The two things you are actually choosing between
Accounting is unusual among subjects: the degree and the professional qualification are separate products, and you can end up with one and not the other.

The efficient route is to do both at once: take a degree that ACCA has accredited, so that passing your degree modules also clears ACCA exams. A fully accredited undergraduate accountancy degree can carry exemptions from up to nine of the thirteen papers. A non-accredited degree may carry none.
How to check exemptions before you pay a deposit
ACCA publishes an exemptions enquiry tool listing, university by university and programme by programme, exactly which papers a given degree clears. Use it before you shortlist, not after you enrol — two programmes with almost identical names and fees can differ by six exams, which is years of your life.
⚠️ Never take an agent's word on exemptions. Exemption agreements are per-programme and are reviewed periodically. Look up the specific university and the specific degree title on ACCA's own site, and screenshot the result.
The part nobody explains: statutory audit is regulated
This is the honest core of the article.
Signing off a statutory audit in the European Union is a regulated activity. Under the EU's statutory audit directive, each member state approves its own statutory auditors and maintains a public register of them. Approval normally requires a degree-level education, a period of practical training under an approved auditor (three years is the common shape), and a national examination of professional competence that covers that country's own company law and tax code.
So the accurate statement is:
- ACCA membership is a strong, portable, internationally recognised accountancy qualification.
- It is not an EU practising licence. Non-audit accountancy work — management accounting, financial reporting, group consolidation, advisory, internal audit — is not regulated, and this is where most ACCA members actually work.
- If your goal is specifically to sign audit opinions in Cyprus, Malta, Italy or anywhere else in the EU, budget for that country's own conversion route on top.

Cyprus and Malta are the two genuinely English-operating accountancy markets among the nine, and both host offices of the large international firms. Cost, and what it adds up to
- Degree tuition: roughly EUR 3,500-7,000 a year in Cyprus, EUR 5,000-11,000 in Malta, EUR 0-5,000 in Hungary and EUR 3,000-5,000 in Bulgaria.
- ACCA fees: registration, an annual subscription and a per-exam fee, all payable in pounds and all separate from tuition. Add exemption fees for every paper you skip. Budget for these from the start.
- Living: EUR 350-500 a month in Bulgaria, EUR 600-900 in Malta.

How many ACCA exams can a degree exempt me from?+

Can I work as an auditor in the EU with ACCA?+
You can work in audit teams, but signing a statutory audit report requires approval as a statutory auditor in that member state. That normally means supervised practical training plus a national examination covering local company law and tax. ACCA membership on its own does not grant it.
Which country in your list is best for accountancy?+
Cyprus and Malta, because both have large audit, fiduciary and corporate-services sectors that operate in English and where ACCA is the standard qualification. Hungary and Bulgaria are good for English-speaking shared-service finance roles at lower cost.
Should I finish ACCA in Bangladesh first?+
If you can, passing some papers before you leave saves money and time, and exam progress strengthens an application. Just make sure it does not clash with an accredited degree that would have exempted you from the same papers for free.
