Universitaly is the Italian government portal where visa-seeking students file the compulsory pre-enrolment application, and no Italian student visa file is accepted without it. Start with the useful distinction. Roughly nine in ten reports of "the portal is broken" turn out to be one of three things: an email that was filtered, a university that has not acted, or a rule the applicant did not know about. Actual portal faults exist, but they are the smallest category and the last one to assume.

The rules people trip over
Your name is the passport's name. Not the certificate's, not the shortened one you use, not with a title. The visa file, the pre-enrolment record and the passport must read identically, and a mismatch found at VFS is worse than one found now. Fixing a name mismatch.
One pre-enrolment, normally. The portal is built around a single pre-enrolment application per cycle, so treat the choice of programme as a decision and not a draft. Follow the portal's own guidance, because this is one of the rules that has changed between years.
Your qualification evidence is a separate, slower process. Bangladeshi applicants normally need a Declaration of Value from the embassy or a CIMEA statement of comparability, and it takes weeks. Technical hygiene, in one list
Half the "portal is broken" reports come from the machine rather than the site. Before contacting anybody:
- 1One browser, one tab, one session. Two tabs of the same form is the fastest way to lose an hour of typing.
- 2Turn off autofill. It is what puts the wrong country, the wrong date format or a stale email into a field you never looked at.
- 3No VPN and no shared office network. Government portals rate-limit and block, and the failure looks like a bug.
- 4Type dates in the format the field shows, and enter the passport number exactly as printed, including letters, with no spaces.
- 5Save a screenshot at every stage, dated. Reconstructing what a page said last week is impossible otherwise.
If a wrong date of birth or passport number is discovered after the university has validated the application, stop and email the international office rather than editing anything: what can be corrected, and by whom, depends on where the record has already travelled, and a mismatch between the portal record and the passport will stop the visa file at the counter.
What is not a Universitaly problem
- No visa appointment slot — that is the application centre. When there are no appointment slots.
- The university not answering emails — that is the university, and persistence is the only tool.
- A slow Declaration of Value — that is the embassy or CIMEA.
- The visa itself taking time — how long each European student visa takes.
How to escalate, in order

Keep every screenshot with a visible date, and keep the email thread. If a deadline is missed because a university sat on a validation, the evidence you kept is the only thing that makes the story checkable — and it is what a mission will ask for.
One habit that prevents most of this

My application has said submitted for three weeks. Is the portal broken?+
Almost certainly not. Pre-enrolment has three parties: you submit, the university validates, and only then does the consulate proceed. A long wait on submitted means the university has not validated yet, and chasing the international office by email with your application number is the fix.
My course is not in the dropdown list.+
That usually means the university has not published the programme for that academic year, or its pre-enrolment window has not opened. Email the international office and ask when it will appear. Do not select a similar-sounding programme instead — the pre-enrolment must match the offer you hold.
Which Italian consulate should I select from Bangladesh?+
The Italian Embassy in Dhaka, because the competent mission follows your country of residence. If a different city is showing, it is normally because the residence details on the form point elsewhere. Correct the residence, not the consulate.
