Sweden was free for everyone until autumn 2011. Then it introduced application and tuition fees for students from outside the EU, EEA and Switzerland, and it has charged them ever since. Articles that still describe Swedish higher education as free are describing a country that stopped existing fifteen years ago.
There are, however, three real routes to paying no tuition, and one of them pays you.
What a fee-paying student pays

The application fee is charged once and carries up to four ranked programme choices across different universities through the national portal. It is one of the better-value application fees in Europe for exactly that reason.
Route one: a doctoral position
In Sweden a doctoral candidate is normally an employee, not a fee-paying student: a salary set by a collective agreement or a fixed doctoral ladder, pension contributions and social insurance. There is no tuition.
You do not apply through the admissions portal for this. You apply to an advertised vacancy, with a named supervisor and a funded project, on the university's own vacancies page or through EURAXESS. It is competitive and it normally expects a completed master's. But it is the only route on this page where the money flows towards you. See PhD funding and assistantships in Europe.
Route two: an exchange place
Students nominated by their home university under an exchange agreement pay no Swedish tuition, because their fees stay at home. This is only available to you if you are already enrolled at a Bangladeshi university that holds such an agreement — check with your own international office rather than assuming, and note that it produces credits towards your Bangladeshi degree rather than a Swedish one.
Route three: a tuition waiver
Two distinct kinds, often confused:
University tuition-fee waivers. Each Swedish university runs its own scheme, typically covering 25 to 100 per cent of tuition, awarded from your admissions application. Broad, decided early, and the realistic target for most applicants. Details in Swedish university tuition fee waivers explained.
Swedish Institute scholarships. Far more competitive and far more generous: tuition, a monthly living allowance, insurance and a travel grant. They are aimed at applicants with documented work and leadership experience rather than at school-leavers, so a fresh graduate is applying against a field they do not resemble. What no waiver removes

The second row is the practical blocker. Migrationsverket assesses living funds separately from tuition, the requirement is monthly rather than annual, and it is re-set every year. A university waiver letter does not satisfy it. A Swedish Institute award, which includes a living allowance, can — which is part of why it is so much harder to win.
Two Swedish specifics that catch Bangladeshi applicants
The mid-January deadline is absolute. The autumn round opens in mid-October and closes in mid-January, with results in March or April. There is no late round and no appeal for lateness.
MOI letters are generally not accepted. Swedish universities usually require a recognised English test rather than a Medium of Instruction certificate from your Bangladeshi university. One more change worth knowing
From 11 June 2026, term-time work in Sweden is capped at 15 hours a week — tighter than Denmark's 20 and half of Finland's 30. If any part of your "I will work my way through it" plan was built on the older position, it needs redoing. It should not have been a plan anyway: a first-year budget should contain no income line.
The short answer
You cannot study in Sweden for free on an ordinary bachelor's or master's degree as a Bangladeshi citizen. You can study without paying tuition through a doctoral position, an exchange agreement, or a full waiver — and in every case except a Swedish Institute award you must still evidence SEK 10,656 a month and fund EUR 750-1,100 a month of living costs yourself. Book the test early, because the mid-January application deadline is absolute and there is no late round.
