Registering your address: the step everything else depends on

Md. Salahuddin 7 min read Last reviewed: 2026-09-04After you arrive

Why this is the first thing you do

Your first month in Europe is a chain, and address registration is the first link. Without it you generally cannot get a personal or tax number; without that number most banks will not open an account; without an account you cannot be paid, cannot pay rent by transfer, and often cannot buy a student transport pass. Students who spend their first fortnight sightseeing usually spend their second month queueing.

Where to go, country by country

Names and offices change; the country's own migration or population authority is the only current source. Take the page with you rather than an article.

What to bring, every time

Bring the whole set even when the website lists fewer items. A second trip costs a week.

  • Passport, plus the visa page
  • Residence permit card or the application receipt
  • Tenancy contract or dormitory letter, and in some places the landlord's signed consent or identity document
  • University enrolment letter or student certificate
  • Passport photographs, two or four, to the country's specification
  • Proof of health insurance
  • Proof of funds, occasionally requested

The deadlines that actually bite

Most countries set a window measured in days or weeks from the day you move in, and several attach a fine to missing it. More practically, the deadline that matters is your own: the residence permit process usually cannot complete without a registered address, so a slow registration delays the card, and without the card you cannot travel, cannot always work, and cannot open some bank accounts.

Two country-specific points worth knowing in advance:

Denmark and Finland front-load everything. The CPR number and the Finnish personal identity code unlock health cover, banking and the tax card in one step, so book the appointment before you fly if the service allows it.

Sweden distinguishes two things. Population registration (folkbokforing) is for stays of at least a year and gives you a personnummer; shorter stays get a coordination number instead, which is enough for tax and work but not for everything. Check which one your programme length gives you.

The obstacle almost everyone hits

⚠️ A tenancy contract that the landlord refuses to have registered blocks the whole chain. It happens because registration exposes the rent to tax. The result for you is no address certificate, therefore no tax number, therefore no bank account, therefore no lawful part-time work and a stalled residence permit.

There is no workaround worth taking. Do not accept a room on those terms, do not register a false address, and do not use a friend's address — in several countries that is an offence and it will surface later, at exactly the moment you need a clean record. Choose a different room, or a dormitory place where the university issues the letter for you. See dormitory, private flat or shared room.

After registration: the rest of the chain

  1. 1Collect the address certificate and keep several copies, digital and paper.
  2. 2Apply for the personal or tax number if it is a separate step — see the identity numbers guide.
  3. 3Open a bank account — see opening an account before the residence card.
  4. 4Register for health cover — see public or private health insurance.
  5. 5Complete the residence permit, if it is not already issued.

Next steps

  1. 1In your first week, find your own municipality's page and write down the exact office, opening hours and appointment method.
  2. 2Assemble the document set above before you go, in one folder.
  3. 3If you move flat later, re-register. An out-of-date address is the reason official post goes missing, including permit decisions.

Common questions

How quickly must I register my address after arriving?+

Most of these countries set a window measured in days or a few weeks from the day you move in, and some attach a fine to missing it. The practical deadline matters more: your residence permit, tax number and bank account all wait on the address certificate.

What if my landlord will not let me register the address?+

Find a different room. Registration usually exposes the rent to tax, which is why some landlords refuse, but without it you cannot obtain a tax number, a bank account or in many cases your residence permit. Registering a false address is an offence in several countries and will surface later.

Do I need to register again if I move?+

Yes, in every one of these countries. An out-of-date registered address is the most common reason official post goes missing, and official post includes residence permit decisions and tax correspondence.
