There is no fully funded scholarship in Italy. There is a stack, and here is where it stops

In short: Italy has no single award that is fully funded in the way the phrase is sold. It has a stack — income-assessed tuition, then a regional DSU award — and for the right student that stack gets close. It still does not pay for anything you spend in Bangladesh, and it does not reduce the EUR 10,179.85 you must evidence for the visa, because the circular says a scholarship you have only applied for is not money.

The direct answer

When a Bangladeshi family says fully funded, they mean one specific thing: somebody else pays for the degree and for living in Europe, and the family pays for the ticket. No scheme in Italy that we cover is written that way for a first-year international student arriving from Dhaka. A page that tells you otherwise is usually two different things stapled together — a fee reduction described as a grant, or a programme whose eligibility list does not currently include Bangladesh.

What Italy has instead is a stack. Three layers, each decided by a different body, on a different calendar, against different evidence. Explaining the stack is more useful than listing scheme names, because the stack tells you the thing a list never will: whether you, with your family's actual documents, can reach it.

The stack, layer by layer

Layer one is the one people never file for. Tuition at an Italian public university runs from EUR 0 to EUR 4,000 a year and is set by an income assessment. A low assessed band can mean roughly EUR 150-200 for the year; filing nothing at all puts you in the top band, commonly EUR 2,500-4,000, for the same seat, on the same course. Layer two is DSU, and it is the layer that makes the phrase fully funded sound almost true. It is income-based, not merit-based, and it can carry a tuition waiver, accommodation, a meal card and a cash grant. It is also run region by region: each region has its own agency, its own portal and its own deadline, which is separate from and often earlier than the admission deadline. Which one is yours is a question about geography, not rankings — see which DSU agency covers your university.

Invest Your Talent in Italy is worth naming only with its caveat: its eligibility list is redefined every edition and Bangladesh has not been a consistent entry, so the current call is the only thing that answers whether you may apply at all. The rule that hurts families, in the circular's own words

Here is the sentence almost nobody quotes. The MUR/MAECI circular states that merely applying for, or being eligible for, a regional right-to-study scholarship cannot count toward the means of subsistence without an explicit attestation that it has been awarded.

Read it twice, because it reverses the plan most families make. The visa file requires evidence of EUR 10,179.85 for the year — one annual sum, with no monthly equivalent published anywhere, whatever you have read. The money must come from lawful and traceable sources, preferably in the student's own name, otherwise from the family unit up to a relative of the fourth degree, and the consulate checks that origin against the family's income and assets. There is no blocked account in Italy: you evidence the money, you do not surrender it. Now put the two halves together and you can see the squeeze. DSU is awarded because a family's assessed income is low. The visa requires that same family to evidence a five-figure euro sum in the same months. The award that would solve the problem is legally invisible at exactly the moment the problem is being judged. That is not a loophole anybody can argue around — it is the design, and any adviser telling a family to relax about the bank because a scholarship is coming is setting up a refusal. The calendar is the other half of the problem

The ministry's visa deadline for academic year 2026/2027 is 30 November 2026, and 31 October 2027 for 2027/2028. It binds applications for a Laurea, a Laurea Magistrale or a Diploma accademico, single-cycle included — and, importantly, an Italian Master universitario is a different qualification with no national deadline, a trap explained in the word Master does not mean what you think. Institutions may publish their own earlier dates, which bind you first, and pre-enrolment now runs against a validation cap: an institution may validate no more than its allocated international places plus a maximum of 20 percent, explained in the 20 percent validation cap.

Against that fixed national date sit the regional agencies, each publishing its ranking on its own calendar. Nothing synchronises the two. So the working assumption — the one to build your family's cash plan on — is that your DSU result is confirmed after your visa is decided, not before. If it arrives earlier, that is a bonus and an attestation worth asking for. If you plan the other way round, you discover the mismatch at the VFS counter, which is the most expensive place to discover anything.

How to read a 100 percent scholarship advertisement about Italy

The general test is in how to read a scholarship advertisement and what a tuition waiver does not cover. Four questions are specific to Italy.

  1. 1Is this an award, or a fee band? An Italian page saying tuition falls to almost nothing is usually describing the income assessment, which is a calculation everyone is entitled to, not a prize somebody granted.
  2. 2Which region, and which agency? DSU is regional. An advertisement that says Italian government scholarship without naming a region and an agency has not read its own subject.
  3. 3Does it mention the means of subsistence at all? If the page never says EUR 10,179.85, it is not describing the thing that decides whether you travel.
  4. 4Which qualification, and which deadline? A page that attaches 30 November to a one-year Master universitario has confused it with the Laurea Magistrale, and anyone who follows that advice for the wrong course is being timed by the wrong clock.

If this is you, Italy is the wrong plan

If your family is counting on a scholarship to produce the EUR 10,179.85 for the visa file, Italy will not work, and no adviser can make it work. The same is true if the plan depends on the award arriving before the visa appointment, or on part-time work filling the gap — student work in Italy is capped at 20 hours a week and a hard annual ceiling of 1,040 hours, which is real money but is earned after arrival, not before (the rules). If none of that can be solved, a cheaper first year elsewhere is the better answer, and we would rather say so now than after you have spent BDT 2-4 lakh on the Bangladesh side of the file.

What to do, in order

  1. 1Work out the income documents your family can actually produce, and start translating and legalising them a year early.
  2. 2Choose universities, then find the DSU agency for each one's region, and write down each agency's deadline next to the admission deadline.
  3. 3Build the visa money plan assuming no award: EUR 10,179.85 from lawful, traceable sources.
  4. 4File the income assessment with your university. Never let the default top band happen to you.
  5. 5Apply for DSU on the regional portal, on its calendar, not the university's.

Living costs of EUR 450-800 a month and an income-assessed fee are why Italy is affordable. The scholarship is what makes it comfortable. The two are not the same sentence, and only one of them is decided before you fly.

Common questions

Is there a fully funded scholarship for Italy from Bangladesh?+

Not as a single award, in the sense the phrase is normally used. Italy's affordability comes from a stack: tuition at a public university is calculated from your family's income and assets rather than charged at a flat rate, and a regional DSU award can add a dormitory place, subsidised meals and an annual grant on top of a tuition waiver. For a family with genuinely low, genuinely documented income, that stack can come close to covering the year in Italy. It is still not one scheme you apply to, and it never covers what you spend in Bangladesh before you fly.

Does a DSU scholarship reduce the EUR 10,179.85 I have to evidence for the visa?+

Not while it is only an application. The MUR/MAECI circular is explicit that merely applying for, or being eligible for, a regional right-to-study scholarship cannot count toward the means of subsistence without an explicit attestation that it was awarded. So a student with an excellent DSU prospect still has to evidence the full annual figure of EUR 10,179.85, from lawful and traceable sources, at the visa stage. Build the money side of the file as though the award does not exist, because at that moment it usually does not.

I have already been awarded DSU. Can that help the visa file?+

The line the circular draws is the attestation. What cannot count is an application or an eligibility; what a consulate can read is a document stating that the award has actually been made. If your regional agency has published its ranking and you are on it, ask the agency in writing for an attestation of the award and put it in the file alongside your financial evidence rather than instead of it. If the agency will not issue one before your appointment, you are back to evidencing the full sum yourself.

Is an Italian public university free?+

No, and that word is where most of the money is lost. A public university's tuition is income-assessed and runs from EUR 0 to EUR 4,000 a year. A low assessed band can mean roughly EUR 150-200, while filing no income documents at all puts you in the top band, commonly EUR 2,500-4,000. Small enrolment charges such as the regional right-to-study tax and stamp duty generally remain payable even after a waiver. The realistic description is cheap for a documented low-income family and ordinary for everyone else.

When is DSU decided, and does it come before the visa?+

Each region runs its own agency, its own portal and its own deadline, which is separate from and often earlier than university admission. The ranking and payment calendar belong to that agency, not to the ministry and not to the consulate, so whether a result lands before your visa appointment is a question only your region's agency can answer. The planning rule is simple: assume it lands after. The visa deadline for academic year 2026/2027 is 30 November 2026 and it does not move for a pending scholarship.

Does a 100 percent scholarship mean I pay the university nothing?+

Read what the word covers before you accept it. In Italy, a tuition waiver removes the main tuition charge, while enrolment charges such as the regional right-to-study tax and the stamp duty usually still have to be paid. Ask the awarding body for the figure you will actually be invoiced after the award, in euro, for your first year. A percentage is not a number, and the number is the only thing you can budget from.

Does Invest Your Talent in Italy accept applicants from Bangladesh?+

Check the current call before you build a plan on it. The eligibility list for that programme is redefined every edition and Bangladesh has not been a consistent entry, so last year's list, an agency's screenshot and a listing site are all equally unreliable. The awarding body's own page for the edition you would apply to is the only answer, and if Bangladesh is not on it there is nothing to appeal.

My family's income really is low, but we have no formal documents. What happens?+

This is the hardest paragraph in the article, and it is honest. Both the tuition assessment and DSU run on documented income and assets, translated and legalised, not on how much money the household actually has. A family living on informal earnings, with land in a relative's name and no tax return, can be poorer than a family that reaches the top of the stack and still be assessed into a higher band because nothing can be evidenced. The paperwork is the barrier, not the poverty, and the only fix is to start assembling those documents a year early.

Can a scholarship move the 30 November deadline?+

No. The visa deadline of 30 November 2026 for academic year 2026/2027, and 31 October 2027 for 2027/2028, is set by the ministry and binds applications for a Laurea, a Laurea Magistrale or a Diploma accademico, single-cycle included. A pending scholarship result is not a reason to file late, and a consulate has no power to hold a place for you while a regional agency finishes ranking. So is Italy still worth it without a scholarship?+

Often yes, and that is the quieter point of the whole article. Because tuition is income-assessed rather than flat, many Bangladeshi families pay a modest fee without any award at all, and living costs of EUR 450-800 a month are low by Western European standards. Decide on the tuition band you are realistically assessed into plus the cost of a year in your city, then treat any DSU award as a reduction you have not yet been given.
