or the maintenance figure, but not both at once. Sweden asks for them at the same moment and before any decision. The honest answer there is a cheaper destination, not a stretched Swedish plan.
• Anyone who needs to start within a few months. The autumn round opens 15 October and closes 15 January, once a year, and the spring intake is much smaller with an earlier window. Miss it and the next chance is twelve months away.
• Anyone intending to fund the degree from part-time work. Term-time work is capped at 15 hours a week for permits granted on or after 11 June 2026: student work rules in Sweden. What Sweden is and is not good for is put bluntly in what Sweden is actually good for.
• Anyone who wants an agent to attend in their place. You give your own fingerprints, and nobody can buy you an earlier date to do it.

1. 1Check where you are in the calendar against Sweden's intakes and deadlines. Everything else depends on the answer.

The honest summary

Sweden asks less of you administratively than almost anywhere else we cover: no centre, no service fee, no courier run to Delhi, no paid appointment. What it asks instead is planning, because the friction has moved out of the queue and into the calendar — one application window a year, a tuition instalment due before the immigration file exists, and a card that has to be printed and shipped before you can board anything.

If someone offers to shorten any of that for a fee, they are selling a shortcut through a system with no counter to skip.
