The short answer
There is no single best Italian university for a Bangladeshi student, and the ranking you were about to search for will not produce one. A world ranking is built from research output, citations and reputation surveys among academics — none of which changes what you pay, what you are offered, or whether your file reaches the embassy in time.
Four other things do, and between them they decide almost the whole outcome.
- 1Is that specific programme really taught in English? Not the catalogue somewhere — the one course you would enrol on.
- 2What does the income assessment do to the fee? An Italian public university charges EUR 0 to about EUR 4,000 a year, and which end you land on is decided by a document you file.
- 3Which regional agency runs the scholarship, and is its deadline reachable? The right-to-study grant is regional, and its deadline is separate from, and often earlier than, the university's own.
- 4What does the city cost, every month, for two or three years? Across Italy a student spends roughly EUR 450-800 a month, and most of that spread is rent.
A fifth sits behind all four: the calendar. The national visa deadline is 30 November 2026 for 2026/27 and 31 October 2027 for 2027/28 — but an institution may set its own earlier date, and most worth applying to do.
Why this is one page and not fifteen
Some sites run a separate page for every Italian university with a recognisable name. We do not, deliberately: when we measured what Bangladeshi students type, each institution name drew one or two searches, and the question underneath them is the same. The institutions that earn a guide of their own have one, linked below.
A ranking is answering a question you are not asking
Every Italian public university charges by the same income logic, pre-enrols through the same ministry portal, and works under the same national language rule and deadline. The differences are not the ones a ranking measures. It cannot tell you:
- Whether the degree you want is in English or in Italian. The catalogue is mixed everywhere, the most famous included.
- What you will actually pay, because the fee follows your family's assessed income, not the institution's standing.
- Whether the region has a right-to-study agency at all. Lombardy does not, so each Milan university runs its own scholarship call — and Milan is the most searched Italian destination from Bangladesh.
- Whether the city's rent will swallow the grant you won.
Get all four wrong and you land in the most expensive city, in the top fee band, with no scholarship. It happens every year — but not to people who started from those four questions.

City cost level is a position, not a price. The Italy-wide band is EUR 450-800 a month; the real figure is in each city guide: Milan, Rome, Bologna, Padua and Turin. Where your city sits inside that band, compounded across a two-year master's, changes the total far more than anything a ranking measures.

The scholarship usually decides whether Italy is affordable, and it comes from a different place at each.

How to check any Italian university yourself
Most readers will consider an institution we have not covered, so here is the method rather than the list. Five checks, in order, each able to end the conversation on its own. Notice what is absent from the right-hand column: a ranking, an agent, or an article — this one included.

1. Is the programme genuinely taught in English?
There is no national IELTS 6.0 rule in Italy, whatever you have been told. Nationally, institutions must verify at least B2 on the CEFR scale, and where the course is taught in a foreign language the certificate must cover all four skills — listening, reading, speaking and writing. Foundation courses need at least B1. Everything else is programme by programme, so open the call and check the language of instruction and the language of assessment separately; they are not always the same line. 2. What does your ISEE band do to that university's fee?
This is the number that moves most. Tuition at an Italian public university runs from EUR 0 to about EUR 4,000 a year, assessed on family income through the ISEE parificato. A low band can mean roughly EUR 150-200 for the year; filing nothing puts you in the top band, commonly EUR 2,500-4,000. That gap is wider than the difference between any two universities above, and entirely inside your control: is university really free in Italy, then ISEE parificato. 3. Which DSU agency covers it, and can you meet that deadline?
Find the university's own right-to-study page, not a search for "the regional DSU agency" — which returns nothing for Lombardy, because none exists. The agency publishes its own call and deadline, separate from admission and frequently earlier, and you will normally be applying from Bangladesh, before your visa is decided: which DSU agency applies to your Italian university.
One trap costs people a visa, not a scholarship: a scholarship you have only applied for is not money. The ministerial circular is explicit that being eligible for, or having applied for, a regional grant cannot count toward the means of subsistence without an attestation that it was awarded. The figure to evidence is EUR 10,179.85 for the year, from lawful and traceable sources, and Italy requires no blocked account: Italy's proof of funds.
4. What is the institution's own deadline, and how crowded is its queue?
The national deadline binds the Laurea, the Laurea Magistrale and the Diploma accademico, single-cycle included: 30 November 2026 for 2026/27 and 31 October 2027 for 2027/28. A Master, a PhD, Erasmus, single courses and foundation courses have no national deadline — only that the application cannot arrive after teaching starts. An Italian "Master" is a professional qualification, not the Laurea Magistrale, and confusing the two makes people chase a deadline that never applied: the deadline explained.
New for 2026/27, an institution may validate pre-enrolments only up to its allocated international places plus a maximum of 20 percent. At that ceiling a monitoring tool inside Universitaly suspends further validations, and each visa refusal frees one more. A complete, correct application sent late can therefore sit behind a queue no amount of quality argues past — a stronger reason to apply early than any reason to apply to a famous name: the validation cap.
5. Will your qualification be accepted there, and in what form?
For a first-cycle degree Italy requires a secondary qualification representing at least 12 years of schooling, which the Bangladeshi HSC satisfies. The evidence is either a CIMEA statement of comparability or a Declaration of Value — alternatives, and the institution decides. CIMEA is online and usually takes about a month; the Declaration of Value comes from the Italian Embassy in Dhaka. It is the slowest link in the chain, so start it before the offer is certain: Declaration of Value or CIMEA.
For a master's the question is credits, not years. A three-year bachelor's is roughly 180 ECTS and a four-year roughly 240; most European master's want at least 180, so a Bangladeshi four-year honours degree is accepted almost everywhere. If the name is the reason you picked it, read this twice
For most Bangladeshi students the binding constraint is money and timing, not prestige. Italian universities are not turning you away in large numbers; a calendar, a fee band and a regional deadline are. Choosing on prestige is exactly how people end up in the most expensive city in the country, on a top fee band because nobody filed an income assessment, in a region whose scholarship route they never found — then learn that the same degree, in the same language, was running in another region at a fraction of the monthly cost, with an agency that would have paid for the hall of residence.
Prestige is not worthless — it is simply the fifth thing to optimise, not the first. If two institutions come out level on all four, take the better-known one.
Who should ignore this page
If your funding is genuinely unconstrained and you are chasing a named research group or supervisor, choose the department — not our table, and not a ranking.
If your subject is regulated, the ordinary rules are not the binding ones. Medicine and dentistry in English run through a separate national admission test with its own registration window, and the degree is a qualification, not a licence: medicine in Italy in English. Nursing is stricter still — the binding requirement across Europe is the local language at B1-B2, not English.
If you want an English-speaking life, Italy is the wrong country and no university here changes that. Classes can be in English; the rental contract, the permit office, the doctor and nearly every part-time job will not be. What Italy is actually good for is the honest version, and the work limit — 20 hours a week across 52 weeks, ceiling 1,040 hours a year — is in student work rules.
What a workable shortlist looks like
Not ten famous names. Three programmes, chosen so they cannot all fail for one reason.
- 1Three programmes, not three universities. You apply to a course with its own call, language rule and deadline; two courses at one university can differ on all three.
- 2Across at least two regions, so one missed regional deadline does not sink the plan.
- 3At least one in a low-cost city, so the cheapest scenario is a live option, not a fallback.

Common questions
Which is the best university in Italy for a Bangladeshi student?+
There is no single answer, and anyone who gives you one has not asked about your budget or your subject. The decision is made by four things a ranking does not measure: whether that exact programme is taught in English, what your ISEE band does to a fee that runs from EUR 0 to about EUR 4,000 a year, which regional DSU agency covers the university and whether its deadline is reachable, and what the city costs against the Italy-wide EUR 450-800 a month.
Does a university's ranking affect my visa or my scholarship?+
No. The consulate decides a student visa on the file in front of it, and the regional DSU scholarship is assessed on income rather than on the prestige of the institution. A ranking changes neither, and it is not a document that appears anywhere in the process.
Are all five of the universities you cover public?+
Yes, and that matters more than it sounds. A public university charges on the national income logic, so your fee depends on your assessed band rather than on a published sticker price. A private institution sets its own fee and the ISEE logic does not apply — the difference is explained in our public versus private guide.
How much is tuition at Sapienza, Bologna, Padua or the two Politecnici?+
Each charges on the same national income logic: EUR 0 to about EUR 4,000 a year, set by the ISEE parificato assessment. A low assessed band can be roughly EUR 150-200, while filing nothing at all puts you in the top band, commonly EUR 2,500-4,000. Read the exact bands off the university's own fee page for the current year, never off an article.
Can I apply to several Italian universities at once?+
You can apply to several programmes at university level, but pre-enrolment on Universitaly is a separate step that names the course you intend to enrol on, and the institution validates it. How many pre-enrolment applications you may file is stated in the current ministerial circular and on Universitaly itself — read it there, because it is exactly the kind of rule that changes between academic years.
Is Politecnico di Milano worth the higher cost of living?+
Sometimes, and you should decide it with a number rather than a feeling. Milan is the most expensive of the five cities and Lombardy has no regional right-to-study agency, so the university's own scholarship call is the only funding route there. If you do not win it, you are paying the highest monthly cost in the country with no regional fallback.
Which Italian city is cheapest for a student?+
Of the five we cover, Bologna and Padua are the most budget-friendly and Milan is the most expensive, with Rome and Turin in between. The Italy-wide range is EUR 450-800 a month and most of the difference between cities is rent, so read the individual city guide before fixing a budget.
If the programme is in English, do I still need Italian?+
For the classes, no. For everything else, yes. Renting a flat, the residence permit office, a doctor's appointment and nearly all part-time work happen in Italian. Starting at A1 to A2 before you fly is the cheapest thing you can do for your first year.
My target university is not one of your five. What do I do?+
Run the same five checks: confirm the language of instruction from the programme's own call, find the fee page and work out your ISEE band, locate the university's right-to-study page and note the agency and its deadline, read the programme's own application deadline against the national one, and confirm whether it wants a CIMEA statement or a Declaration of Value.
Can I use a DSU scholarship as proof of funds for the visa?+
Only if it has actually been awarded and you hold an attestation saying so. The ministerial circular is explicit that merely applying for, or being eligible for, a regional right-to-study scholarship does not count toward the means of subsistence. The sum to evidence is EUR 10,179.85 for the year, from lawful and traceable sources, and Italy requires no blocked account.
