What each document actually is
Bangladeshi higher education produces four separate pieces of paper and students use the names interchangeably, which is where the trouble starts.

The provisional certificate is a real, official document with a seal on it. It is not a draft and it is not a stopgap in any legal sense — it exists because conferral is a ceremonial act that lags completion.
Where a provisional certificate is fine
University admission. Effectively universally. Admissions offices across Italy, Cyprus, Hungary, Malta, Finland, Greece, Denmark, Sweden and Bulgaria assess the transcript and accept a provisional certificate as the completion document.
The visa file. Generally yes, provided the same document was accepted by the university and it carries the correct attestation chain. The consulate is confirming that the qualification you claimed to the university is real; it is not making a separate academic judgement.
Where it starts to matter
Credential evaluation. This is the real pinch point. An evaluator producing a formal comparability statement is stating what your qualification is equivalent to, and some will not do that on a document that says the degree has not yet been conferred. Italy's Declaration of Value and CIMEA route, described in Declaration of Value versus CIMEA, is where Bangladeshi students meet this most often.
Enrolment on arrival. Some European universities admit on a provisional and then ask for the original at registration. If your convocation is two years away, that is a problem you want to discover in Dhaka, not in the registry queue in a foreign city.
Anything regulated later. If you may ever seek professional registration — nursing, pharmacy, architecture, teaching, engineering councils — the regulator will want the conferred certificate. A European degree is in any case not a licence to practise a regulated profession, in Europe or on return to Bangladesh; that is a separate registration process everywhere.
The National University problem
This is the largest single instance in Bangladesh. National University affiliated college graduates routinely wait a long time between results and convocation, and the wait is not something the student can accelerate. Meanwhile the provisional certificate is what exists.
Three things make that workable:
- 1Get the wording right. Ask the college and the university office to issue the provisional certificate with an explicit statement that the result is final and that the original certificate will be issued at the next convocation. A provisional certificate with no such line invites the question "why is this not the real one?".
- 2Get the transcript alongside it. A full transcript plus a provisional certificate is a much stronger pair than a provisional certificate alone, because the transcript carries the classification.
- 3Attest the provisional certificate itself. Verification and attestation run on the document you actually hold. ⚠️ Do not have a provisional certificate "converted" or retyped by anyone outside the issuing institution, and never accept a document from an agency that looks like an original certificate you have not been issued. That is document fraud and it ends applications permanently.
The one email that settles it
Before you commit money to a deposit or a visa appointment, send the admissions office a short message with the provisional certificate attached and ask a direct question: will this be accepted at enrolment, or is the conferred certificate required before registration? Keep the reply.
That single exchange is worth more than any general rule, because the answer is set per university and sometimes per faculty.
What to do next
- 1Order the transcript and the provisional certificate together, in as many certified copies as you can afford.
- 2Ask for the pending-convocation line in writing on the certificate.
- 3Email the receiving university and keep the answer with the file.

Common questions
Can I apply to a European university with only a provisional certificate?+
Yes, in almost every case, provided you also submit the full transcript. Admissions offices treat the provisional certificate as the completion document. The question that needs a written answer is whether the same university will require the conferred original at enrolment.
Will the embassy accept a provisional certificate?+
Generally yes, if the university accepted it and it carries the correct verification and attestation. The consulate is checking that the qualification behind your admission is genuine rather than making its own academic assessment, but attestation must be done on the document you actually hold.
What if my convocation is years away?+
That is the normal situation for many National University graduates and it is workable. Ask for the provisional certificate to carry an explicit line that the original will be issued at the next convocation, attest that document, and confirm in writing with the receiving university that it is acceptable at registration.
Is a testimonial the same as a certificate?+
No. A testimonial confirms attendance and character. It is not proof of a qualification and it will not substitute for a certificate or a transcript in any European application.
