Why Finnish student residence permits get refused, and the 'no' that is not a refusal at all

Finnish student files fail for the same reasons European files fail everywhere — money that cannot explain itself, documents that disagree with each other, a study plan that does not follow from the applicant's own history. What makes Finland different is three rules that invalidate the standard Bangladeshi approach before anyone judges how strong it is.

There is no refusal rate on this page and there is not going to be one. No authority publishes one, for Bangladesh or anywhere else: long-stay national permits are not counted in the Schengen short-stay statistics, and EU residence permit data is compiled by reason and citizenship, not by outcome. The reasoning is in why nobody publishes a student visa success rate, and the 55 percent figure people quote is unpacked in what that number actually measures. First, the two different refusals

Most of the anxiety here comes from using one word for two separate events.

The order matters. You cannot apply to Migri without an admission letter, so a student who was not selected never had a permit application for anyone to refuse. Yet every season a family pays for an appeal against a decision that was never appealable, or declares a visa refusal on a later application to another country when no refusal ever happened.

Finland also does not issue a student visa in the ordinary sense. It issues a residence permit for studies — see type D versus Schengen type C and where Bangladeshi students apply for a Finnish permit.

The money, and the account it has to sit in

This is the failure that costs Bangladeshi families the most, and it has nothing to do with the size of the number.

Migri works from EUR 800 a month. For a permit of one year or more, the full EUR 9,600 has to be in the account on the day you apply. It is not a fee. Nobody freezes it and nobody takes it: Finland does not use a blocked account at all, and the money stays yours to spend after you land.

Three things are submitted constantly from Bangladesh and none of them work here:

Read that table twice. In an Italian, Hungarian or Bulgarian file, a parent's account plus a sworn affidavit is a legitimate instrument, and the argument is about how convincing it is. In a Finnish file it is not a weak version of the right instrument, it is the wrong instrument — a perfect affidavit and a strong parental balance score zero, the way a good answer scores zero on the wrong question paper.

Two moves follow. Move the money into the student's own account early enough that it has a history behind it, not one deposit and a date. And explain every large credit in one sentence, with a document behind it — a land sale deed, a business account, a remittance trail.

The apostille that is worthless here

Read this slowly — families lose weeks and money to it every intake.

Bangladesh joined the Apostille Convention, in force 30 March 2025. An apostille replaces a chain of embassy visits with one certificate, which is a real simplification — for six of the nine countries we work with. But Finland, Denmark and Greece objected under Article 12 to Bangladesh's accession. For a Finnish file your apostille buys nothing at all, and the full consular legalisation chain still applies.

Both halves of that rule travel together, because both are true: Italy, Cyprus, Hungary, Malta, Sweden and Bulgaria accept an apostille; Finland, Denmark and Greece do not. Simplify it in either direction and you have given someone wrong advice.

Why this belongs on a refusals page rather than a paperwork one: a document not legalised in a form Finland recognises is not weak evidence, it is not evidence. It does not lose you points; it leaves the file incomplete — and an incomplete file is worse than a flawed one, because of the clock.

The objector list is in the countries that refuse Bangladesh's apostille; the chain's order, cost and timing in attestation and apostille and notary, magistrate or MOFA. The rest is ordinary work in sequence: education board verification, collecting transcripts, certified translation, and the route for private and National University graduates.

Not being admitted is not a refusal

Finland selects by examination. In most of the nine countries admission is decided on paper — transcript, CGPA, English score, motivation letter. In Finland those documents mostly buy the right to stand in the queue; the seat is usually decided by the programme's own entrance examination or interview, applied for centrally through Studyinfo in a common application period.

That changes what failure looks like: a student with an excellent HSC result can be turned down with nothing wrong in their documents, their money or their intentions. That is not a refusal. Nothing entered an immigration file, nothing has to be declared later, and nothing can be appealed as though it were a visa decision.

The calendar is where most Dhaka files really die. The autumn intake begins in August or September, but the main joint application runs in the preceding January; the spring intake begins in January. Families who start looking in June or July for a September start are standing at a door that closed six months earlier. Coherence: the question the file has to answer in writing

Every European decision-maker asks a version of the same question: why this course, in this country, after the studies you have already done.

A change of direction is allowed and is not suspicious by itself. One that nothing in the file explains is, and so is a gap nobody accounts for, or a course that looks chosen for the country rather than the subject. A test you can run at home: hand the file to somebody who does not know you and ask them to say in one sentence why you are going. If they cannot, neither can the officer.

The administrative failures that quietly cost a season

These are the most avoidable items, and the slowest to repair.

Your name, your father's name and your date of birth must be identical across SSC and HSC certificates, the NID, the passport and every form. Bangladeshi chains routinely carry two or three spellings of one name, and the correction runs through more than one office over months — fixing a name mismatch sets out the order. Documents also expire: check how long each stays valid before assuming last year's police clearance counts.

Then the clock. Under EU law a complete student application must be decided within 90 days, and complete is the word doing the work: the clock starts when the file has everything in it, not when you press submit. One unlegalised transcript and the ninety days have not begun — the real cost of the apostille mistake above. The country picture is in how long each European student visa takes.

Finally, the trip. Bangladesh is served from New Delhi, so identification and biometrics happen there — see countries with no embassy in Dhaka and what happens at a biometrics appointment. A single-country application runs roughly BDT 2 to 4 lakh, and BDT 3 to 5 lakh where the decision is taken in Delhi. Finland is in the second group, and none of it comes back if the answer is no — what studying in Finland costs, and applying to several countries at once.

What the decision document tells you, and what to do next

A negative decision names a ground. Read it before deciding anything, because the ground determines which of two instruments you need, and they run on different clocks. Refiling is for a file that was wrong; an appeal is for a decision you believe was wrong on what you submitted. Mixing them up wastes the only time you have.

Who this page is not for

If you came looking for a percentage, or for somebody to say your chances are high, this is the wrong page. If your funds do not exist yet and the plan is a balance arranged in a parent's account shortly before applying, nothing above helps — the account rule is what catches it. Common questions

What percentage of Finnish student permits from Bangladesh are refused?+

Nobody can answer that honestly. No authority publishes a refusal or success rate for Finnish student residence permits, by nationality or otherwise. Long-stay national permits are not in the Schengen short-stay statistics, and EU residence permit data is compiled by reason and citizenship rather than by application outcome. Anyone who quotes you a Finland success rate is quoting a number that does not exist.

My Finnish application was rejected. Can I appeal?+

It depends on which rejection you received, and they are different events. If a programme did not select you through Studyinfo, that is an academic decision by the institution and there is no immigration appeal to make; you apply again in the next application period. If Migri issued a negative decision on the residence permit, the decision document itself names the route open to you and the time limit that goes with it. Read that document before paying anybody to act on it.

Can I use my father's account, or a joint account with him, for the EUR 9,600?+

No. Migri accepts neither a joint account nor a private sponsor's written guarantee. The money has to be in the applicant's own name, in the applicant's own account, and the full EUR 9,600 has to be there on the day a permit of one year or more is applied for. The parent's account plus a notarised affidavit is a legitimate instrument in several other European files. In a Finnish file it is not a weak version of the right instrument, it is the wrong instrument.

Will an apostille work for a Finnish file?+

No. Bangladesh joined the Apostille Convention, in force 30 March 2025, but Finland objected under Article 12, as did Denmark and Greece. For those three an apostille is worthless and the full consular legalisation chain is still required. Italy, Cyprus, Hungary, Malta, Sweden and Bulgaria do accept one. Both halves of that sentence are true and neither can be dropped.

Does Finland need a blocked account?+

No. Finland does not use a blocked account at all. What it asks for is evidence of means in an ordinary account in your own name. The money is not a fee, nobody freezes it and nobody takes it, and you spend it on your own living costs after you arrive.

How long should a decision take, and what if it is taking longer?+

Under EU law a complete student application must be decided within 90 days. The word doing the work there is complete: the clock starts when the file has everything in it, not on the day you press submit. A single missing or unlegalised document means the clock has not started, which is why an incomplete file costs a season rather than a week.

Does a study gap get a Finnish file refused?+

Not by itself. A gap is acceptable when it is explained and documented — work, illness, family responsibility, retaking exams. What causes trouble is a gap that the file does not account for, or one the file quietly hides. An explained gap is always safer than a hidden one.

Does a low IELTS score cause a permit refusal?+

IELTS is not a residence permit condition in Finland. It is a university condition, and the university decides first, so a weak English score usually stops you at admission rather than at Migri. We typically observe programmes asking for 6.0, and 6.5 in some cases, but that is our observation of programmes and not a Finnish national rule.

Do I have to travel to Delhi, and can a refusal there be avoided?+

The application itself is made online from Bangladesh, but the identification and biometrics appointment is in New Delhi, because Bangladesh is served from there. Nothing about the appointment decides your case — it establishes that you are the person who filed it. Budget the Indian visa, the travel and the stay from the moment you choose Finland, not after you get the admission letter.

Can a consultancy guarantee a Finnish student permit?+

No, and anybody who does is promising a decision they do not make. Migri decides the permit; the university decides the seat. What an honest adviser can do is make sure the file meets every published condition, that the money sits in the right account with a history behind it, and that your documents are legalised in the way Finland actually recognises.
