For some countries including Bangladesh in Italy's Decreto Flussi

“Silenzio-Assenso” (automatic nulla osta approval) has been abolished and strict manual verification has been made mandatory.
Normally, the nulla osta application would be automatically approved if there were no obstacles after 60 days (non-seasonal) or 20 days (seasonal) of the application.
However, this does not apply to high-risk countries. For citizens of Bangladesh, Pakistan, Sri Lanka and Morocco, the nulla osta is issued only after a favorable opinion from the Questura and a preliminary verification by the Ispettorato Nazionale del Lavoro (INL/ITL).
There is no automatic approval without a manual check. Decreto-Legge n. 145/2024 (Article 3) suspends the Silenzio-Assenso, identifying “high-risk countries” (high rates of document fraud and false applications).
Initially applicable to Bangladesh, Pakistan and Sri Lanka (until 31 December 2025)
- Morocco was later added by decree of the Ministero degli Affari Esteri.
- For the 2026–2028 triennio, the Interministerial Circular n. 8047 (October 2025) explicitly confirms that Silenzio-Assenso does not work for these four countries and that the INL + Questura verification is mandatory.
The real financial capacity of the employer, the transparency of the tax file, the reality of the working environment and the authenticity of the employment are strictly checked.
The aim is to prevent false documents, fraud and dishonest circles. The date (2 September 2026) and the presentation as “new strictures” can be somewhat misleading.
The rule is fully effective starting from the 2024 decree and in the Flussi process of 2025–2026.
It is also in force for the 2026 click day and subsequent applications
- The reference to the Ministero del Lavoro and the ITL as sources is consistent, although not a new announcement directly on “2 September 2026”, but rather a description of the ongoing policy.
There is no more automatic nulla osta for applicants from these four countries, including Bangladeshis.
Manual security and labor inspection verification is mandatory in all cases. It is important to verify the employer's documents yourself to avoid falling into the trap of fake nulla osta or middlemen.
