A refusal from the Italian consulate arrives as a short document. It names a ground, sometimes two, and leaves the family to work out what actually went wrong. This page is the translation: the grounds an Italian type D study visa file is tested against, where each one comes from, and what it looks like from the inside when it fails.
Two things you will not find here. There is no refusal rate, because no authority publishes one for Bangladesh and we are not going to invent a figure to sound authoritative — the reasoning is in the Italy success rate question. And there is no ranked list of the top ten reasons, because a ranking is a claim about data nobody holds. What follows is ordered by how early in the process each item is settled, which is more useful in any case.
What the consulate is actually deciding
Two separate things, and confusing them is where most of the anxiety comes from.
The university decides whether your qualification lets you onto the course. Italian law makes that the exclusive competence of the institution, and the consulate's opinion about your HSC result is not binding on it.
The consulate decides whether to issue the visa. It checks that the documented requirements are present, and it makes an overall assessment of migration risk. That second phrase sounds ominous and is worth reading plainly: the test is whether it can reasonably be inferred that the purpose of the journey is the actual attendance of a course of higher education. The circular names the elements that weigh most in it — the socio-economic condition of the student and the family unit, the type and quality of the previous studies, and the coherence of the chosen course with them.
So a file is not scored. It is read as a story, and each document is asked whether it supports the story or undercuts it.
The grounds, one at a time

Money that cannot be traced to a lawful source
This is the one to get right first, and the 2026/2027 circular made it heavier in two ways at once.
The amount rose from EUR 6,947.33 to EUR 10,179.85 for the year — about 46.5 percent more than the previous academic year, which matters if your plan was built on last year's number. It is a single annual sum. There is no monthly figure, and anyone quoting you one has made it up.
The second change is the part families miss. The circular puts a duty on the consulate to establish where the money came from and whether it really belongs to the student or the family unit, by looking at the movement of the account and at whether the funds are coherent with the income and the overall assets of the student and the family. That is not a balance check. A statement showing the right closing figure, on an account that shows no plausible history of earning it, is exactly the pattern that instruction was written for.
What this means in practice for a Dhaka family:
- Build the balance over months, not weeks, and leave the ordinary in-and-out of a real account visible.
- Be able to explain each large credit in one sentence, and have the document behind that sentence — a land sale deed, a business account, a retirement payment, a remittance trail.
- Keep the sponsor inside the circle the rule allows. The circular's own words are the family unit, or a relative up to the fourth degree. It does not enumerate which relatives those are, but it plainly excludes a friend, an employer and the agency.
- Do not count a scholarship you have not been awarded. The circular is explicit: a mere candidacy, or meeting the eligibility conditions for a regional right-to-study grant, cannot be counted toward means of subsistence without an explicit attestation that the grant has been assigned.
- Remember that the test is not only about year one. The circular asks the consulate to place the money inside a wider assessment of the family's situation, such that it is reasonable to believe the funds will remain available for the rest of the course. A family that empties everything it owns to clear one year's threshold has not passed that test; it has drawn attention to it.
The mechanics of building and evidencing the balance are in proof of funds for a European student visa, and Italy needs no blocked account — the money is shown, not locked away.
Pre-enrolment that is not validated — the one automatic refusal
Everything above is judged. This one is not.
Pre-enrolment for a study visa is made only through Universitaly, and the university then validates it. The circular states that failure by the institution to validate the pre-enrolment application results in the automatic refusal of the entry visa, where the visa application has already reached the consulate. There is no assessment, no benefit of the doubt, and no part of your file that can compensate.
There is a second layer that is new for 2026/2027 and that almost nobody in this market has read. From this academic year, a university may validate no more than the number of places it has set aside for international students, plus a maximum of 20 percent. When that ceiling is reached, a monitoring mechanism on Universitaly alerts the institution and suspends further validations.
It is a turnstile rather than a locked door, and that distinction matters. Each time a study visa is refused, one further validation immediately becomes available to that university, and this continues until the number of visas issued for it equals the places it reserved. An institution may also ask to validate extra applications by formal resolution of its academic bodies. So the cap throttles the queue rather than closing it — which is an argument for pre-enrolling early, not a reason to panic.
Read what it does to the calendar. Pre-enrolment stops being a formality you complete after your offer and becomes a queue with a ceiling. A perfectly qualified student who pre-enrols late can fail to be validated because the allocation is exhausted, and the file was never weak. Two protections follow:
- 1Complete the Universitaly application as early as the portal allows for your intake, not when the consulate deadline approaches.
- 2Watch your university's own published date, not only the national one. Visa applications for 2026/2027 must reach the consulate by 30 November 2026, but institutions are expressly allowed to set earlier dates tied to when teaching starts, and they publish them on their own portals.

Language evidence that does not cover four skills
The rule most commonly misquoted in Bangladesh is the language one. Italy does not have a national IELTS requirement.
For a course taught in a language other than Italian, the consulate must verify the student's competence in that language at not less than B2 on the Common European Framework, and it may rely only on a suitable certificate from an internationally recognised body, or an equivalent certificate issued by the university itself. The certificate must attest the required level in all four skills — listening, reading, speaking and writing.
Three consequences that catch people:
- A certificate reporting only an overall score, with no four-skill breakdown, may not do the job even when the overall number looks comfortable.
- A university letter can satisfy it, but it must actually certify the level across the four skills, not merely confirm that you were interviewed.
- A medium-of-instruction letter is a university admission device. It is not by itself the certificate the consulate is instructed to rely on, which is why a student can be admitted without IELTS and still be asked for language evidence at the visa stage.
For courses taught in Italian, each institution runs its own language test at a minimum of B2, with an exemption for holders of a recognised Italian certificate at B2 or above.
A study plan that does not follow from your qualification
Coherence is a named element of the migration-risk assessment, and it is the ground most often felt as unfair, because the student genuinely does want the course.
The file has to answer one question in writing: why this course, in this country, after the studies you have already done. A change of direction is allowed and is not suspicious in itself; a change of direction that nothing in the file explains is. The study plan is the document that does this work, and it is not the same thing as a personal statement or a motivation letter.
Practical test before you submit: hand the file to somebody who does not know you, and ask them to say in one sentence why you are going. If they cannot, the consulate will not be able to either.
Documents that disagree with each other
This is the most avoidable ground on the list and the slowest to repair. Your name, your father's name and your date of birth have to be identical across SSC and HSC certificates, the NID, the passport and every form. Bangladeshi document chains routinely carry two or three spellings of the same name, and the correction chain runs through more than one office and takes months, not weeks. Start it the day you notice it — fixing a name mismatch across your documents sets out the order the offices have to be visited in.
Two related rules from the circular worth knowing. If you do not yet physically hold your final qualification, you may present a provisional attestation issued by the competent authority of the country that awards it — but a self-certification, or a letter from a body that has no official role in the Bangladeshi system, is expressly excluded. And the final qualification must be accompanied by either a CIMEA comparability and authenticity statement or a Declaration of Value; those are alternatives, not a sequence, and the university decides which it wants.
What a refusal is not
It is not a judgement on you as a student, and it is not permanent. Italian procedure requires a refusal to be recorded on Universitaly, which is also how a validation slot at that university becomes available again.
What it is, is information. Read the ground you were given before deciding anything — how to read a visa refusal letter — and then choose between correcting the file and challenging the decision, which are different instruments with different clocks: reapplying versus appealing a refusal.
Who this page is not for
If you are looking for a percentage, or for somebody to tell you your chances are high, this is the wrong page and probably the wrong consultancy. If your funds do not exist yet and the plan is to arrange a balance shortly before the appointment, nothing here will help you, and the traceability rule above is precisely what will catch it. And if you are applying for a research doctorate, an Erasmus placement, a foundation course, a single-course enrolment or an Italian professional Master, the deadlines described here do not apply to you in the same way — those categories have no fixed national cut-off, though the application still cannot come after teaching begins. Note the false friend before you rely on that: the Laurea Magistrale, which is what most Bangladeshi students mean by a Master's, is not an Italian Master and is bound by the deadline.

No, that is not a national rule.
